Roll Call Cummings Chair Richard Taylor called the meeting 3:00PM Present: Richard Taylor, Derwin Smothers, Charlie Dean, Tom Pentz, Carrie Werning, and Darry Not Present: Ron Engele (Called in) Dru Ann Welch (Called in) Cydney Reagan (Resigned) B: PRESENTATIONS/BRIEF ANNOUNCEMENTS C. COMMITTEE DISCUSION 1. Discuss Charter Section 4.01 and 4.02 Jerome Adams, City Administrator was unable to get the information regarding Section 4.01-4.02. Derwin Smothers provided a document Sec. 4.02, and the Committee discussed the Section 4.02 Charlie Dean wanted to confirm that in Section 4.06 the committee removed the verbiage consecutive" and replaced with "term". Committee confirmed that is the recommendation. City Charter Review committee discussed the risk of violating Sunshine Laws when the Richard Taylor tabled Section 4, until staff can get the information. See attachment. Commissioners are at the same place at the same time. 2. Review Charter Section 5.01-5.03. 5.01 - Elections = No changes. 5.02- Commencement of Term. 5.04-N Multiple Candidates = No changes. 3. Section 6.01 Appointment of a City Administrator 5.03. - City Review Charter discussed changing Mayor term limits from 4 to 6 years. The City Charter Review discussed City Administrator VS. City Manager. Tom Pentz would like to review the documents explaining the definitions of City Administrator Darry Cummings, made a suggestion that the committee could review Sections 6,7,8, and 9 Committee reminded Mr. Cummings that the committee will not be meeting next week. Carrie Werning suggested that they skip over Section 6 as iti is a lot to cover at this meeting and City Manager. and have it completed in the next couple of weeks. and look at Section 7 today. 4. Section 7.01- Authority of the City Commission Charlie Dean stated that Section 7.01 is State Law. Carrie Werning would like an expansion on verbiage stating that the commission needs to be checking in on city staff and make sure tasks are getting done. 5. Section 7.02- City Attorney The Commission may remove the City Attorney for any reason by motion requiring three affirmative votes. Committee recommends removing "for any reason" and replacing with "majority vote". 6. Charter 10-year Review Darry Cummings asked if we could change the City Charter review from 10 years to 6 years. The committee stated that it could be changed if it was voted on. D. Discussion/ Comments: Tom Pentz asked Jerome Adams, City Administrator if he provides the Commission with a weekly letter stating what he does all week. Jerome Adams answered yes. Derwin Smothers asked Jerome Adams if he would rather be a City Administrator ora City Manager? Mr. Adams said that he would rather be a City Manager. E. Next Agenda: Discuss 4.01-4.02 and Section 6.01 Note: In accordance with Resolution 2006-17, at three (3) minute time limitation per speaker will be imposed.
