CITY COUNCIL SPECIAL MEETING MINUTES JULY 26, 2023 Pursuant to Public Notice, Mayor Steve Osmer convened a special meeting of the City Council on Wednesday, July 26, 2023, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steve Osmer, Vice Mayor David' Vigliotti, Councimember Mark Boyd, Councimember Mindy Gibson (via Zoom), Councimember Jodi Rozycki, City Manager (TIME: 6:00 P.M.) DISCUSSITAKE ACTION ON PRESENTATION OF FY 23/24 City Manager Barker provided background information on the budget, including the budget process and the schedule of future budget meetings. She explained the unique amenities and programs that the City provides to residents. She explained the history of the City's millage rate during the past several years and spoke regarding reducing the millage to 8.2 for Fiscal Year 2023/24. She spoke regarding upcoming capital projects that are included in the budget and provided an overview of grants that have been received during Fiscal Year 2022/23. She explained the proposed 5% COLA for employees for the upcoming fiscal year. She stated that the City is anticipating a 15% health insurance increase. She presented the projected fund balance and explained the desired reserves to ensure coverage in case of a large hurricane. She explained the projected fund balance for the Community Service Fund, Stormwater Utility Fund, Law Enforcement Trust Fund, Capital Assets Fund and American Rescue Plan Act Fund. She Nick Walsh, Comptroller, provided an overview of the City's revenues by source. He reviewed the City's expenditures by expense type. The Department Heads provided information on their departments' activities and achievements, as well as goals for Fiscal Year 2023/24. City Manager Barker answered Councimembers questions. (TIME: 7:09 PM)DISCUSSITAKE ACTION ON SETTING PROPOSED MILLAGE FOR Councilmember Boyd spoke in support of setting the millage at 8.1 mills. Discussion Courtney Barker, and City Clerk Gwen Peirce. BUDGET spoke regarding the City's debt policy schedule. FY 22/23 ensued on setting the millage at 8.2 VS 8.1 mills. The following City Resident spoke regarding this item: Linette Pelletier. ACTION: Councimember Boyd MOVED, SECOND by Vice Mayor Vigliotti, to approve the tentative millage rate of8.1 mills. VOTE: 2-3. MOTION FAILED with Councimember ACTION: Councimember Rozycki MOVED, SECOND by Councimember Gibson, to approve the tentative millage rate of 8.2000 mills. VOTE: 3-2. MOTION PASSED with Gibson, Councilmember Rozycki and Mayor Osmer dissenting. Councimember Boyd and Vice Mayor Vigliotti dissenting.
