CITY COUNCIL REGULAR MEETING  MINUTES JUNE 15, 2022  Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, June 15, 2022, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Jodi Rozycki, Councilmember Mindy Gibson, Councimember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Councimember Dominick Montanaro was Councilmember Gibson led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) PRESENTATION TO LANORE HENSLEY OF RHYTHM IN MOTION FOR OVER 40 YEARS OF OUTSTANDING SERVICE TO THE COMMUNITY Vice Mayor Rozycki presented a plaque to Ms. Hensley to commemorate her years of  absent.  service to the community. CITY COUNCIL COMMENTS  Councimember Vigliotti spoke regarding his participation in a recent volunteer event at Councimember Gibson announced that she was appointed by the Space Coast League of Cities as a Board Member to the Florida League of Cities Executive Board and Finance and Taxation Committee. She spoke regarding her attendance at the Space Coast Vice Mayor Rozycki spoke regarding her attendance at the Hartmann-Flagg Ceremony, Gail Meredith Seaside Dedication, Space Launch Delta 45 Update, and Colonel Marshal's Retirement Celebration. She spoke regarding Councimember Gibson's Mayor Osmer spoke regarding his attendance ati the State of the Base event and Colonel Marshall's Retirement. He provided background on the incoming Colonel. He spoke regarding hiring for Northrop Grumman and a large career fair at the Cape.  Samsons Island. CITY COUNCIL  PAGE2  MEETING MINUTES JUNE 15, 2022 (TIME: 6:14P.M.) CITY MANAGER REPORT  City Manager Barker spoke regarding 21-day Flag Salute that began today until July 4. She provided an update on the FDOT mid-block crosswalks on SRA1A. She announced thank you cards received regarding the Fire Department. She spoke regarding an upcoming Adopt a Canal Program; and the installation of a 150-foot monopole in FDOT right-of-way in Indian Harbour Beach adjacent to Satellite Beach. She spoke regarding Thea Baker creating doorhangers for fertilizer ban and watering restrictions. She spoke regarding the Gail Meredith Memorial Garden Dedication Ceremony and the new boardwalk at Hightower Beach Park. She announced that she was appointed to the FCCMA Awards and Scholarships Committee for a two-year term. She extended congratulations to Colonel Marshall on his retirement and welcome to Colonel Graham. She spoke regarding a Retired Military Job Fair in the City. She provided an update that an Ethics Complaint that had been filed against her in her role on the Citizens Oversight  Committee for SOIRL had been dismissed. (TIME: 6:33 P.M.) CONSENT AGENDA  A. DISCUSSITAKE ACTION ON ORDINANCE NO. 1216, AN ORDINANCE OF THE CITY OF SATELLITE BEACH, BREVARD COUNTY, FLORIDA, VACATING AND ABANDONING A PORTION OF A 10 FEET WIDE PUBLIC UTILITY & DRAINAGE EASEMENT, LYING WITHINLOT 14, BLOCK A, AMHERST GARDENS, SECTION 5, UNIT 1, ACCORDING TO PLAT THEREOF, AS RECORDED IN PLAT BOOK 25, PAGE 44, OF THE PUBLIC RECORDS OF BREVARD COUNTY, FLORIDA, (415 EAST AMHERST CIRCLE) AS DESCRIBED HEREIN; PROVIDING FOR SEVERABILITY, CONFLICTS, RECORDING AND EFFECTIVE DATE (FIRST  Councilmember Montanaro was absent. IN THE AMOUNT OF $218,464.10 Allen Potter, Public Works Director, provided background information on the item. Mayor Osmer asked for citizen comments; there were no comments.  ACTION: Councimember Gibson MOVED, SECOND by Councimember Vigliotti, to award the Septic Tank Elimination to Jobear Contracting, Inc, the only bidder, and award the entire project for a total amount of $218,464.10. VOTE: ALL YES. MOTION (TIME: 6:39 P.M.) DISCUSSITAKE ACTION ON CHANGE ORDER NO. 1 SEPTIC ELIMINATION FOR JOBEAR CONTRACTING INC. DISCUSSITAKE ACTION ON ORDINANCE NO. 1217, AN ORDINANCE OF THE CITY OF SATELLITE BEACH, BREVARD COUNTY, FLORIDA, AMENDING THE FISCAL YEAR 2021/2022 BUDGET ORDINANCE NO. 1206; City Attorney Beadle read the title of the ordinance. Nick Walsh, Comptroller, provided background information on the item. He explained the increase of revenues and various changes and spoke regarding the funded Capital Projects by ARPA Funding. He explained grant funding for the Stormwater Utility Fund and then increase to the budget  PROVIDING AN EFFECTIVE DATE (FIRST READING)  to the Capital Asset Fund.  Mayor Osmer asked for citizen comments; there were no comments.  ACTION: Councilmember Gibson MOVED, SECOND by Councilmember Vigliotti, to approve Ordinance No. 1217 on first reading. VOTE: ALL YES.
