CITY COUNCIL REGULAR MEETING MINUTES FEBRUARY 7, 2024 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, February 7, 2024, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Mindy Gibson, Councimember Mark Boyd, Councimember Jodi Rozycki, Councimember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Councilmember Vigliotti led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) PRESENTATION OF PROCLAMATIONS IN RECOGNITION OF EMPLOYEES OF THE YEAR AND TEACHERS OF THE YEAR FOR HOLLAND AND SURFSIDE ELEMENTARY SCHOOLS, DELAURA MIDDLE SCHOOL AND Councilmember Rozycki read and presented the proclamations to the Teachers and SATELLITE HIGH SCHOOL Employees of the Year. CITIZEN COMMENTS City Resident, Mary D'Agostino, expressed concern over bicyclists and drivers speeding City Resident, Nick Hilton, expressed concern over drivers speeding on DeSoto Parkway and asked if there is a possibility to have speed bumps installed on that road. He announced that the Florida Department of Transportation will be hosting a workshop on a buffered bike lane on South Patrick. He expressed appreciation for the City Councilmembers and staff who attended Legislative Action Days. CITY COUNCIL PAGE 2 MEETING MINUTES FEBRUARY7 7, 2024 Councimember Boyd addressed comments from public comment speakers regarding bicyclists and speeding drivers on DeSoto Parkway and spoke regarding improvements that were made at the intersection of Temple and Cherry. He expressed appreciation for the new water fountain at the Pelican Coast fields. He spoke regarding his attendance at the unveiling of the Economic Development Council's new branding; CivMil Banquet; Satellite Beach Cub Scouts meeting; and the Melbourne Chamber of Commerce Board Vice Mayor Gibson spoke regarding children not following laws on bicycles. She spoke regarding her attendance at Legislative Action Days in Tallahassee and provided an update on proposed legislation, including proposed bills pertaining to an additional homestead exemption that is tied to Consumer Price Index (CPI), short-term rentals, Councilmember Rozycki offered condolences to the family of Tony Marshall, who was a City employee who recently passed away. She reported on her attendance at the Community Meeting at Satellite High School. She thanked members oft the Youth Council and middle school volunteers who assisted with improving the gopher tortoise habitat at the Sports Park. He also stated that City Manager Barker announced upcoming events, including Samsons Island Monthly Workday, Brevard Zoo Reading Buddies Program, Community & Business Networking Event, Grom Fest and Samsons Island Annual Open House. She spoke regarding a certificate of appreciation for the Fire Department and a compliment from an Indian Harbour Beach resident for the Public Works Department. She spoke regarding a thank you note from the Running Zone Foundation for the work of Caroline Blalock in the Recreation Department. She announced that the City received the GFOA Distinguished Budget Presentation Award for the Fiscal Year 2024. She announced the upcoming March 13 Workshop at 6:00 p.m. She announced the upcoming Beachside Little League Opening Day ceremony. She provided an update on Planning & Sustainability Department programs and events and an update on construction projects in the City. She announced that she has been invited to attend the 70th National Security Forum (NSF) at Maxwell Air Force Base in Montgomery, AL from May 7- May 9, 2024. ACTIONITEM: City Manager Barker inquired if the City Council is interested in Town Hall Meetings. The City Council provided consensus to hold two to three Town Hall meetings in August.
