SNEADS TOWN COUNCIL REGULAR MEETING JULY12,2022 The Town Council ofthe Town of Sneads, Florida, met in a regular session at the Sneads Town Hall on Tuesday, July 12, 2022, at 6:00 p.m. Mike Weeks called the meeting to order with the following present: Mike Weeks, Donovan Weeks, George Alexander, and Anthony Money; Council Members Daniel Cox, Attorney Lee Garner, Town Manager Mike Miller, Police Chief Sherri Griffin, City Clerk Danielle Guy, Deputy Clerk And the following were absent: Angela Locke, Council member AIl stood for the Pledge of Allegiance. seconded. All voted aye. Donovan Weeks made a motion to approve the June minutes as presented. George Alexander Sherri Griffin, City Clerk presented Financial Statements and Budget Review Summary. (See. Attached) She also informed Council that she would be transferring the balance from the ARPA: funds of $247,395.13, in the Water & Sewer Fund to the General Fund for the amount owed to. Tony Money made ai motion to accept them as presented. Donovan Weeks seconded. All voted aye. George Alexander made a motion to pay approved bills. Tony Money seconded.. All voted aye. Auditor, Chris Johnson, presented the 2020-2021 Audit to the Council. He stated that the Town is doing well and had a very good audit, with no findings. However, he stated we may want to start looking at increasing rates soon, SO that we do not start going in the wrong direction. He stated that the Town Staff were excellent during the audit and were doing a wonderful job atl keeping the town going in the right direction. After discussion, all agreed to accept the 2020-2021 FY Audit as presented. Mr Garner presented Council with the new agreement from FDOT for Right of Way Maintenance. The agreement is for three (3) years and is the same as prior years. Tony Money made a motion to approve the agreement as presented. Donovan Weeks seconded. All voted aye. Resolution #22-05; AResolution ofthe Town Council of Sneads, Florida authorizing approval ofFlorida Department ofTransportation. Agreement for Right ofWay Maintenance along State Road 10/US90 was presented and read. BJA Adams was getting together the youth tackle football program and still looking for players. Soccer season would be starting in early October and signups will be starting very soon. Co-Ed Tournament Scheduled for this Saturday, with 6Teams already signed up. Selling raffle tickets for a grill donated Councilman Mike Weeks. (See attached) Informed Council that we will need to re-advertise for Hurricane Michael related Program Administration and Engineering Services. Attorney Cox presented Council with an updated Alcoholic Beverage Ordinance. After discussion, all Tony Money asked about getting maintenance a bigger lawn mower in the budget. Mr Garner stated he Mike Weeks asked about the GolfCarts not being allowed to cross over. Hwy 90 and is Attorney Cox and Chief Miller could give residents a better understanding oft the rules. Attorney Cox stated that a traffic study by a traffic engineer would have tol be done and FDOT: is not willing to do this. Therefore, ity would have to be done at the towns expense and then petition them. According to Chief Miller, FDOT stated that there are only three crossings in north Florida, and they will not do the study and will not approve a crossing on Hwy 90, this is due to the speed limit along Hwy 90. The only way we would be able to cross over Hwy 90 would be an over the road crossing and the town would have to build it. agreed with the changes. The next reading will be at our. First, let me remind each of you that the mandatory ethics training class is scheduled for Saturday AM, August 27,2022, in council chambers, starting at 8:00AM. Council from Chattahoochee and 2. Iam working on the budget for next year, with much ofit done, but we are still waiting for revenue numbers from the State of Florida for several income streams. As soon as we get them, I will get you a draft copy for your review. We will talk about budget work sessions at council meeting. I am looking at August 2nd and August 16th as dates for scheduling these hearings for the public. Ib have attached a copy of page from state budget setting the additional funding for deputy sheriff's and correctional officers. This is in FS as a recurring funding stream each year. Our consultant will be working other angles to get some funding for local police agencies. 4. Oura action item is approval oft three (3)y year agreement with FDOT on right of way maintenance along Hwy 90, along with a resolution authorizing the same. The agreement is the same as we now have and provides the town with $2469.83 per quarter for the period oft the agreement. 5. Irecently submitted a grant to the State of] Florida for five (5) self-contained breathing apparatus (SCBA) units for the fire department in the amount of $45,525 with no match required. 6. Some of our FEMA projects have been put on hold, or given to other employees, due to the emergency they had with the flooding and damage out west. We will continue to pursue best we 7. Its shall be unlawful in the Town of Sneads, Florida, for any person, firm or corporation in an establishment licensed under the Beverage Laws of the State of Florida to sell alcoholic beverages for consumption on the premises, as authorized pursuant to F.S. $ 562.45(2)(b), to make, cause, or allow the making of any live or recorded, amplified or non-amplified music which is plainly audible from a distance of thirty feet or more when Section 8 - Distance of licensed business from churches and schools measured from the exterior walls of such establishment. No business licensed by the Division of Alcoholic Beverages and Tobacco to sell packaged alcoholic beverages for consumption by the drink shall be allowed to conduct business in a location that is less than 500 feet from an established church or school, which distance public thoroughfare from the main entrance of the place of business to the main entrance of the church and, in the case of a school, to the nearest point of the school grounds in use as part of the school facilities, within the city limits of the Town of Sneads. Section 9 - Current distances grandfathered in Any business holding a license as stated above at the time of the adoption of this ordinance that may be 500 feet or less from an established church or school shall be Page 30 of3 grandfathered in and all rules and regulations other than distance shall apply. Section 10 - Future placement of churches and schools No church or school may request placement that will infringe upon the 500-foot distance of an already established place of business licensed to sell and/or serve alcoholic beverages of any type.
