The project engineer, Jim Slonina,P.E., Panhandle Engineering, was present to answer any questions. The reviewing engineer, Chris Shortt, P.E., Dewberry Engineering, was not present to answer any questions, however Mr. Reese Johnston, P.E., Ms. Richard stated the owner oft this property is requesting development order approval to construct the stormwater facilities to accommodate the proposed Circle K gas station/convenience store plus future commercial development upon this site., The development order application for permission to develop Circle KI project upon the site will follow shortly if this development order for infrastructure is approved. The. site plans have been reviewed and have been found tol bei in compliance with the City ofI Lynn Haven Unified Land Development Ms. Richard stated when the Circle. KI Development Order (DO) application was received, during the review oft the application information, it was noted that no stormwater facility was included, and the plans indicated stormwater designed byothers. Panhandle Engineering had been contracted by the property owner to design the stormwater for the larger parcel to accommodate both Circle K and future development. This DO application is a stormwater master plan for these two (2) parcels. This is similar to the Market Shops at Lynn Haven, and Walmart, which were engineered to accommodate future development under as stormwater master plan. Asa developer may have a general idea for the future development, things can change, sO the stormwater master plan meets the maximum allowable impervious surface ratio for the site at buildout and the 100 year storm event, and all other requirements. The Circle K stormwater will be addressed before the item is presented to thel Planning Commission. The two stormwater Mr. Jim Slonina addressed thé board and stated their client owns the 16t acres that will bea multi-tenant development with a three (3): pad buildout and one oft those pads will be for the Circle K. Stafford owns both] parcels and they are the parcel ofrecord for leasing. The water management district has also reviewed the proposed development. FDOT has reviewed the DO for the joint shared infrastructure that includes two (2) driveways, and one (1) turn lane, the FDOT and City 100 year stormwater event requirement is met, along with the ERP. The widening ofH Highway 390 to a six-lane in the future will take the stormwater ponds, and FDOT will relocate the ponds, and that is easier and more cost effective for the State than buying structures. Also, with the widening of 390, the Highway 389 frontage will change the intersection, accessibility, and the turn lane length will change. Discussion on Section 5.01.03 Unified Land Development Code: Accessory Structures in There was discussion regarding the recommended requirements for an accessory structure, property rights, building codes, setbacks, rear yard coverage, and height. Ms. Richard stated the setbacks, rear yard coverage, and height are in the ULDC. Ms. Richard stated there is nothing in code pertaining to accessory structure. aesthetics and would the Planning Commission like to make any recommendations to the City Commission regarding accessory structure aesthetics. There was discussion about shipping containers being used for accessory structures, and ifthose should be allowed, or not. There was discussion about what containers can be utilized ifthere is ar natural disaster. The property has a Future Land Use Map designation ofLow Density Residential which allows for a density of up to 4.99 dwelling units per acre. The maximum total number of homes that would be permissible to be constructed on this site would be forty-nine (49) homes, but the developer is requesting to divide the property into only twenty- eight home sites. The site plans have been reviewed and have been found to be in compliance with the City of Lynn Haven Unified Land Development Code (ULDC) and Florida State The developer was required to undertake an analysis of the number of new vehicle trips that would be generated by the project. Per the City's requirements a full Traffic Impact Analysis is required for all land development applications with 50 or more Peak-Hour trips during the adjacent roadway's PM peak-hour or the developments peak hour. Trip generations were prepared by the developer that looked at the number of trips the development would generate during the weekday AM and PM peak hour of the adjacent roadway as well as the weekday AM and PM peak-hour of trips generated by the development. They also looked at the number of trips generated during the weekend peak hours. Using the proposed 28 dwelling units as the independent variable, the largest number of trips generated under all of the scenarios, using the Requirements. average number of trips generated, was the weekday PM peak-hour of generator and the Saturday peak-hour of generator which were both 28. In all cases, the AM peak-hour was less than the PM peak-hour. This was the same using fitted curve equations, although the equation calculated a slightly higher number of trips, the highest being the Saturday peak-hour. Due to all scenarios showing that the development would generate fewer than fifty (50) new PM peak- hour trips, the developer was not required to undertake a full traffic impact analysis. There are currently a number of trees located upon the site, many of which will not be able to remain. At tree survey and inventory was submitted to the City, and the developer has committed to saving some of the larger trees, agreeing to preserve and protect these trees during construction recognizing that any heritage or champion trees will need special City approval to be removed. The submitted Tree Inventory identified the trees that will be removed and the developer will mitigate for these trees by paying $69,600 into the tree mitigation fund to be used for planting trees elsewhere int the City.
