CITY COUNCIL REGULAR MEETING  MINUTES MARCH 3, 2021  Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, March 3, 2021, at 7:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Dominick Montanaro, Councimember Mindy Gibson, Councilmember Jodi Rozycki, Councimember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Councilmember Vigliotti led the Pledge of Allegiance and a moment of silence.  (TIME: 7:01 P.M.) CITIZEN COMMENTS at a recent Sustainability Board meeting. CITY COUNCIL COMMENTS  Councimember Vigliotti addressed the concerns by residents about the recent Vice Mayor Montanaro spoke regarding the recent Sustainability Board meeting and expressed concern over the presentation made but expressed support of the board and provided background on the board. He spoke regarding the update of proposed bills, Councilmember Gibson addressed the concerns by residents about the recent Councimember Rozycki spoke regarding the concerns by residents about the presentation on equity at a recent Sustainability Board meeting. DISCUSSITAKE ACTION ON AUDIT REPORT FOR FISCAL YEAR Brittany Jumper, Support Services Director, introduced Yvonne Clayburne from Carr, Riggs and Ingram, who presented the information on the annual audit report. Councimember Rozycki disclosed that she has a relative who works for Carr, Riggs and  19/20 BY CARR, RIGGS & INGRAM (TIME CERTAIN 7:30 P.M.)  Ingram, but stated that he has no part of the City's audit. Mayor Osmer asked for citizen comments; there were no comments.  ACTION: Vice Mayor Montanaro MOVED, SECOND by Councilmember Gibson, to accept the annual audit report for Fiscal Year 19/20. VOTE: ALL YES. MOTION  CARRIED.  (TIME: 7:56 P.M.) CITY MANAGER REPORT  City Manager Barker announced that the Annual Citywide Garage Sale will be taking place during the upcoming weekend. She provided an update on the Covid vaccine distribution by the Fire Department. DISCUSSITAKE ACTION ON RESOLUTION NO. 1037, A RESOLUTION OF THE CITYOFSATELLITE BEACH, BREVARDCOUNTY, FLORIDA, RELATING TO THE STATE REVOLVING FUND LOAN PROGRAM; MAKING FINDINGS; AUTHORIZING THE LOAN APPLICATION; AUTHORIZING THE LOAN AGREEMENT; ESTABLISHING PLEDGED REVENUES; DESIGNATING AUTHORIZED REPRESENTATIVES; PROVIDING ASSURANCES; PROVIDING FOR City Attorney Beadle read the title of the resolution.
