CITY COUNCIL SPECIAL MEETING MINUTES NOVEMBER 30, 2020  Pursuant to Public Notice, Mayor Steven Osmer convened a special meeting of the City Council on Monday, November 30, 2020, at 7:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Mindy Gibson, Councimember Dominick Montanaro, Councimember Jodi Rozycki, Councimember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Mayor Osmer led the Pledge of Allegiance and a moment of silence.  (TIME: 7:01 P.M.) PRESENTATION OF PROCLAMATION TO SATELLITE HIGH Vice Mayor Gibson presented the proclamation to Coach Butler and the members of the  SCHOOL BOY'S CROSS-COUNTRYTEAM Satellite High School Boy's Cross-Country Team. (TIME: 7:09 P.M.) CITIZEN COMMENTS No one indicated a desire to speak.  (TIME: 7:09 P.M.) CITY COUNCIL COMMENTS  Councilwoman Rozycki spoke regarding Twilight Santa starting in the upcoming weeks. Vice Mayor Gibson spoke regarding the holiday season and upcoming events. Councilman Vigliotti spoke regarding the Cross-Country team and the work Coach Butler Councilman Montanaro spoke regarding the Florida League of Cities Advocacy Mayor Osmer spoke regarding looking forward to upcoming holiday events.  has accomplished. CITY ATTORNEY REPORT  City Attorney Beadle stated that he received the written orders that he had mentioned at  the previous meeting.  (TIME: 7:13 P.M.) CITY MANAGER REPORT  City Manager Barker announced the Holiday Boat Parade on December 19 and spoke regarding opportunities around the City to share with others less fortunate. She provided an update on the Parking Ad Hoc Committee and spoke regarding the Youth Council presenting at the School Board on December 15 regarding sharing costs to install a water  bottle filling station at Satellite High School. PUBLIC HEARING: DISCUSS/TAKE ACTION ON ORDINANCE NO. 1195, AN ORDINANCE OF THE CITY OF SATELLITE BEACH, BREVARD COUNTY, FLORIDA, AMENDING FY 2019/2020 BUDGET; AND PROVIDING AN  EFFECTIVE DATE (SECOND READING) City Attorney Beadle read the title of the ordinance.  Mayor Osmer asked for citizen comments; there were no comments.  ACTION: Councilman Montanaro MOVED, SECOND by Vice Mayor Gibson, to approve Ordinance No. 1195 on second reading. VOTE: ALL YES.
