CITY COUNCIL REGULAR MEETING MINUTES AUGUST 3, 2022 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, August 3, 2022, at 6:05 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Jodi Rozycki, Councilmember Mindy Gibson, Councimember Dominick Montanaro, Councimember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Mayor Osmer led the Pledge of Allegiance and a moment of silence. (TIME: 6:06 P.M.) CITIZEN COMMENTS No one indicated a desire to speak. (TIME: 6:07 P.M.) CITY COUNCIL COMMENTS Councimember Vigliotti thanked those who interviewed for advisory boards for Councimember Montanaro spoke regarding openings on Legislative Policy Committees Councimember Gibson spoke regarding her and City Manager Barker's attendance at a press conterence from Governor DeSantis regarding a new opioid addiction program in the State. She spoke regarding the Class of 1992's 30-year reunion that she attended Vice Mayor Rozycki reminded everyone that school will begin on August 10. She thanked the crossing guards and spoke regarding the large pedestrian traffic that willl be occurring. Mayor Osmer stated that tomorrow there will be two rocket launches occurring for thet first volunteering their time. for the Florida League of Cities. over the previous weekend. time in several decades. (TIME: 6:12 P.M.) CITY ATTORNEY REPORT None. (TIME: 6:12 P.M.) CITY MANAGER REPORT City Manager Barker spoke regarding a thank you the Fire Department received. She spoke regarding a partnership with Space Coast Reefs for artificial reefs to assist with improving water quality. She spoke regarding volunteer workday opportunities for the SISLR project and the recent volunteer doorhanger project. She announced that FPL has fixed the sidewalk on Jackson Avenue. She announced that a gopher tortoise survey adjacent to the Satellite Beach Library will be occurring prior to a stormwater project and announced that the composting toilet has been replaced on Samsons Island. She stated that it is anticipated that Sherwood Avenue will be impacted during Halloween due to the project, about which discussion ensued. PUBLIC HEARING: DISCUSS/TAKE ACTION ON RESOLUTION NO. 1050, A RESOLUTION OF THE CITY OF SATELLITE BEACH, BREVARD COUNTY, FLORIDA, RELATING TO THE FLORIDA DEPARTMENT OF PROTECTION (FDEP) STATE REVOLVING FUND (SRF), ADOPTING A CLEAN WATER FACILITY PLAN AND CAPITAL FINANCIAL PLAN ENTITILED "STORMWATER IMPROVEMENTS PLAN" (2022); PROVIDING FOR SEVERABILITY AND PROVIDING City Attorney Beadle read the title of the resolution. Assistant City Manager Brittany Retherford introduced David King, City Engineer, who presented the background information on the item and explained the projects included in the plan.
