CITY COUNCIL REGULAR MEETING MINUTES FEBRUARY 1, 2023 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, February 1, 2023, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor David Vigliotti, Councilmember Mark Boyd, Councimember Mindy Gibson, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Councilmember Jodi Rozycki was absent. Councimember Boyd led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) CITIZEN COMMENTS City Resident, Mary Joseph, spoke regarding an issue that she has encountered regarding the cost of building permit fees for construction work on her home. City Manager Barker provided background information on how the building permit fees were calculated. John Stone, Building Official and Krista Ellingson, Community Development Administrator, provided additional background information. Discussion ensued on whether to change the City's resolution for building permit fees for owner-builder new City Resident, Linette Pelletier, spoke in support of redoing the Community Redevelopment Agency and updating the logo. CITY COUNCIL COMMENTS Councilmember Gibson spoke regarding her attendance at the Preferred Government Insurance Trust member event and reported on proposed bills that are being considered Councilmember Mark Boyd spoke regarding his attendance at the Institute of Elected Vice Mayor Vigliotti reported on his attendance at a recent Sustainability Board meeting Mayor Osmer spoke regarding his attendance at a récent CivMil meeting and spoke regarding the increasing number of launches. He announced that the City received the Certificate of Excellence in Financial Reporting for thè Comprehensive Annual Financial by the State Legislature during the upcoming Legislative Session. CITY MANAGER REPORT City Manager Barker announced upcoming special events, such as thel Locals Only Skate and SurFest and a Library Story Walk. She spoke regarding thank you letters received and spoke regarding the antique fire truck being returned to its original fire station in Conway, PA. She provided an update on beach crossover repairs. She spoke regarding Sustainability efforts, such as monofilament tubes, "Lights out for Sea Turtles," and the recycling bin audit. She announced that the City received over $2 million in grants from Florida Department of Environmental Protection for stormwater projects. She spoke regarding billing increases for FPL. She spoke regarding the proposed Affordable ACTION ITEM: City Manager Barker announced that the April 5, 2023 City Council meeting must be cancelled due to several Councilmembers attending the Florida League ACTION ITEM: City Manager Barker stated that staff will be sending letters to City residents regarding the public hearing on the beach parking ordinance on March 1. ACTION ITEM: City Manager spoke regarding fee waiver requests for City facilities that have been received from schools located in the City. PUBLIC HEARING: DISCUSSITAKE ACTION ON ORDINANCE NO. 1231, AN ORDINANCE OF THE CITY OF SATELLITE BEACH, BREVARD COUNTY, FLORIDA, ALLOWING A CONDITIONAL USE FOR A SELF-STORAGE FACILITY IN THE RM-3, RESIDENTIAL-MIXED USE, ZONING DISTRICT FOR PROPERTY LOCATED AT 1071 SOUTH PATRICK DRIVE, PROVIDING FOR CONDITIONS OF APPROVAL; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE (SECOND READING) City Attorney Beadle read the title of the ordinance.
