SNEADS TOWN COUNCIL REGULAR MEETING October11,2022 The Town Council of the Town of Sneads, Florida, meti in a regular session at the Sneads Town Hall on Tuesday, October 11, 2022 at 6:00p.m. Mike Weeks called the meeting to order with the following present: Mike Weeks, George Alexander, Angela Locke and Anthony Money; Council Members Daniel Cox, Attorney Lee Garner, Town Manager Mike Miller, Police Chief Sherri Griffin, City Clerk and the following were absent: Donovan Weeks, Councilman Danielle Guy, Deputy Clerk All stood for pledge of Allegiance. Tony Money made a motion to approve the September minutes as presented. Angela Locke seconded. Sherri Griffin, City Clerk presented Financial Statements and Budget Review Summary. (See Attached) George Alexander made a motion to accept as presented. Tony Money seconded. All voted aye. Tony Money made a motion to pay approved bills. George Alexander seconded. All voted aye. Next was a special presentation by Scott Dudley, Director of Field Advocacy and Federal Affairs, Florida League of Cities, Inc. Mr. Dudley was introduced and thanked the council for the opportunity to make a special presentation to Council President Mike Weeks for serving twenty (20) years as an elected official with the Town of Sneads. He read a citation that had been approved by the Board of Directors of FLC, Inc, made the presentation and thanked Council President Weeks for his long tenure of service to the Town. He also gave a brief overview of what FLC, Inc. does for member cities/towns, of which Sneads is amember, and invited all the members oft the council to geti involved with the activities made available The first action/discussion item was changing the meeting date for November 2022 meeting from November 8th to November 15th due to election being conducted in council chambers. A motion was made by Councilman Money, seconded by Councilman Alexander. All voted aye. Next were action/discussion items to be presented to the council. First was a short presentation Mr. Shilpan Dalal who wants to open a liquor store in the old Pappy Tom's Restaurant on River Road. by He All voted aye. by FLC. Regular Meeting October11, 2022 Page 2 responded to several questions from council and stated he would follow all rules and regulations required by the State, County and Town. After some discussion, Town Attorneyi informed council that there was no requirement for a vote as the location met all requirements of law. Following discussion item was conceptual approval of property for commercial purposes on land recently purchased by Mr. Vernon Linton, across from Piggly Wiggly on Hwy 90. The first several commercial establishments TBD on the portion of the property east of the old gas phase building. His be proposal for Phase 2 will come back to council to ensure all requirements are met for a bed and breakfast business on the western section of the property. Town Attorney informed council that no action was required by council as the proposal and property for Phase 1 met all requirements of the Last discussion item was request from Mr. Jason Loper to utilize the old gas building on Vernon Linton to open a gun sales business and transfer his current license from his residence property to that location. He: stated he was aware oft the requirements oft the ATF, FDLE and local governments and he would comply with each to ensure a properly run operation. All security requirements would be followed. After some discussion, Mr. Loper was advised to obtain a Development Order from the town. will town for commercial construction. of Mr. No vote was required by council as this meets all guidelines oft the town. Resolution #22-10 entitled: A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF SNEADS, FLORIDA; AMENDING RESOLUTION #21-11 ADOPTED BY THE TOWN COUNCIL ON SEPTEMBER 29, 2021 ADOPTING, A BUDGET FOR THE FISCAL YEAR 2021-2022 FOR THE TOWN OF SNEADS BYI INCREASING THE AMOUNT BUDGETED TO THE WATER AND: SEWER FUND IN THE AMOUNT OF $225,000.00, SUCH INCREASE SHALL BE FUNDED BY ARPAI FUNDS AND EXCESS FUNDS IN THE WATER AND SEWER FUND. PROVIDING AN EFFECTIVE DATE. was presented and read. Angela Locke made a motion to accept as presented and read. Money Tony seconded. All voted aye. Town Manager Garner stated he had been requested to prepare al Proclamation for St. Luke Missionary Baptist Church who will be celebrating its' Sesquicentennial" in November 2022. He wanted to let the community know of this momentous occasion sO that the Town of Sneads can help the Church celebrate RECREATION COMMITTEE REPORT: Wendi Lewis, President of the committee reported that soccer was in its last week of play, with final championship games being played this Thursday night between Grand Ridge and Sneads. She also stated that registration was underway of flag football with registration ending on October 14th. Play willl begin in November. Council again thanked her and the committee for TOWN MANAGER REPORT: Town Manager Garner went over several items, mostly already commented on above, from his written report to council. Additional items discussed were his recent presentation to this event. all the great things they are doing on behalf of the children of the community. Policy Committee regarding changes deemed necessary with the rules of FRS concerning retirement policies for elected officials from other FRS covered positions; NWFLC annual holiday dinneri in Defuniak Springs on Thursday, December 15th. All council members are invited to attend at no cost and Mr. Garner will coordinate to see who can attend; Reminded everyone about Trick or Treating on Monday, October 31st from 5-8 PM; announced receipt of interlocal agreement from Jackson County for fire protection services; stated recent minor permit revision from Florida Department of Environmental Protection requiring any future spillage reports to be: submitted electronically; stated: surveys are underway for property under consideration for purchase the recreation programs at signup; stated the town has been approved for donation of surplus property from the federal government through its surplus property policy; and reminded all council members he discussed by town; new requirement for parents/guardians to sign release of liability for minor participants in our would be on vacation all of next week. She was informed Maintenance Crews were working on assembly and his desire was to have them alll hung before the end of October, with Christmas flags beingi installed after Thanksgiving. Council President Weeks stated the next time we have the agreement from FDOT coming upi for renewal, we need to look at asking for additional funding for upkeep of Hwy 90. He was informed it was just renewed buti the reason for the current amount, was the possibility ofg getting inmates again in the future to assist with this project. stores CITIZEN COMMENTS: Pastor Tim Hamblen made a comment that he thought we had enough liquor and alcoholic availability in thei town. Rev. Mike Von Keyserling, FUMC stated he would like to have children assist with citywide cleanup and would be willing to work with the Town on this. Town Manager to coordinate on this. Mr. Willie Baxley, 8018 Dennis Street asked whyi it seemed like all the town trucks went to Sneads Park each workday, early int the morning. Town Manager to investigate this matter. Due to the general election on November gth, council chambers will not be available. Suggest we chance regular November council to 6 PM, Tuesday, November 15th. 2. He has an option to purchase and did not want to purchase until he was sure it could be used as requested. We have researched distance and it is not in violation ofany of our ordinances. 3. Ihave attached a copy of proposed conceptual plan from Mr. Vernon Linton regarding property he has purchased on Hwy 90 across from Piggly Wiggly. It will be constructed in two phases, and he has been advised that all building and utility ordinance requirements must be complied with. Phase one will be on the east side of the property with commercial entities. 4. Ihad a call from Mr. Jason Loper who has an ATF license to sell guns from his residence about being able to transfer to the old gas building on property described in three above. Iinformed he would have to comply with all ATF and State Firearms requirements regarding this request and ifthat were complied with, there should be no problem with approval ofl his request.
