CITY COUNCIL REGULAR MEETING MINUTES FEBRUARY 21, 2024 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, February y21,2 2024, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Mindy Gibson, Councilmember Mark Boyd, Councimember Jodi Rozycki, Councilmember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and Deputy City Clerk Sharon Williams. Mayor Osmer led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) UPDATE ON BEACH RENOURISHMENT PROJECT FROM MIKE MCGARRY, PROGRAM MANAGER, BREVARD COUNTY BEACHES, BOATING, AND Mr. McGarry presented a PowerPoint presentation on the beach renourishment project WATERWAYS and answered Councilmembers questions. (TIME: 6:36 P.M.) CITIZEN COMMENTS City Resident, Larry Whitney, spoke regarding the beach renourishment project. He inquired about how the results are determined to be successful on the project, as well as how the sand is tested to ensure that it is compatible with and safe for placement on the beaches. CITY COUNCIL COMMENTS Vice Mayor Gibson provided an update on proposed bills that are working through the legislative process, specifically regarding an additional homestead exemption, sovereign Councilmember Vigliotti expressed appreciation to Mr. McGarry for his presentation on immunity, and business tax receipts. the beach renourishment project. CITY MANAGER REPORT City Manager Barker announced upcoming events, such as the 15th Annual 5K Run/Walk for Autism Awareness, Sea Turtle Lighting Workshop, Little League Opening Day, City Speaker Series Lunch and Learn regarding the Community Paramedic Program, FDOT Workshop on South Patrick Drive improvements, City-wide Garage Sale, Electronic Recycling Collection event, and the availability of dumpsters for bulk items in the City Hall parking lot. She spoke regarding thank you letters received from residents for excellent service from the Fire Department and she spoke regarding al lifesaving event at the beach CITY COUNCIL PAGE2 MEETING MINUTES FEBRUARY 21, 2024 and expressed appreciation to the Fire and Police Departments. She also spoke regarding an event where a crossing guard identified that a woman was having a medical episode. She announced that there will be a Council Workshop held on Wednesday, March 13 at 6:00 p.m. (TIME: 7:04P.M.) CONSENT AGENDA A. ADOPTION OF MINUTES: FEBRUARY 7, 2024, WORKSHOP MEETING FEBRUARY 7, 2024, REGULAR MEETING Councilmember Boyd noted that he did not attend the February 7 Workshop, therefore the minutes need to be amended to reflect his absence.
