CITY COUNCIL REGULAR MEETING MINUTES OCTOBER 5, 2022 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, October 5, 2022, at 6:03 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Jodi Rozycki, Councilmember Mindy Gibson, Councimember Dominick Montanaro, Councilmember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. CITIZEN COMMENTS City Resident, Linette Pelletier, spoke regarding the "No Dogs on the Beach" signs required by the ordinance adopted by the City Council and stated that she did not feel that they were effective because most of the problems are from individuals who are not residents. (TIME: 6:27 P.M.) CITY COUNCIL COMMENTS Councimember Vigliotti spoke regarding Hurricane lan and spoke regarding the sandbag distribution. He spoke regarding his attendance at a recent Recreation Board and Sustainability Board meeting and an upcoming meeting for the Florida League of Cities Utilities and Natural Resources Committee on Zoom. CITY COUNCIL PAGE2 MEETING MINUTES OCTOBER5, 2022 Councilmember Montanaro expressed appreciation for City Manager Barker's communications during the hurricane. He expressed appreciation for the homes being built at The Vue. He spoke regarding the City Council previously moving the development Councilmember Gibson spoke regarding her attendance at the Florida League of Cities Pension Trust Fund Board meeting, Floridal League of Cities Executive Board of Directors meeting and East Central Florida Regional Planning Council meeting. She spoke regarding the sandbag distribution before Hurricane lan. She spoke regarding her Vice Mayor Rozycki expressed appreciation to the residents and City staff for their work during storm preparations and spoke regarding the sandbag distribution. She spoke regarding her attendance at the Local Community Leaders meeting at Satellite High Mayor Osmer spoke regarding the excellent work of the Public Works crews before, during and after the hurricane. CITY MANAGER REPORT City Manager Barker commended City staff on their work before, during, and after the storm. She provided an update on debris removal. She explained that the two contractors that had contracted with the City post-storm are still pending. She spoke regarding the possibility of needing to contract from a different company. Mayor Osmer asked for citizen comments; there were no comments. ACTION: Councimember Montanaro MOVED, SECOND by Councimember Gibson, to authorize the City Manager to contract with a separate debris removal company if the City's two contractors will not work in the City for post-storm debris removal. ALL YES. City Manager Barker spoke regarding upcoming events, such as a Movie on the Green, Community Garden Reopening Event, Citizens Appreciation Day event and Lion's Club Pancake Breakfast. She spoke regarding recent thank you cards received for the Police Department and Fire Department. Sheannounced that the City received two letters from Brevard County regarding the Solid Waste Assessment for the upcoming year. She spoke regarding an upcoming City Business Networking event. She provided an update on the FDOT sidewalk project on the west side of A1A.
