CITY COUNCIL REGULAR MEETING MINUTES MARCH 6, 2024 Pursuant to Public Notice, Mayor Steven Osmer convened a regular meeting of the City Council on Wednesday, March 6, 2024, at 6:00 p.m., in the Council Chamber. Those present were Mayor Steven Osmer, Vice Mayor Mindy Gibson, Councilmember Mark Boyd, Councilmember Jodi Rozycki, Councimember David Vigliotti, City Manager Courtney Barker, City Attorney James Beadle and City Clerk Gwen Peirce. CITIZEN COMMENTS City Resident, Kathleen Arcarola, spoke inquired about the new playground at DeSoto Park and spoke regarding the parking hours for PCI. She inquired about the sunshades at Pelican and spoke regarding a gopher tortoise near the Library and expressed concern City Resident, Duane Swenson, spoke regarding the FDOT Workshop regarding South over there not being protections in place for the tortoise. She spoke regarding the Little League Opening Day and the Citywide Garage Sale, as well as the Electronic Waste Recycling and dumpsters available to the Vice Mayor Gibson provided an update on proposed bills that are ini the State Legislature, specifically the Homestead Exemption, sovereign immunity, and expedited building Councimember Boyd spoke regarding the new basketball courts at DeSoto and the resurfaced ones at Delaura Middle School and stated that those are now open to the Councimember Vigliotti spoke regarding the Little League Opening Day and the Citywide Garage Sale. CITY MANAGER REPORT City Manager Barker spoke regarding registration being open for Spring Break Camps. She spoke regarding the beginning of sea turtle nesting season and stated that the City is conducting lighting audits on the condominiums on A1A. Vice Mayor Gibson spoke regarding safety issues with a lack of lighting in certain areas of A1A. Ms. Barker spoke regarding the community dumpsters in the parking lot of City Hall and spoke regarding the success of the electronic waste recycling event. She announced the upcoming Vintage Surf Show and Swap, Samsons Island Monthly Workday, City Council Workshop, a Community Movie Night being sponsored by Beachside Smiles Pediatric Dentistry, and as Special Lunch & Learn from the Brevard Zoo regarding the Aquarium project. She spoke regarding thank you letters received fori the Fire Department. She provided a brief update on the FDOT Public Information Meeting on South Patrick Drive Improvements. She announced the nominations being opened for the Citizen of the Year Award and spoke regarding the upcoming Citizens Appreciation Day on April 27 and Earth Day and Spring Plant Sale on April 20. She provided an update on the beach renourishment project.
