Was this approved by the Commission? Commissioner McGee read that it is the Village Improvement Association on the flyer, iti is not the building. The Commission directed City Administrator Adams to research this information. E. CITY ADMINISTRATION REPORTS 1. Appraisal - 136 Nancy St. property. City Administrator Adams stated that an appraisal was done. The property has an appraised value of $7,800. There are several people who have expressed an interest in the property. Roberto Gonzalez owns the property in front of the land. His property is not big enough to rebuild and he would like to buy the property and combine it with his lot to make it bigger. Mayor Gibson stated the size of the property is an estimated 2,613 sq ft. The discussion was about what price to put on the property to sell it. Commissioners agreed to list the property. Motion to send letters to interested parties to make an offer by Commissioner McGee Second by Vice Mayor Lindlau Action: Passed unanimously 2. Ballfield rental update. the ECHO grant. City Administrator Adams verified that the ballfield must be open and available to the public per 3. Purchase of property north of ballfield- - Update September is the next round to qualify for an ECHO grant. After discussion the Commission directed City Administrator Adams to make an offer to the owner for the appraised value of $75,000 contingent that the City make this part of the 2025 budget also conditional on receiving Carrie Werning spoke about the use of ARPA funds for infrastructure rather than purchase of this property. Would prefer to see the City apply for a Grant to purchase the land. Mike Arman proposed putting a deposit on the property in September. an ECHO grant. F.C CONSENT AGENDA 1. Minutes February 26, 2024 Motion Commissioner Catigano Action Approved by consensus. Mayor Gibson noted that the Minutes March 11, 2024 are also in the packet to be approved. Erin Anderson promoted to Deputy City Clerk effective 3/7/24. 2. Mead & Hunt and Design of City's Parking Lot They are ready to pick up this project and 60% of the designs are completed. The project is $700,000 in total. Mayor Gibson said that this was discussed at a previous meeting and Mead & Hunt were told to halt everything. Does the Commission want to get the project to 90% complete This was addressed June 12, 2023, and never went through complete process. Modification that was agreed ini those minutes was to add, Thirty-day notice with or without cause" to the contract. This is still not in the contract. The motion is to correct the wording of the contract and accept it. for an additional $6,952. Answer from Commissioners was no. 3. Memorandum of Understanding with Oak Hill Sports Club Motion Vice Mayor Lindlau Action Passed unanimously. 4. Letter to Riverside Conservancy Second Commissioner Hyatt Vice Mayor Lindlau reached out to Riverside Conservancy regarding clam seeding around the pier. He was told the City would need to send a letter giving them permission for this. Action Unanimous consensus to send the letter. 5. House Bill 1365 - Effective October 1 Forbids cities and counties from allowing people to sleep or camp in public areas. Communities could create camps away from neighborhoods and businesses approved by the Department of Children and Families. Most communities would have to offer security, sanitation, and behavioral health services. To force communities to remove homeless people, House Bill 1365 will allow people to sue local governments starting January 2025. Cities and counties would have 5 days to solve the alleged violation. A discussion ensued. L. OLD BUSINESS 1. 591 Cherokee Blvd - Choose Realtor to sell or another method. City Administrator Adams has a meeting with the Attorney and Mr. Warlick to see if he is interested in purchasing this from us. Updates will be given at the next meeting. Closing has gone through, and the City now owns the property. There have been walk throughs. There are some historic artifacts that could go to the museum after an inventory of the items is completed. A list will then be compiled of what is donated to the museum for Mark Bell, Public Works Supervisor, stated that are no holes in thet floor but the floor is wavy and dangerous. The entire building is riddled with termites. The old church bell is still there, Discussion continued and it was stated that Tanya Petracca (Chair Historic Preservation Board) would need to make a list of the things she is interested in and bring it before the Closing has taken place. The City's portion has been paid with money from the ARPA fund. 2. Purchase of Church on Cummings St. display by the City. The building is in bad shape. and it does work. Commission. 3. Volusia Forever Property Purchase M. NEW BUSINESS 1. Discuss increasing assessment to residents to cover cost of WastePro Zach Chalifour with James Moore cited in his presentation that we are receiving less than what we pay to WastePro. More research is required on how this is calculated, this will be brought Dan James 222 Palm Avenue - noticed that it is taking 2 to 3 weeks for WastePro to come pick up lawn debris. Mayor Gibson stated that this time is ridiculous, he needs to be called to Terry Brown Bayview Drive - WastePro should be able to give us a starting point as to how Truist on beachside is the only bank branch now. Requesting permission to put out RFP for back to the Commission. call on these issues. he came up with his number. 2. RFP for new bank for City accounts banking services. Consensus Unanimous to go ahead. N. CITY GOALS O.BOARDS AND COMMITTEES 1. Economic Development - Nothing 2. Oak Hill Sports Club Opening Day Opening Day is April 6, beginning at 9am at Mary DeWees Park. P.F PUBLIC WORKS 1. Purchase street signs. Approve up to $6,500. Mark Bell, Public Works Supervisor Pipes off Halifax and Gaines area are not on City property. One traverses three different people's properties. Should we get prices to put the pipes in and on our property where it can be properly maintained? Discussion ensued. Signs in Indian Harbor Estates need to be replaced and cost will be approximately $6,500. There is $50,000 in the street sign budget for this. Motion Commissioner Hyatt Action Passed Unanimously Second Vice Mayor Lindlau Q.C COMMENTS AND CONCERNS FROM THE COMMISSIONERS Commissioner Catigano spoke with the people with the sunken fire hydrant in Lighthouse Cove and asked about the status. City Administrator Adams is waiting for a response from the Management Company. Mayor Gibson stated that whole area is private, the City has no control over the roads. Commissioner McGee is looking forward to opening day for the Ball Club. Deputy City Clerk, Erin Mayor Gibson stated Florida State Legislature awarded the City $500,000 for stormwater improvements and ditches. Must coordinate with the County. The first project he recommends is Nancy Cummings Park, Gaines Street & Halifax Avenue. The Easter Egg hunt at Nancy Cummings Park was a great success. April 20th is the City cleanup day.
