CITY COUNCIL REGULAR MEETING MINUTES AUGUST 17, 2022 Pursuant to Public Notice, Vice Mayor Jodi Rozycki convened a regular meeting of the City Council on Wednesday, August 17, 2022, at 6:00 p.m., in the Council Chamber. Those present were Vice Mayor Jodi Rozycki, Councilmember Mindy Gibson, Councimember Dominick Montanaro, Councilmember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. Mayor Steven Osmer was absent. Vice Mayor Rozycki led the Pledge of Allegiance and a moment of silence. (TIME: 6:01 P.M.) CITIZEN COMMENTS No one indicated a desire to speak. (TIME: 6:02 P.M.) CITY COUNCIL COMMENTS Councimember Mindy Gibson spoke regarding her attendance at the recent Florida League of Cities Annual Conference. She mentioned her new appointment on the Florida Councilmember Dominick Montanaro spoke regarding his attendance at the Florida League of Cities Annual Conference. He congratulated Councilmember Gibson on her appointment to the Board. He spoke regarding the City being very involved in the League of Cities. He spoke regarding his attendance at the Space Coast League of Cities Councimember David Vigliotti spoke regarding his attendance at the Florida League of Cities Conference and spoke regarding the importance of the networking opportunities. CITY ATTORNEY REPORT A. 230 OCEAN SPRAY AVENUE, LIEN REDUCTION REQUEST City Attorney Beadle provided background information on the request by an individual who would like to purchase the property to reduce the lien amount to $13,000. City Manager Barker provided additional information on the request. The following non-resident spoke regarding this item: Johnathon Krauser, who assured the City Council that he will be working quickly to rehab the home. MOTION CARRIED. Mayor Osmer was absent. (TIME: 6:15 P.M.) CITY MANAGER REPORT City Manager Barker spoke regarding a thank you letter received in appreciation for the tennis courts and tennis staff. She spoke regarding her attendance at the Florida League of Cities Annual Conference. She spoke regarding a recent training on the Comprehensive Emergency Management Plan for City staff. She announced that FPL is converting the bulbs on A1A to turtle-friendly lighting and stated that the condominium associations are continuing to be notified regarding outdoor lighting. She announced that there are no more birds at the shorebird nesting site. She spoke regarding City Clerk Peirce being appointed as Chair of the Florida Association of City Clerks Mentoring Committee and Krista Ellingson, Community Development Administrator being appointed to the Legislative Committee of the Building Officials Association. She provided a save the date for the Citizens Appreciation Day on October 15. She spoke regarding the August 31 Special Meeting. (TIME: 6:23 P.M.) CONSENT AGENDA B.
