CITY COUNCIL REGULAR MEETING MINUTES MAY 6, 2020 Pursuant to public notice, Mayor Frank Catino convened a regular meeting of the City Council on Wednesday, May 6, 2020, at 4:00 p.m., in the Council Chamber. Those present were Mayor Frank Catino, Vice Mayor Mindy Gibson (via computer teleconference), Councilman Mark Brimer, Councilman Dominick Montanaro, Councilwoman Jodi Rozycki, City Manager Courtney Barker, and City Clerk Gwen Peirce. Councilmember Montanaro led the Pledge of Allegiance and a moment of silence. (TIME: 4:02 P.M.) PRESENTATION OF PROCLAMATION DECLARING APRIL 22, 2020 AS EARTH DAY IN THE CITY OF SATELLITE BEACH (TIME: 4:01 P.M.) CITIZEN COMMENTS (TIME: 4:03 P.M.) CITY COUNCIL COMMENTS None. Mayor Catino spoke regarding coordination between the cities on reopening the community. He thanked City Manager Barker and staff for their work during this crisis. Councilwoman Rozycki expressed her appreciation to City staff during this crisis. Councilman Brimer thanked Mayor Catino for his work during the crisis and thanked the City Manager and staff for the flowers sent in observation of his mother's passing. Councilman Montanaro stated that the first week of May is Public Service Appreciation Week and thanked the City Council and staff on their work fori the citizens. He expressed appreciation to Mayor Catino for his work during this time and Public Works and Fire Department and all the work that they do. He announced that City Manager Barker, Vice Mayor Gibson and Councilman Montanaro have been named Home Rule Heroes by the Vice Chair Gibson thanked first responders and spoke regarding the Home Rule Hero Florida League of Cities. CITY MANAGER REPORT City Manager Barker stated that the Beachcaster will be arriving at the City residents' mailboxes in the upcoming days. She spoke regarding a thank you email received from Wendy Baum for service at Community Development. She announced that the City received a Distinguished Budget Award. She addressed the lower speed limits on A1A. She spoke regarding working with Satellite High School to make this time special for the Seniors. She addressed the issue with Mr. Science issue. City Manager call on beach parking and facilities opening. She spoke regarding the Public Facility Reopening Plan CITY COUNCIL PAGE2 MEETING MINUTES MAY 6, 2020 she has compiled and changes to what she has recommended. She stated that she is recommending to not open playground equipment at this time. She spoke regarding reopening beach parking beginning with parking at beach accesses with no restrooms opening on Thursday, May 7, 2020 and parking at beach accesses with restrooms opening on Friday, May 8, 2020. She spoke regarding various issues with opening the facilities, including the cost of sanitizing outdoor areas. She responded to Councilmembers' comments and questions. She explained the CARES Act reimbursement for expenses. The City Council provided consensus to authorize the City Manager to sanitize public parks and facilities and report back at the May 20 Council meeting. (TIME: 4:57 P.M.) CONSENT AGENDA A. CITY MANAGER REPORT (CONT'D) Allen Potter, Public Works Director, provided an update on various facilities projects that are being completed during the closure of the City's facilities. He also spoke regarding Cassie Warthen, Recreation Director, spoke regarding the Recreation Department facilities and explained the virtual recreation offerings on Facebook and projects that her Karl Baumann, Community Development Director, spoke regarding increased permit and Fire Chief Dave Abernathy provided information on the activity of the Fire Department challenges that they are facing with the closure of beach parking. department staff has been working on. inspection activity occurring in the Building Department. during the COVID-19 crisis. DISCUSSITAKE ACTION ON ORDINANCE NO. 1187, AN ORDINANCE OF THE CITY OF SATELLITE BEACH, BREVARD COUNTY, FLORIDA, AMENDING THE FISCAL YEAR 2019/2020 BUDGET ORDINANCE NO. 1174; Mayor Catino read the title of the ordinance. Brittany Jumper, Support Services Director, provided background information on the proposed amended budget and explained certain revenue payments that have been received since the posting oft the agenda.
