CITY COUNCIL REGULAR MEETING MINUTES FEBRUARY 15, 2023 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on' Wednesday, February 15, 2023, at 6:00 p.m., ini the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor David Vigliotti, Councilmember Mark Boyd, Councilmember Mindy Gibson, Councimember Jodi Rozycki, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Councimember Gibson led the Pledge of Allegiance and a moment of silence. (TIME: 6:06 P.M.) PRESENTATION OF PROCLAMATIONS IN RECOGNITION OF EMPLOYEES OF THE YEAR AND TEACHERS OF THE YEAR FOR HOLLAND AND Councimember Rozycki read and presented the proclamations to the Employee of the SURFSIDE ELEMENTARY SCHOOLS, AND DELAURA MIDDLE Year and Teachers of the Year who were in attendance. (TIME: 6:17 P.M.) CITIZEN COMMENTS No one indicated a desire to speak. (TIME: 6:17 P.M.) CITY COUNCIL COMMENTS Councilmember Boyd spoke in support of looking at branding for City street signs. He spoke regarding the issue of cars speeding on Ocean Spray. He also spoke regarding an issue of pedestrian safety on Kale and Cassia and requested an agenda item for that Councilmember Rozycki spoke regarding her attendance at the Space Coast League of Cities meeting. She spoke regarding "National School Resources Officer Day" and Councimember Gibson spoke regarding the Fast Fly-In with City Manager Barker to Washington, D.C. to meet with Legislators to speak regarding important issues that impact the City, specifically funding of the National Flood Insurance Plan, cybersecurity funding, tax exemptions for municipal bonds, FEMA reimbursements. She provided an issue at an upcoming meeting. expressed appreciation to the City's School Resources Officers. update on important proposed State bills. (TIME: 6:34 P.M.) CITY ATTORNEY REPORT None. CITY MANAGER REPORT City Manager Barker announced the upcoming Business Networking Event and other upcoming events, such as the Annual 5K Run/Walk for Autism Awareness and the CITY COUNCIL PAGE2 MEETING MINUTES FEBRUARY 15, 2023 Satellite Beach Lion's Club 12th Annual Car Show. She spoke regarding thank you cards received for work done by the Fire Department. She provided an update on the beach crossovers. She announced that the City has been awarded a $5 million Resiliency grant for the new Fire Station. She outlined other grants that have been awarded to the City ACTION ITEM: She spoke regarding requests for expanding the Beachcaster Newsletter and provided anticipated costs that would be involved. The City Council provided consensus to authorize staff to return to Council with an agenda item at a future meeting. ACTION ITEM: City Manager Barker requested confirmation from the City Council to appoint Erica Ehly as her alternate on the Space Coast TPO Technical Advisory City Manager Barker provided an update on enforcement of the No Dogs on the Beach ordinance. Councimember Boyd stated that he would be open to reviewing this issue. The City Council provided consensus to schedule a workshop to discuss this issue. over the past two years. Committee. ADOPTION OF MINUTES: FEBRUARY 1, 2023, REGULAR MEETING Mayor Osmer asked for citizen comments; there were no comments. ACTION: Councilmember Gibson MOVED, SECOND by Councimember Boyd, to approve the Consent Agenda as presented. VOTE: ALL YES. MOTION CARRIED. (TIME: 6:54 P.M.) DISCUSSITAKE ACTION ON AMERICAN RESCUE PLAN ACT City Manager Barker provided a brief history of the review of ARPA projects. Assistant City Manager Retherford and Comptroller Nick Walsh provided a presentation on the projects to be funded by ARPA funds that have been completed, are ongoing and are (ARPA) FUND PROJECTS planned to be completed. The following City Resident spoke regarding this item: Mike Arnold. ACTION: Councimember Boyd MOVED, SECOND by Councimember Gibson, to approve the. ARPA Fund Projects as presented with the exclusion oft the road resurfacing project Phases 1, II, III and the BS&A Software to the Cloud. The motion was withdrawn. There was no action taken. (TIME: 8:05 P.M.) DISCUSSITAKE ACTION ON PROVIDING HEALTH INSURANCE COVERAGE TO ELECTED OFFICIALS City Manager Barker provided background information on the item. ACTION: Councilmember Gibson MOVED, SECOND by Councimember Rozycki, to approve allowing City Councilmembers to buy into the City's Health Insurance at no cost to the City, contingent on confirmation of ACA issue.
