CITY COUNCIL REGULAR MEETING  MINUTES MARCH 20, 2024  Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, March 20, 2024, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Councilmember Jodi Rozycki, Councilmember David Vigliotti, Assistant City Manager Brittany Retherford, City Attorney James Beadle and Deputy City Clerk Sharon Williams. Vice Mayor Mindy Gibson and Councimember Mark  Boyd were absent.  Mayor Osmer led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) POLICE DEPARTMENT ANNUAL AWARDS FOR 2023  Chief Pearson presented the following awards:  2023 OFFICER OF THE YEAR: OFC. CHRIS WHITE  2023 HARTMANN-FLAGG DUI ENFORCEMENT OFFICER OF THE YEAR: OFC. 2023 SCHOOL RESOURCE OFFICER OF THE YEAR: SRO CPL. JAY 2023 TELECOMMUNICATIONS OFFICER OF THE YEAR: DISPATCHER 2023 CIVILIAN EMPLOYEE OF THE YEAR: ACCREDITATION MANAGER JULIE LIFE SAVING AWARD TO OFC. EMMA GRAHAM AND SGT. DON TRIEBELL Chief Pearson spoke regarding the promotion of Detective Corporal Philip Martinez to Patrol Sergeant, Detective/Oficer Aimee Ybarra to Detective/Corpora. and Officer Christopher White to Patrol Corporal. He stated that Officer Timothy Wright will be moved  CHRIS WHITE BERGERON  SAMANTHA CLEMENTS POLLINGER  into the C.I.D. unit as a Detective. (TIME: 6:29 P.M.) CITIZEN COMMENTS  City Resident, Debbie Johnson, spoke regarding enforcement of dogs on the beach. City Resident, Linnette Pelletier, spoke regarding the presentation and format of the City  budget. CITY MANAGER REPORT  Assistant City Manager Retherford spoke regarding upcoming events, such as the Community & Business Networking Event, Lunch & Learn City Speaker Series regarding Recreation Opportunities, and Spring Break camps. She spoke regarding a thank you card received from Darlene and Harry Pawlak to the Fire Department. She spoke regarding the upcoming Citizens Appreciation Day and nomination of the Citizen of the Year. She also announced the upcoming Earth Day and Spring Plant Sale.  (TIME: 6:40 P.M.) CONSENT AGENDA  A. ADOPTION OF MINUTES: MARCH 6, 2024, REGULAR MEETING Mayor Osmer asked for citizen comments; there were no comments.  ACTION: Councilmember Rozycki MOVED, SECOND by Councimember Vigliotti, to approve the Consent Agenda as presented. VOTE: ALL YES. MOTION CARRIED. (TIME: 6:41 P.M.) ACCEPT THE CITY OF SATELLITE BEACH ANNUAL COMPREHENSIVE FINANCIAL REPORT FISCAL YEAR ENDED SEPTEMBER 30, Assistant City Manager Retherford introduced Yvonne Clayburne and David Knowlton, Carr Riggs & Ingram, L.L.C. Ms. Clayburne provided an overview of the City's annual audit and explained the new requirements for a single audit. Ms. Retherford answered  Councilmember Boyd and Vice Mayor Gibson were absent.  2023, AS PRESENTED BY CARR, RIGGS & INGRAM, L.L.C.  Councimembers questions.  Mayor Osmer asked for citizen comments; there were no comments.  ACTION: Councilmember Vigliotti MOVED, SECOND by Councilmember Rozycki, to accept the City of Satellite Beach Annual Comprehensive Financial Report Fiscal Year Ended September 30, 2023, as presented by Carr, Riggs, & Ingram, L.L.C. VOTE: ALL YES. MOTION CARRIED. Councilmember Boyd and Vice Mayor Gibson were absent. (TIME: 7:01 P.M.) DISCUSSITAKE ACTION ON AWARDING BID NO. 23-24.03 ROOSEVELT AVENUE BAFFLE BOX TO THE LOWEST BIDDER, SDV SERVICES, Assistant City Manager Retherford provided background information on the item. Mayor Osmer asked for citizen comments; there were no comments.  LLC, IN THE AMOUNT OF $768,600  ACTION: Councimember Rozycki MOVED, SECOND by Councilmember Vigliotti, to approve awarding Bid No. 23-24.03 Roosevelt Avenue Baffle Box to the lowest bidder SDV Services, LLC in the amount of $768,600.
