CITY COUNCIL SPECIAL MEETING MINUTES AUGUST 25, 2020  Pursuant to public notice, Mayor Frank Catino convened a special meeting of the City Council on Tuesday, August 25, 2020, at 7:00 p.m., in the Council Chamber. Those present were Mayor Frank Catino, Vice Mayor Mindy Gibson, Councilman Mark Brimer, Councilman Dominick Montanaro, Councilwoman Jodi Rozycki, City Manager Courtney (TIME: TOOPAMJDISCUSSITAKE ACTION ON EXTENSION OF MANDATORY MASK City Manager Barker read the title of Emergency Ordinance No. 04-2020. City Manager Barker spoke regarding extending the current face covering mandate past the August 29 deadline. Mayor Catino requested that if a new ordinance is adopted to extend the mandate, that it fall on a Regular Council Meeting date. Discussion ensued regarding extending the mandate that requires masks at all businesses in the City and continuing ACTION: Councilman Montanaro MOVED, SECOND by Councilman Brimer, to adopt Emergency Ordinance No. 04-2020, extending the mask mandate in the City of Satellite Beach to all businesses in the City of Satellite Beach until October 7, 2020 at 11:59 p.m. VOTE: 3-2; Vice Mayor Gibson and Councilwoman Rozycki voted NO. MOTION  Barker and City Clerk Gwen Peirce. EMERGENCY ORDINANCE  tois issue a fine for noncompliance.  CARRIED.  The following City resident spoke regarding this item: Bobby McCarthy.
