ROLL CALL Inattendance: Mayor Gibson, Vice Mayor Lindlau, Commissioner Catigano, Commissioner Hyatt Absent: Commissioner McGee, excused D. PRESENTATION OF PROPOSED CHARTER, AMENDMENTS RICKY TAYLOR, CHAIR- CHARTER REVIEW COMMITTEE Areview of the proposed changes was presented to the Commission. There was a discussion of the change on pg. 4"pert term of office". Mayor Gibson discussed that per term isj just tool long requested making it pery year. Commissioner Hyatt and' Vice Mayor Lindlau agreed. Motion to change to "per year" by Commissioner Hyatt Second by Vice Mayor Lindlau Action 4 There were questions regarding the bapdmsonmger Mayor Gibson stated that most cities have al Manager, not an Administrator. Commissioner Catigano asked if we changed to Manager would we need to include a definition. Chairman Taylor explained the usage all comes down toi the Charter duties and esponsiplutywording: After a discussion, the decision wast to leave Vice Mayor Lindlau directed attention to Section 6.03. He did not like the use oft thet term "without cause". There was a discussion about taking this out. Mayor Gibson agreed. Commissioner Catigano wondered if changing to' "a majority of votes" would be more appropriate. Mr. Smothers and Mr. Cummings, members of the Charter Review Committee, spoke reminding the Commission that Floridai is a right to work state. Mr. Smothers pointed out that the lawyer had suggested we leave this wordingi int the Charter. Mr. Cummings pointed out that the only two things that an employer can be suedi for are discrimination based on age or race. After a discussion, the decision was to leave this section as proposed. Change to majorityvotes oni incoming and int this section. Motion for word' "majority" to be added by Commissioner Catigano Second' Vice Mayor Lindlau yes, 1 no (Commissioner Catigano) Change will be made. ita as' Administrator/Manager-througnour the Charter. Action Unanimous Approval Section 7.03 was questioned and discussed, and the decision was to leave it as written. Mayor Gibson took a moment to give his opinion of howt the Charter Review had gone. Mr. Engele asked City Administrator. Adams if he had heard back about a current mapl being Ms. Welch, Charter Committee Member, stated that shel had found and given City Administrator Adams a copy oft the 1994 metes and bounds description which was the last one anyone had been ablet to locate. The attorneyi indicated the meets and bounds description is not a part of our Charter and recommended we move forward to obtain this. Commissioner Catigano asked about GIS updates from Kimley Horn. Mr. Engele spoke abouti future land use from the GIS department and that the mapy was created by Kimley Horn. Attorney Simpson says that Charter says, "legal description". He stated you must start with al boundary description, suggested going tot the County or Property Appraiser's office and updating the 1994 description to current description and make sure iti is kept up. Mayor Gibson asked ify you could submit and not have on! hand. The answer was Mr. Engele asked ift the Charter Review Committee could be dismissed after this meeting. Attorney Simpson spoke about why this would not be a goodi idea. Next stepi is to decide which questions get submitted and whether this is done by the Charter Committee or the City Commission. included in the Charter. yes as iti isi not part of the Charter.
