CITY COUNCIL REGULAR MEETING MINUTES APRIL 27, 2022 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, April 27, 2022, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Jodi Rozycki, Councilmember Mindy Gibson, Councimember Dominick Montanaro, Councilmember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Councimember Vigliotti led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) CITIZEN COMMENTS City Resident, Kat Sinclair, expressed concern that she has not been contacted by the Mayor or anyone else at the City regarding an issue she had at the dog park. (TIME: 6:06 P.M.) CITY COUNCIL COMMENTS Vice Mayor Rozycki spoke regarding her attendance at the Mayor's Fitness Challenge Closing Ceremonies, Breakfast with the Easter Bunny, Earth Day Event, and Lion's Club Pancake Breakfast. She spoke regarding residents ensuring that they don't take their dogs on the beach, in City parks, on ballfields and ensuring that everyone cleans up after Councilmember Gibson spoke regarding dogs not being allowed on the beach in the City. She spoke regarding her attendance at the Earth Day event as a vendor, County Charter Review Commission meeting, Lagoon Stewardship Summit in Melbourne Beach, Space Coast League of Cities Dinner, and Employee of the Year Award ceremony. She announced that she will be participating in the Dancing on the Space Coast Event. Councilmember Montanaro spoke regarding his attendance at the Space Coast League of Cities Dinner, Florida Communities Trust Board meeting in Tallahassee regarding the Hightower radar project, Earth Day and Coastal Garden Fair, and Lion's Club Pancake Councimembervgliot: spoke regarding his attendance at thel Earth Day event and Lion's Club Pancake Breakfast. He expressed concern about dogs on the beach. He spoke Mayor Osmer spoke regarding his attendance at the Flashlight Easter Egg Hunt. He spoke regarding an incident with his father at Gleason Park and expressed appreciation to the City of Indian Harbour Beach's Public Works personnel who assisted him. their pets. CITY MANAGER REPORT City Manager Barker spoke regarding the Flashlight Easter Egg Hunt. She spoke regarding thank you letters received for outstanding service by the Fire Department. She provided an update on the mid-block crosswalks on A1A. She announced that the City Biologist has received a grant to put in new signage at all of the City's beach accesses and is working with the condominiums on compliance with sea turtle lighting requirements. She provided statistics on the Pedestrian Safety Month enforcement efforts. She provided information on the approved project by FCT fori the Hightower radar with Florida Institute of Technology. She spoke regarding code enforcement putting together a team of staff members who can assist with complicated code enforcement cases. She announced that the City budget has been posted in an interactive website for easier access. She congratulated Nick Sanzone and the Environmental Team and boards on the successful Earth Day event.
