SNEADS TOWN COUNCIL REGULAR MEETING November 9, 2021 The Town Council oft the Town of Sneads, Florida met in a regular session at the Sneads Town Hall on Tuesday, November 9, 2021 at 6:00 p.m. President Mike Weeks called the meeting to order with the following present: Mike Weeks, Donovan Weeks, George Alexander (VIA Zoom), Angela Locke and Anthony Money, Council Members Daniel Cox, Attorney Lee Garner, Town Manager Mike Miller, Police Chief Sherri B. Griffin, City Clerk And the following were absent: Danielle Guy, Deputy Clerk All stood for Pledge of Allegiance. The minutes for the October 12rh and 26th meetings were approved on a motion by Councilmember Weeks, seconded by Councilmember Locke, and carried on a 5-0 vote. The financial statements and budget review summary was approved on a motion by Councilmember Money, seconded by Councimember Weeks, and carried on a 5-0 vote. A motion toj pay approved bills was made by Councilmember Weeks, seconded by Councilmember Locke, and carried on a 5-0 vote. The Town Attorney informed Council President that for Councilmember Alexander to be allowed to call in via Zoom/Phone the council would need to make a motion to approve such. A motion was made by Councimember Money, seconded by Councilmember Weeks to allow Councilmember Alexander toj participate via zoom/phone due to a work hardship The next item for discussion was aj presentation by Mr. Shawn Foster and Mr. Andrew Kalel of Sunrise Consulting Group regarding possiblc advocacy work on behalf ofthe Town Council with the State Legislature in an effort to present our needs and wants to the right decision makers, and tol bridge communications between the Town and state government, such as Executive Office of the Governor, State Agencies and Special Districts, especially staff members within these agencies. They expressed thanks to Town Manager Garner for aj previous meeting whereby items ofneed for the Town were discussed, such as the need for lease extension for the sports complex, assistance with obtaining FRDAP grants for the Town, and other issues. They informed council the best thing fort the sports complex would be for the Town to own the property, and they could assist the Town in that respect, along with our Legislative Delegation members.. Also, if we enter an agreement with them, we will have a routine voice in the legislature. They would also assist with monitoring bills that would be both good and bad for the Town and assist the Town with development of strategies and grant applications for various funding venues. The firm has been in business over 20 years and have a good track record with many cities throughout the State of which prevented him from being present. Motion carried on a 4-0 vote. After some: discussion with councilmembers, responding to questions, it was agreed that they meet with the Town Manager to work on a plan of engagement. Mr. Foster informed council that to get things in place for this session of the legislature, that time was ofthe essence, with the session starting on January 11,2022, and some of the appropriation deadlines would be very Next on the agenda was a request to approve Amendment No. 4 to the State Revolving Loan (SRF) agreement for final closeout, reflecting that the Town received a total of474,335 for repairs at the Wastewater Irrigation system, and ofthis total had to pay a sum of$104,436, with the remaining being a grant from the SRF to the Town. A motion was made by Councilmember Weeks, seconded by Councilmember Money, and carried by a 5-0 vote to approve the soon. He promised to work with Town Manager on a plan. amendment. Next agenda item was ai request for approval oftravel for' Town Manager to Florida City County Management Association Winter Institute during the period ofl February 2-4, 2022.. Ai motion was made by Councilmember Money, seconded by Councilmember Weeks to approve the request. Next was the presentation ofthree resolutions to amend the prior year budgets to account for storm related and CARES Act funding received by the Town. Resolution No. 21-15 was a General Fund. Amendment that was read by title. A motion was made by Councilmember Weeks, seconded by Councilmember Locke, and approved by a 5-0 vote. Resolution No. 21-16 was a Water and Sewer Fund Amendment that was ready by title. A motion was made by Councilmember Locke, seconded by Councilmember Money, and approved by a 5-0 vote. Resolution No. 21-17 was a Solid Waste Budget Amendment that was read by title. A motion was made by Councilmember Weeks, seconded by Councilmember Money, and approved by a 5- Vote on the motion was 5-0 to approve. Ovote. TOWN MANAGER'S REPORT: Town Manager Garner started his report by informing council of the invitation received from the Town of Grand Ridge Christmas Parade on December 10th, a thank you from the Sneads FFA: for assistance with awards banquet, along with an updated fact sheet from OSHA: regarding Temporary Standard for Covid-10 Vaccinations, which at the present time pertains only to firms with one hundred or more employees. He recognized members oft the Sneads Youth Recreation Development Corporation (SYRDC) Board of Directors present and thanked them for their continued work to improve the recreational activities for our children in the community and promised them the Town's continued support. Hei recognized Brittany Arnold, a student from North Florida University who was attending as part of her civics class requirement and invited her back to more meetings. Town Manager also reported that the refinancing ofthe 2003 and 2010 utility bonds has been completed, which will result in a savings of over $660,000 in interest Regular Meeting November 9, 2021 Page 3 rates over a twenty-year period. Informed council that the legislature was proposing to change the required financial reporting oflocal officials in HB 301 and SB 510 making their way through committee hearings now. Ifapproved, this would require a full financial disclosure form to be completed by each councilmember and Town Manager each year. He will be monitoring these bills during committee hearings. He informed council oft the recent meeting he and Council President Weeks had with Senator Gainer and his staffi in Tallahassee regarding our request to obtain land at the Sports Complex. He also stated the Town offices would be closing on Thursday, November 11th for Veterans Day, and November 