CALL TO ORDER - Mayor Kelly INVOCATION - Pastor Davis AGENDA Mayor Kelly calls the meeting to order Pastor Davis provides the invocation PLEDGE OF ALLEGIANCE - Ron Chaple Mr. Chaple leads the Pledge of Allegiance ROLL CALL - City Clerk City Clerk takes roll with all members noted as present APPROVAL OF MINUTES February 20,2024 Ms. Barrow makes a motion to approve the minutes with changes and Mr. Chaple provides the second ITEMS FROM THE AUDIENCE: (non-agenda items) Kathleen O'Brien 1455 Parkway Drive Ms. O'Brien speaks about a Panama City Ordinance that will allow for school zone camera and the possibility for Parker Elementary to utilize these via a request by the city REGULAR AGENDA ITEMS PUBLIC HEARING FOR 918 EAST STREET VARIANCE 1. 918 East Street - Variance A- PUBLIC HEARING Public input for the variance application for 918 East Street Mayor Kelly opens the public hearing at 5:46 pm Tony Summerlin Mr. Summerlin is sworn in Mr. Summerlin requests that he wishes to present his variance because social Mayor Kelly states that the public hearing was opened to the public and no one media has misrepresented the situation presented anything B-C CONSIDERATION AND APPROVAL Consideration of the request for the 918 East Street variance and consideration of the recommendation for approval from the Parker Planning Commission to the Parker City Council for the variance Mr. Sloan provides guidance related to the variance and reads the seven related application for 918 East Street questions Mayor Kelly provides guidance related to the variance packet A motion for approval of the variance is provided by Ms. Barrow and seconded by Mr. Haney The council votes unanimously to approve the motion Mr. Summerlin inquires as to how long the variance is good for A discussion ensues among the council, the clerk, Mr. Sloan, Mr. Summerlin, Ms. Hinrichs, and Mayor Kelly regarding the process and time for an approved variance minus a development order. such as a fence 2. PUBLIC HEARING FOR ORDINANCE 2024-420 A- PUBLIC HEARING Request of second reading of Ordinance 2024-420 Billboard Moratorium- Mr. Sloan ORDINANCE NO. 2024-420 AN ORDINANCE OF THE CITY OF PARKER DETERMINING THE POTENTIAL NEED FOR CHANGES IN THE CITY'S ORDINANCES INCLUDING ITS LAND DEVELOPMENT REGULATIONS; DIRECTING STAFF TO ACTIVELY PURSUE PROPOSED CHANGES; SUSPENDING AND TEMPORARILY PROHIBITING THE CONSIDERATION OR GRANTING OF PERMITS FOR INSTALLATION OR CONSTRUCTION OF OFF-PREMISES SIGNS WITHIN THE CITY; PROVIDING FOR AN EFFECTIVE DATE AND DURATION.
