CITY COUNCIL SPECIAL MEETING MINUTES JULY27, 2022 Pursuant to Public Notice, Mayor Steve Osmer convened a special meeting of the City Council on Wednesday, July 27, 2022, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steve Osmer, Vice Mayor Jodi Rozycki, Councimember Mindy Gibson, Councimember Dominick Montanaro, Councimember David Vigliotti, City (TIME: 6:00 P.M.) DISCUSSITAKE ACTION ON PRESENTATION OF FY 22/23 City Manager Barker provided background information on the budget, including the budget process and the schedule of future budget meetings. She explained the unique amenities and programs that the City provides to residents. She explained the City's millage rate and addressed rumors that have been circulated on social media. She spoke regarding reducing the millage to 8.2312 for Fiscal Year 2022/23 and explained that the money received from the federal government through ARPA Funds has assisted in financing capital projects. She spoke regarding upcoming capital projects over the next five years. She provided information on the salary survey that was conducted and explained the proposed increases for employees fori the upcoming fiscal year. She stated that the City is anticipating a 7% health insurance increase. She presented the projected fund balance and explained the desired reserves to ensure coverage in case of a large Nick Walsh, Comptroller, provided an overview oft the City's revenues ini the various funds. He reviewed the City's expenditures by expense type. The Department Heads provided information on their departments' activities and achievements, as well as goals for Fiscal Year 22/23.
