REGULAR TOWN COMMISSION MEETING MINUTES JANAURY8, 2024 CALL TO ORDER ROLL CALL Mayor Pugh Vice Mayor Coz Commissioner Cassidy PLEDGE OF ALLEGIANCE Mayor Pugh led the pledge of allegiance. The meeting was called to order by Mayor Pugh at 6:00 p.m. Town Clerk Avery led the roll call, which was answered by the following: Present Present Present ADDITIONS, DELETIONS, MODIFICATIONS, AND. APPROVAL OF AGENDA There were: no additions, deletions, or modifications to the agenda. Commissioner Cassidy announced that the History of Ocean Ridge books are available for purchase at Town Hall. She mentioned that dates need to be set for the Planning and Zoning Vice Mayor Coz) moved to approve the agenda; seconded by Commissioner Cassidy. Motion Workshop. carried 3-0.(2:06) PRESENTATIONS & PROCLAMATIONS a. Swearing-in ofNewly Appointed Town Commissioners Town Clerk Avery swore. in newly appointed Commissioners Aijala and Hutchins. ANNOUNCEMENTS b. The meeting schedule for the month is as follows: Regular Town Commission Meeting Monday, February 5th at 6:00 PM; Community Standards on Tuesday, January gth, 2024 at 10:00 am; Planning & Zoning Commission Meeting tentatively Tuesday, January 16th at 9:00 am was cancelled; Board of Adjustment Meeting tentatively on Wednesday, January 17th at 9:00 am was cancelled. All meetings are held in the Commission Chambers at the C. Town Hall will be closed on Monday, January 15th, 2024, in observance ofl Martin Luther d. The Annual Municipal Election will be held on March 19, 2024. There are two Town Commission seats open for a three-year term and one Town Commission seat open for a two-year term. Terry Brown - spoke regarding condominiums waste disposal and estuary programs. Jerry Lower - mentioned that there was a delay with delivery ofthe Coastal Star newspapers. Stella Kolb - spoke regarding dogs on thel beach and that fines are enforced for parking violations. Peter Wolf- spoke regarding beach signs and expressed that antisemitism should not bet tolerated. Betty Bingham - emphasized that fines are enforced for violators. A brief discussion ensued regarding guidelines for dogs and service dogs. Vice Mayor Cozi responded to Mr. Wolf's concern. Mayor Pugh closed the floor for public comment. APPROVAL OF CONSENT AGENDA (Items that do not require discussion) 1. Adopt Minutes oft the Town Commission Regular Meeting ofDecember 4, 2023 2. Adopt Minutes oft the Town Commission Special Meeting of December 21,2023 Mayor Pugh asked for approval oft the Consent Agenda. Vice Mayor Coz moved to the Consent Agenda; seconded by Commissioner Cassidy Motion carried 5-0. (19:12) REGULAR AGENDA ITEMS There were none. STAFF & COMMITTEE REPORTS Town Manager Ladner 3. Town Manager Ladner said that her report was: included in the meeting package. She mentioned that the doctor released her back to work full time. She also asked for patience from the public during the implementation oft the news software system. 4. Town Attorney Goddeau a. Update on Ord. 2020-07 2 REGULAR TOWN COMMISSION MEETING MINUTES JANAURY 8, 2024 Town Attorney Goddeau gave an update ofthei item. Shei mentioned thej previous discussion: about the 20191 Preliminary Flood Insurance Ratel Maps adopted by FEMA and explained why the maps are in the repealed process. She gave suggestions and asked for direction from the Commission. The Commission expressed their concerns regarding repealing the ordinance. Mayor Pugh opened the floor for public comment. Terry Brown- -I mentioned that the county was trying to appeal the maps county wide. Nicholas Arsali - spoke about the unnecessary costs to the homeowner by repealing the ordinance. Commissioner Cassidy explained tol Mr. Arsali why the ordinance was being repealed. Mayor Pugh closed the floor for public comment. by Commissioner Hutchins Motion carried 5-0. (28:12) Attorney Goddeau provided the Commission with an update. Commissioner Cassidy moved to start the process to repeal Ordinance 2020-07: seconded Commissioner Cassidy asked Attorney Goddeau for an update on 6273 N Ocean project and 5. Police Chief ChiefMcClure said that his report was included in the: meeting package. He also announced that the Police Department and the Starbright Foundation are sponsoring a CPR class on February 1st for the residents. TOWN COMMISSIONER COMMENTS Town Commissioner Cassidy solicited dates for the Planning and Zoning Workshop. The Commission and Town Manager Ladner discussed their preference and availability. There was a consensus to set the Planning and Zoning Workshop on April 8. 2024 at 10:00 am. Commissioner Aijala suggested that they discuss cash management approaches at the next Commissioner Cassidy asked a question about the Florida Class Investment and Town Manager scheduled meeting.
