CITY COUNCIL REGULAR MEETING MINUTES MARCH 4, 2020 Pursuant to public notice, Mayor Frank Catino convened a regular meeting of the City Council on Wednesday, March 4, 2020, at 7:00 p.m., in the Council Chamber. Those present were Mayor Frank Catino, Vice Mayor Mindy Gibson, Councilman Mark Brimer, Councilman Dominick Montanaro, Councilwoman Jodi Rozycki, City Attorney James Beadle, City Manager Courtney Barker, and City Clerk Gwen Peirce. Mayor Catino led the Pledge of Allegiance and a moment of silence. (TIME: 7:01 P.M) PRESENTATION OF PROCLAMATIONS: A. TEACHER OF THE YEAR. AND EMPLOYEE OF THE YEAR FOR HOLLAND Councilwoman Rozycki presented proclamations to Holland Elementary School's Teacher of the Year, Jensee Lee and to Samantha Allison, on behalf B. PROCLAIMING MARCH AS "IRISH AMERICAN HERITAGE MONTH" IN Councilwoman Rozycki presented a proclamation to Pat Keane, Ancient Order of the Hibernians, proclaiming March as "Irish American Heritage Month." ELEMENTARY SCHOOL of Chasity Baker, Employee of the Year. THE CITY OF SATELLITE BEACH (TIME: 7:09 P.M.) CITIZEN COMMENTS Sandra Sullivan, non-resident, spoke regarding several topics, including PFOS levels in the local area. She also spoke regarding muck dredging and contaminates in the dredged muck. She asked if there has been done any PFOS/PFOA testing on drinking water in Satellite Beach. She also spoke regarding the sand that is being placed on the beach for the beach nourishment project and expressed concern over the reef offshore. (TIME: 7:15 P.M.) CITY COUNCIL COMMENTS will be occurring at the Satellite High School Track. Councilwoman Rozycki spoke regarding upcoming high-profile track and field events that Mayor Catino spoke regarding a recent successful track meet at the Satellite High School Track. He announced that a Community Meeting with Satellite High School will be held on April 30. He stated that the first baseball game for Satellite High School will be held Councilman Montanaro spoke regarding his attendance at Linda Harlow's (former Police Department employee) retirement party. He spoke regarding a recent trip he took to Tallahassee to testify against the vacation rentals bill, which was not heard. He expressed appreciation to members of the community who sent emails and made phone tomorrow. calls to legislators regarding this bill. CITY COUNCIL PAGE2 MEETING MINUTES MARCH 4, 2020 Vice Mayor Gibson spoke regarding the vacation rental bill and stated that members of the community should continue sending emails. She spoke regarding her attendance at Linda Harlow's retirement party. She also stated that she will be taking a trip to Washington, D.C. with City Manager Barker regarding strategies to address PFOS and PFOA. None. (TIME: 7:21 P.M.) CITY ATTORNEY REPORT (TIME: 7:21 P.M.) CITY MANAGER REPORT City Manager Barker spoke regarding upcoming Beachside Health Fair being hosted by the 55+ Club of Satellite Beach. She spoke regarding her trip to Washington, D.C. with Vice Mayor Gibson and provided additional information. She congratulated Councilman Montanaro on his advocacy in Tallahassee during the legislative session. She spoke regarding the problems the Police Department is having with hiring police officers to fill four vacancies. She provided an update on a recent meeting at Brevard County ACTION ITEM: City Manager Barker stated that she would like to send thank you letters from the Mayor to residents who sent emails pertaining to the vacation rentals bill. ADVISORY SERVICES (PTSD) Mayor Catino asked for citizen comments; there were no comments. ACTION: Vice Mayor Gibson MOVED, SECOND by Counciwoman Rozycki, to approve the proposed solutions for PTSD, including Global Mental Health First Aid and utilizing 211 with an easy click button on the City's website.
