CITY COUNCIL REGULAR MEETING MINUTES DECEMBER7, 2022 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on' Wednesday, December 7, 2022, at6:00 p.m., ini the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Jodi Rozycki, Councilmember Mindy Gibson (via Zoom), Councilmember Dominick Montanaro, Councilmember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Councimember Montanaro led the Pledge of Allegiance and a moment of silence. Mayor Osmer announced that items #8, 9 and 10 will be heard out of order of the agenda. (TIME: 6:01 P.M.) PUBLIC HEARING: DISCUSSITAKE ACTION ON ORDINANCE NO. 1226, AN ORDINANCE OF THE CITY OF SATELLITE BEACH, BREVARD COUNTY, FLORIDA, AMENDING CHAPTER 30 - LAND DEVELOPMENT REGULATIONS, SATELLITE BEACH CITY CODE, BY AMENDING SECTION 30-415(c) - RM-3, RESIDENTIAL MIXED USE, SATELLITE BEACH CITY CODE, TO ALLOW SELF- STORAGE FACILITIES AS A CONDITIONAL USE; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF INCONSISTENT PROVISIONS; AND PROVIDING FOR City Attorney Beadle read the title of the ordinance. City Manager Barker presented background information on the proposed amendment. CITIZEN COMMENTS City Resident, Lois Felder, expressed concern that there will be no turtle nesting sites in the upcoming sea turtle nesting season and spoke in support of the City fixing the issues with the beach erosion due to Hurricane Nicole. She requested that a trash receptacle City Resident, Kim Hunt, spoke in support oft the City working with the residents of Oceana City Resident, Linda Hartford, asked regarding options for helping with the beach erosion City Resident, Debbie Burton, spoke regarding what the board of Oceana is doing to purchase sand. She spoke regarding a beach cleanup on the beach in front of Oceana Non-resident, Sandra Sullivan, expressed concern over the Oceana being built closer to the beach than was allowed at the time. She also spoke regarding issues with the 2020 be placed at the bus stop in front of Oceana. to fix the issue of beach erosion. at Oceana. and that the yard waste has not been picked up yet. beach renourishment project. Vice Mayor Rozycki spoke regarding the Fire Station Open House and spoke regarding Councilmember Vigliotti spoke regarding the Fire Station Open House. He spoke regarding recycling in the City. He reported on his attendance at the Florida League of Councimember Montanaro spoke regarding the Fire Station Open House and the Florida League of Cities Legislative Conference. APPROVE PURCHASE OF EQUIPMENT (BALLISTIC GEAR, VIDEO LARYNGOSCOPY, & TREADMILL) WITH THE ADVANCED LIFE SUPPORT FUND IN THE AMOUNT OF $24,500 Mayor Osmer asked for citizen comments; there were no comments. She expressed appreciation to Dominick Montanaro and Councimember Boyd expressed appreciation to his family and supporters during the election and to his "co-runners" in the election, Stephen Sams and Jodi Rozycki. He expressed appreciation to those who participated in the voting process. He spoke regarding working on behalf of all the citizens of Satellite Beach.
