CITY COUNCIL REGULAR MEETING  MINUTES NOVEMBER 2, 2022  Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, November 2, 2022, at 6:00 p.m., int the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Jodi Rozycki, Councimember Mindy Gibson, Councilmember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Councimember Dominick Montanaro was  absent.  Vice Mayor Rozycki led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) PRESENTATION OF THE 2022 CITIZEN OF THE YEAR AWARD Mayor Osmer presented the award to Dee Ryan, wife of Dave Ryan, the 2022 Citizen of  the Year.  (TIME: 6:07 P.M.) CITIZEN COMMENTS  Ashley Hutchinson, Tobacco Free Brevard, provided background information on the organization and spoke regarding the programs that the organization provides. She spoke regarding a partnership with the City of Indian Harbour Beach on smoking Christopher Johnson, Satellite Beach resident, spoke regarding the concrete pipe for the stormwater project being stored on residents' lawns and recommended a commercial Steve Trish, Satellite Beach resident, spoke regarding shrubs that encroach on the sidewalk on A1A and spoke regarding an injury that occurred when he fell after his bicycle Erik Kivimàki, Satellite Beach resident, requested if the City Council would consider changing the requirements to apply for City boards to allow residents who are not  prohibitions at City parks and she announced upcoming events.  area for an alternate location.  got caught up on a shrub.  registered voters. CITY ATTORNEY REPORT  City Attorney Beadle provided an update on the ruling in the Sunshine Law Case. He spoke regarding pending motions for attorney's fees, to which Councimember Gibson  spoke in support.  (TIME: 6:26 P.M.) CITY MANAGER REPORT  City Manager Barker spoke regarding upcoming events, such as the Indian River Lagoon Event, Kids Dig Gardening, Movie on the Green and Founders Day event and parade. She spoke regarding thank you letters that have been received. She stated that Citizens Appreciation Day has been rescheduled to April 15, 2023. She spoke regarding the beach renourishment project beginning in November 2023 through April 2024. She provided an update on the Department of Planning & Sustainability, the Adopt-A-Canal  Program and ARPA projects.  (TIME: 6:32 P.M.) CONSENT AGENDA  A. DISCUSSITAKE ACTION ON ORDINANCE NO. 1228, AN ORDINANCE OF THE CITY OF SATELLITE BEACH, BREVARD COUNTY, FLORIDA, CREATING A NEW ARTICLE 1, CHAPTER 35, SATELLITE BEACH CITY CODE, TO BE ENTITLED "BEACH PARKING FEE PROGRAM"; PROVIDING INTENT; ESTABLISHING A BEACH PARKING FEE PROGRAM; ESTABLISHING A RESTRICTED BEACH PARK AND ACCESS MAINTENANCE FUND; PROVIDING FOR THE SELECTION OF A THIRD-PARTYVENDOR TO MANAGE THE PROGRAM; PROVIDING FOR ENFORCEMENT; PROVIDING FOR CONFLICTS, SEVERABILITY  Councilmember Montanaro was absent. DISCUSSITAKE ACTION ON ORDINANCE NO. 1229, AN ORDINANCE OF THE CITY OF SATELLITE BEACH, BREVARD COUNTY, FLORIDA, AMENDING APPROPRIATIONS OF FUNDS FOR THE FISCAL YEAR 2021/2022 BUDGET ORDINANCE 1206; SAID ORDINANCE WAS PREVIOUSLY AMENDED BY ORDINANCE NO. 1217; PROVIDING AN EFFECTIVE DATE (FIRST READING)  City Attorney Beadle read the title of the ordinance.
