CITY COUNCIL REGULAR MEETING MINUTES OCTOBER 19, 2022 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, October 19, 2022, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Jodi Rozycki, Councimember Mindy Gibson, Councimember Dominick Montanaro, Councimember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Mayor Osmer led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) PRESENTATION TO CARRIE PARSONS IN RECOGNITION OF HER SERVICE TO THE COMMUNITY Councilmember Montanaro presented the plaque to Ms. Parsons. (TIME: 6:05 P.M.) CITIZEN COMMENTS City Resident, Mike Arnold, spoke regarding the purchase and sale of the former Peg Legs property and the value of the fire station. He expressed concern over purchases that have been made by the City and spoke regarding the votes of the City Council. He spoke regarding the high millage rate and howi it impacts senior citizens int the community. City Resident, John Pope, expressed appreciation to Public Works for their work on clearing a drainage issue prior to Hurricane lan and their work during and after the hurricane. He also expressed appreciation to Fire Chief Abernathy and the Fire Department for their assistance and mutual aid. (TIME: 6:14 P.M.) CITY COUNCIL COMMENTS Vice Mayor Rozycki spoke regarding her attendance at the Grand Reopening of the Community Garden, the Citizen's Appreciation Day and the Lion's Club Pancake Breakfast. She spoke regarding Florida City Government week and encouraged everyone to view the City website and follow official City social media pages. Councilmember Gibson spoke regarding her appointment to the Florida League of Cities Councilmember Montanaro addressed comments made by a public comment speaker. He spoke regarding his attendance at the Zoom Florida League of Cities Municipal Administration Committee and the Citizens Appreciation Day. He spoke regarding a meeting he had with City Manager Barker and Senator Debbie Mayfield. Councilmember Vigliotti addressed comments made by a public comment speaker. Legislative Committee. CITY MANAGER REPORT City Manager Barker announced upcoming events: Halloween Golf Cart parade on October 22 at 6:00 p.m. and Pumpkin Chunkin Mini-Trebuchet Competition on October City Manager Barker spoke regarding at thank you received from the City Manager of Kitty Hawk, NC. She reported a derelict vessel that had been disposed of by the Public Works Department. She provided an update on post-hurricane debris removal. She announced that there will be mid-reach beach renourishment repairs in November. She spoke regarding the Adopt-A-Canal workshops that took place and announced that the Citizen's Appreciation Day, which was rained out, is planning to be rescheduled in April. 29. Clifford Repperger, Attorney for the Applicant, presented the applicant's proposed project and explained the background of the development team, the property and the proposed project. He explained the re-zoning request and mentioned that the issue that is before the City Council is the compatibility of the rezoning request with the surrounding area. Jim Trager, Trager Consulting Engineers, provided further information on the plan for stormwater and the impervious coverage comparison for the two discussed proposals. Josh Luster, Transportation Engineer, provided information on the rezoning traffic impact analysis. He questioned how a rezoning change Mayor Osmer spoke regarding the comments tonight being focused on the site plan and spoke regarding the necessity to discuss the compatibility of the rezoning request. He stated that the City Council could approve the ordinance on first reading and also send it back to the Planning Advisory Board prior to the second reading. In response to a question from Mayor Osmer, City Attorney Beadle explained the role of the Planning Advisory Board and explained the standard for denying a rezoning request. ACTION: Councimember Montanaro MOVED, SECOND by Councimember Gibson, to approve Ordinance No. 1227 on first reading, contingent on the ordinance returning to Planning Advisory Board prior to the second reading.