25th and 26th for Thanksgiving Holiday. TOWNATTORNEY REPORT: Town Attorney Cox informed council that bills currently being debated in legislative committees regarding the requirement that each time an ordinance would be proposed by local governments, an economic impact analysis would have to be prepared, which would be an added expense to local governments and affect our home rule authority. We will continue to monitor this bill through Florida League of Cities and hope it can be defeated. PUBLIC COMMENT: None COUNCIL COMMENTS: Councilmember Money thanked the Recreation Board members for their devotion and assistance with the children's recreation programs. He expressed his dismay at the FSHSA at not selecting Sneads as the site for the upcoming football game and asked that a letter of protest be forwarded Councilmember Locke expressed her support for entering in an agreement with Sunrise Consulting Group to assist the Town with legislative appropriations and other matters. She also reported that Sneads. Assembly Church will be serving plates for Thanksgiving at three (3) locations in the Town on Monday, November 22nd, starting at 4 PM. While simultaneously: seeking funding for much needed improvements to the field andi its facilities that are not only faced with both the end of useful life for many of the fixtures and improvements to the park, but stilll has not recovered from the damage that was sustained from Hurricane Michael. Additional Background The Town is essentially subleasing this land from the Department of Corrections that is ultimately owned by the state Board of Trustees/Governor and Cabinet. The Town has sought funding fori improvements to the park through the Department of Environmental Protection's Florida Recreation Development Assistance Program ("FRDAP") but has not been able to successfully apply for FRAP as the Town of Sneads' park cannot comply with at least two oft the requirement's promuigated for the FRDAP grant. Rule 62D-5.056/2)b), F.A.Cs states that in order for a site to be eligible for FRDAP assistance a site shall "be dedicated as an outdoor recreation area for the use and benefit of the general public for a minimum period of twenty-five (25) years" as defined in Rule 62D-5.059,F.A.C. Rule 62D-5.074(2) also provides that projects shall, essentially, have a 25-year life expectancy. Specifically, it says that the facilities "shall be kept in reasonable repair for a minimum of 25 years from the date setf forth on the project completion". The Town of Sneads cannot comply with this when there are only approximately. 23 years left on the Town's lease with the state. Scope of Work to be Provided by SCG Upona a November 15th, 2021 commencement: SCG's services we will lay the groundworki for 3 short term 1. SCG will rely on specific relationships with key decision makers in the state criminal justice realm who can not only request the Department of Corrections toi favorably consider a 25 year lease extension, with an option to purchase, but can also ensure that thel lease extension is on the agenda of executive leadership. Extending thel lease between the state and the Town of Sneads will at a minimum put the Town of Sneads in a better position to receive FRDAP funds. 2. At the same time and through the same channels SCG will be able to engage the Department of Corrections and: seek1 that the Department to place the land, used byt the Sneads since 1994, adjacent to the Apalachee Correctional Institution on the Department's: surplus inventory list. This will: serve as thej first step of an ultimate goal of the Town of Sneads having total ownership a. Once SCG can get the state to a place where they are willing to. sell the land, SCG can assist the Town of Sneads with at funding request to purchase the land. This mayi involve the Town matching a portion of the total purchase price with local funds. This will allow the Town to receive funding specifically for the pavilion structure, freeing up any future recreational grant awards for other purposes. Longer term projects will without question include the successful sale of the land to the Town of Sneads, but SCG's will also provide consulting services on the following longer-term projects: Once the lease for1 the ball field is extended and the Town of Sneads meets several critical requirements seti forthi in DEP rule, then, SCG proposes that the town: 1) apply for FRDAP during the next application period, and 2) att the same time as the application seek a rule wavier from DEP for the perpetual use designation requirement. Registration is now available, and Inccd to 2. Wer need to approve Amendment No. 4 to the State Revolving Loan Fund as a final closeout. We received $474,335 for work at the WWTP after the hurricane and the' Town had toj pay $104,436.03, with the rest being a grant to the town. This will close out the SRF Loans with the state and allow us to transfer a balance of $21,000 back to the water sewer fund from the sinking 3. Icontinue to get accolades for what the SYRDC is doing for our children, and I want to thank all the team for all the arduous work they are providing in our ongoing recreational efforts. With soccer about complete, they are working on a basketball program for the winter and have started discussions regarding baseball and softball next spring. Iwant to thank you for approval of the bond refinancing that was effective November 1st, which will save the town over $600,000 in interest payments over the next 20 years. 6. Ihave not issued any RFPS for American Rescue Recovery Act as I am collaborating with the Florida League ofCities to ensure that we have included in our proposals all the legal language required ini the RFPs, since this is ai new federal grant program to cities and towns. 7. Iam attaching proposed copies ofHB 301 and SB 510: regarding Full Financial and Public Disclosure of financial interests for certain local government officials. This change pertains to each of the council and me here in Sneads, as Town Clerk nor Police Chiefdo not have authority to spend more than Category Two which is over $35,000 as established by the State of] Florida, although our limits are much less in our purchasing policy. The representatives will be here for council meeting on Tuesday, November 9, 2021, to make a short presentation to you. I am attaching a copy oftheir current proposal for your review 9.
