CITY COUNCIL REGULAR MEETING MINUTES JANUARY 19, 2022 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, January 19, 2022, at 6:22 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Councimember Mindy Gibson, Councilmember Jodi Rozycki, Councilmember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Vice Mayor Dominick Montanaro was absent. Councilmember Rozycki led the Pledge of Allegiance and a moment of silence. (TIME: 6:22 P.M.) PROCLAMATION SUPPORTING "GET VACCINATED BREVARD" Mayor Osmer presented the proclamation to Wayne Price, Space Coast Health (TIME: 6:26P.M.) PRESENTATION OF SKATE PARK FUNDRAISER PARTICIPANTS Cassie Warthen, Recreation Director, spoke regarding businesses and individuals who raised funds for a new water bottle filling station at the City's Skate Park. She introduced Kelly Branaugh from Another Ride Surf and Skate Shop, who presented a skate board to CAMPAIGN Foundation. the raffle winner. (TIME: 6:29 P.M.) CITIZEN COMMENTS No one indicated a desire to speak. (TIME: 6:30 P.M.) CITY COUNCIL COMMENTS Councimember Vigliotti spoke regarding the Satellite Beach Skate Park. Councimember Gibson spoke regarding the proclamation that had been presented and spoke regarding upcoming Mayor's Fitness Challenge events and the importance of Councimember Rozycki spoke regarding the Mayor's Fitness Challenge and the Youth healthy eating and exercise. CITY ATTORNEY REPORT City Attorney Beadle spoke regarding an issue with short-term rentals at 115 Park Avenue and a former lawsuit that the City had filed against another short-term rental. He requested the City Council consider authorizing him to get an injunction against the property owner. (TIME: 6:48 P.M.) CITY MANAGER REPORT City Manager Barker spoke regarding thank you letters that she received from residents regarding excellent service from various departments. She spoke regarding the upcoming City Manager Chat. She spoke regarding FDOT work on Highway A1A sidewalks. She spoke regarding the School Board of Brevard County approving the access agreement for the Army Corps of Engineers to test at Sea Park Elementary for the FUDS Program. She spoke regarding Nick Sanzone being nominated fort the "4 under 40" Award for Lead Brevard. She spoke regarding new opportunities for ARPA funding and stated that there will be an item regarding this on the February 2 meeting. ACTION ITEM: City Manager Barker stated that the Fire Department is requesting to apply for a grant for FEMA for an air quality system for the Fire Department bays. ACTION: The City Council provided consensus to authorize the Fire Department to apply for the grant with FEMA for $73,224 and to take the remainder of $3,661 out of the ALS Trust Fund. DISCUSSITAKE ACTION ON AWARDING ROADWAY RESURFACING FY 21/22 TO THE LOWEST BID, GOODSON PAVING, INC., PIGGYBACK ON BREVARD COUNTY'S CONTINUING CONTRACT AND APPROVE THE CITY MANAGER TO EXECUTE FUTURE CHANGE ORDERS FOR PHASE 2 Allen Potter, Public Works Director, provided background information on the item. ACTION: Councimember Gibson MOVED, SECOND by Councilmember Rozycki, to approve and award the Road Resurfacing FY 21/22 to the lowest bidder, Goodson Paving, Inc., piggybacking on Brevard County's Contract No. ITB B-6-20-57 int the amount of $295,365.35 and approve City Manager to execute future change orders for Phase 2 additional road resurfacing.
