TOWN OFNORTH REDINGTON BEACH BOARD OF COMMISSIONERS REGULAR MEETING JANUARY 14, 2021 CALL TO ORDER Mayor Queen called the January 14, 2021 meeting to order at 6:00 p.m. The meeting was held at the Town Hall Building, 190-1 173rd Avenue, North Redington Beach, Florida. Mayor Queen, Vice-Mayor Bennett, Commissioner Kennedy, Commissioner Thornton and Commissioner Curtis were present. Staff present was Attorney Jay Daigneault and Deputy Town Clerk Schmader. PUBLIC INPUT There was no public input. CONSENT AGENDA November 12th, 2020 Meeting Minutes; Proclamation for National Mentoring Month. Vice-Mayor Bennett made a motion to approve the Consent Agenda. OLD BUSINESS There was no old business. NEW BUSINESS Yes Yes Yes RESOLUTION 2021-275 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE TOWN OF NORTH REDINGTON BEACH, FLORIDA, APPROVING RECOMMENDATIONSFORNEWINTERLOCALAGREEMENT WITH GULF BEACHES Mayor Queen explained that this was a topic from a previous workshop.. The Mayors of the five municipalities met last week and agreed to the items in this Resolution regarding the library and are voting with their commission to approve. Mayor Queen read the changes and commented that the cities/towns are the reserves for the library. The Library needs to update to the most current technology and standards and use their current funds to do sO. By agreeing to these changes all five municipalities will continue with the Gulf LIBRARY. Beaches Library. Mayor Queen referenced to the newspaper article that was in the Beacon today. This Resolution has been passed by both Redington Beach and Madeira Beach. Redington Shores is voting on Monday. Vice-Mayor Bennett commented that the article had some inconsistencies and he has concerns about the board size reduction and the amount of money allowed. Mayor Queen explained that all the Mayors at the meeting felt that this a good effort and it will be good for the library. The library has bylaws and they would be changed. Commissioner Kennedy stated that he agreed with the Resolution changes. Commissioner Thornton felt that it is important for them to spend the money to make the library better and not hold the money. Commissioner Curtis is concerned about the library and wants to understand and help. He suggested the library make a 5-year plan to spend down the money and improve the library. Commissioner Curtis commented that iti is very positive that Treasure Island wants to stay in and support this library. Mayor Queen said that all of the towns want to save this library and that this will do that. Mayor Queen said that he toured the new library at St. Pete Beach which was just a shell, but it will be brand new and modern; we need to make ours better. Mayor Queen asked for any public input. ResidentBusiness Owner John Messmore said that they need to upgrade the technology with the money that is there. Mayor Queen said that these changes with give the support and monetary backing of all five municipalities Commissioner Kennedy made a motion to approve the Consent Agenda. Commissioner to the Library Director and things will be differentlsmoother. Thornton seconded the motion. Aroll call vote was taken. MISCELLANEOUS Yes Yes Yes Yes Yes Mayor Queen said that Burrito Social has opened and that Jeannie Carlson had a very nice article in the Beacon today about it. The Gulf Boulevard Beautification project is Board of Commissioners Meeting January 14, 2021 Page 2 finishing up the undergrounding. The Public Works building will be torn down next 4/5 months. They will be moving all of the equipment to trailers behind town hall. Commissioner Curtis asked if there was going to be a parking lot added behind Town Hall? Mayor Queen said that they are working on plans and hope to eventually have that.
