CITY COUNCIL REGULAR MEETING MINUTES APRIL 3, 2024 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, April 3, 2024, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Mindy Gibson, Councimember Mark Boyd, Councilmember Jodi Rozycki, Councilmember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Councilmember Rozycki led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) HOW TO "BE ELECTION READY" FROM BREVARD COUNTY Supervisor Bobanic provided important information regarding upcoming elections, SUPERVISOR OF ELECTIONS TIM BOBANIC including dates for registration and early voting polling locations. CITIZEN COMMENTS City Resident, Gail Anderson, expressed concern that the City Audit presentation did not have a complete City Council, City Manager or City Clerk in attendance and expressed concern that residents are hesitant to attend meetings. She also spoke regarding the Waste Management presentation at the last meeting and expressed concern that there are no translation services for non-English speaking residents offered for City information. She spoke regarding a lack of management or communication regarding projects, City Resident, Kathleen Arcarola, expressed concern over debt service payments, Waste Management fees, and spoke regarding $500 fee to not return boots within 24 hours, and split for revenues. She spoke regarding an email interchange with a Councimember. Non-Resident, Sandra Sullivan, spoke regarding changes to the beach renourishment project, and the ability for the City to opt out of the tax exemption in the Live Local Act. specifically the beach renourishment project. CITY COUNCIL COMMENTS Councimember Vigliotti spoke regarding his attendance at a recent Sustainability Board Councimember Boyd spoke regarding Spring Break activities, including the Nerf Camp. Vice Mayor Gibson spoke regarding her attendance at the statewide Pension Board meeting. She spoke regarding attending the memorial service for Harry Pawlak, a long- meeting. time volunteer with the City. CITY MANAGER REPORT City Manager Barker spoke regarding Harry Pawlak's volunteer service to the community. She also spoke regarding the passing of former Councimember, Lorraine Gott, and her contribution to the community. She spoke regarding upcoming events, such as the Trash Bash, Gopher Tortoise Day event, Earth Day Garden Fair, Citizen. Appreciation Day. She spoke regarding a thank you note received for the Fire Department. She announced that she, Vice Mayor Gibson and Mayor Osmer received the Florida League of Cities Home Rule Hero Award. She provided an update on construction projects, including the Pelican Coast field upgrades, Roosevelt Baffle Box, and S projects. She provided an update on the beach parking program and provided clarification on a news story regarding an individual who had been charged $500 for not returning a boot. She spoke regarding a letter being mailed to residents regarding the change to service. She provided an update from the Planning & Sustainability Department projects, including a Middle School Volunteer day and upcoming volunteer opportunities.
