The commission  votes unanimously to approve the motion noting the absence ofMs. Hutto.  ADDITION OR DELETIONS TO AGENDA- No additions or deletions are provided  ITEMS FROM THE AUDIENCE: (non-agenda items) No items from the audience are provided REGULAR AGENDA ITEMS 1. Jeremiah Johnson - Parcel Split  Mr. Johnson requests a parcel split for the address of 5326 Lakewood Mr. Johnson states that he will build 2 single family homes He additionally states that he will clean the lots up  Mr. Robicheaux provides a motion to approve the lot split with Mr. Haney seconding. The commission votes unanimously to approve the motion noting the absence of Ms. Hutto    2. Agape Presbyterian Church - Combine Parcels at 5730 EHWY9 98  Mr. Roncaglione represents Agape Presbyterian Church (APC) He requests a combination for 3/ parcels that the Church owns Chairman Rega speaks to contiguous property A discussion ensues among the council and Mr. Roncaglione Mr. Robicheaux provides updatelview on the property appraiser website Mr. Sloan asks for deed from APC  He states that only one of the parcels has a building while the other 2 parcels are vacant Mr. Sloan. suggests concern with the right of wayi ifall 3 parcels are allowed to be combined  Mr. Roncaglione states transfer of properties has occurred over thej years and the current owners do not Mr. Robicheaux makes a motion to table the request until Mr. Roncaglione can provide necessary The commission votes unanimously: to approve the motion with Ms. Hutto noted as absent  have a title or deed  A discussion ensues among the council and Mr. Roncaglione  documents with Mr. Haney providing the second  3. Jimmy Lumley: Parcel Split provided that show 3 parcels  Mr. Lumley provides additional documents to the commission separate from what had already been Mr. Lumley states that he would like to subdivide the parcels into 21 lots Mr. Robicheaux asks for clarity as to why this is coming before the planning commission Mr. Haney asks about storm water mitigation to deter storm water from entering neighbor's retention pond Mr. Lumley states that storm water will be diverted down the street to the stormwater drainage Mr. Haney makes a motion to approve with an understanding that the easement of concern would remain The commission votes unanimously to approve the motion with Ms. Hutto noted as absent  Mr. Sloan speaks about the road right of wayleasement  with Mr. Stryker providing a second 4. Billboards in Parker- Discussion  Chairman Rega presents the request made by Mr. Libby Mr. Stryker states that he would be in support of no off premises signage  Chairman Rega provides information related to the 4 states that do not allow for off premises signage and A discussion ensues among the commission over signage, size, need and CRA applicability  why  Mr. Sloan inquires as to signage on Panama City Beach  Bill Libby  States that he does not believe the citizens of Parker would be in support of large billboards within the  CRA areas.  Kathleen O Brien 1455 Parkway Drive  Asks ift the large billboard on Tyndall Parkway was grandfathered in  Mr. Sloan suggests that a moratorium could be established while they makes a decision    A discussion ensues among the commission revised with Mr. Stryker providing a second  Mr. Robicheaux provides a motion to request that the city council approve a 6-month moratorium for off premises signage until the comprehensive plan and the Land Development Regulations are reviewed and  ANNOUNCEMENTS  Mr. Stryker expresses concern for businesses with portable offices  Chairman Rega provides county appraiser form for combinaton-separaton of parcels.
