Present: Jesse Nelson, Mayor Judy Vandergrift, Mayor Pro Tem Sam Peebles, Commissioner Pat Perno, Commissioner Jamie Warrick, Commissioner Vickie Gainer, City Manager Sergeant Enfinger, Sergeant at. Arms Amy Myers, City Legal Counsel Item #1. Call to order. Mayor Nelson called the meeting to order at 5:30P.M. Item #2. Invocation and the Pledge of Allegiance. The invocation was given by Chaplain Frank Stephens, followed by the Pledge of Allegiance. Pamela Stampnick - 105 Parkview Lane - on behalf of The Landings Owners Association. Requests the speed limit in The Landings or on Landings Drive be reduced from 25mph to 15mph because the roads in that neighborhood are windy and al lot of vehicles park along the street. There are a lot ofkids out there cycling, walking, and running and often they are forced into the streets because the sidewalks are flooded from the rain. There are other similar nearby neighborhoods that have 15mph speed limits. This neighborhood is off of 390 between Transmitter and 389. Ms. McElroy - Port St. Joe - said they would love tol have a clergy person lead the prayer. Had an issue when the person prayed about the "fathers of the city" when there are also mothers oft the city. Also, when he prayed for the leaders, it is the citizens who should really receive prayer. She went on to speak about a document from the package she had previously handed out that she said was false testimony the City Manager gave to an FBI Agent that she would like to sit with each of them eventually to discuss. She said today she would like to discuss al letteri in that packet from the city manager to aj past sitting commissioner talking about incompetent employees who don'ts show upi for work and put the city inl harm's way and who are constantly insubordinate, and you wouldn't want these people to be a part of your business. She said she feels its time to recall and ask for a grievance committee for the city employees. Feels that if an employee has an issue, then the best thing they can do is write al letter to their supervisor ift they are bullied and should not be afraid to speak out. Lastly, the person who was the Ramie hit and run was an African American man, sO to Ms. Parker - Rhett Place - spoke about being called by name in an assertion they had called for Lynn Haven Pd being disbanded. She read the google article he referred to as evidence and it did not name anyone, sO she asked for an apology. She again spoke about Chief] Ramie and the city should quit taking sin and making it okay. He has proven layers of wrongdoing and unethical The Mayor said he received ai request from the HOA ofThe Landing regarding the speeding. He wonders ifthe HOA has any enforceable rules regarding people parking in theirr roads. The traffic safety committee will look into it as well. The Mayor mentioned his Mowat Highlands town hall meeting relating to their speeding and temporary speed hump installation. Will review the speed Item #3. Coffee meetup at 8am at Solo on Saturday. Thanked the city staff for all Commissioner Perno - thanked everyone in the room for coming out and city staff. Had many people talk tol him about the development. Questions from residents about whati is going on in 12th street right now with the silt fences as they widen the shoulders. Wanted to make it public knowledge that the county is expanding both shoulders for pedestrians and traffic and hope to be Mayor Nelson asked if Commissioners Perno and Vandergrift had any updates from the TPO. Commissioner Perno the next meeting is in August and the Transit Authority is on that agenda. Commissioner Warrick - time with the commissioner on Saturday at Tacos Way at 11.30am. Commissioner Vandergrift - She also had many questions about 12th street. finished before school starts. Item #6. City Manager's Report. A. Warrant list - Commissioner Warrick - questioned the Integrity Group deduction. Ms. Roman confirmed it is the CBDG Grants consultant who charges a percentage of the grant, and this amount is for several years as they catch up on their invoicing. Commissioner Warrick - questioned the Hancock Bank check. Ms. Roman - it was the City Manager Gainer - Said the city is very grateful for the boy scouts and girl scouts who are doing so many things throughout the city. Especially a young boy called Daniel who built a Catio at the animal shelter, the young boy scouts who built the animal platform at the bark park, and the girl scout who is building a whole lot ofb bird feeders to put along the rails to trails. Thanks to the Deer Point Elementary School teacher for the Little Library donation to the LH Bayou Park & Preserve Outdoor Classroom Pavilion. Shade sails are scheduled to be installed at Porter Park Beach Playground in the first week of August. Congrats to the Beef O'Brady kickball team for winning the season - Commissioner Perno kindly sponsored the team. Boys and girls aftercare registration is now open. Music by the Bay starts soon sO this is an early reminder to our boaters that the boat ramp at porter park will be closed on those days. Please look for signs online and at the boat ramp for more details. The CRA Advisory Board is meeting this Wednesday at 3pm online. August gth is the rescheduled Comprehensive Planning workshop. Director said she is unsure, but people from this development would not be able to get through to other developments. Commissioner Warrick asked about traffic during school hours during the actual construction. The developer said they would look at that. Commissioner Perno stated that doing it in phases takes away conçerns about traffic. He gave credit to the developers and thanked them for taking it all into consideration. The Developer said they are setting the courts back Commissioner Warrick asked ifit is something that needs to be approved by the HOA before it can go up. The Mayor asked Mr. Farris to explain the item. Mr. Farris addressed a few recommended updates: Number 1 under 10.66 Cruelty to Animals Prohibited; and Number 3 is about the abandonment issue he raised at1 the pre-commission meeting. This is about animals that are dropped off when the facility is closed, and this is actually a felony and considered abandonment. They will be making signs and placing those up at the facility to ensure Item B -1 if there is an animal locked in a vehicle and appears to be under stress then the animal control will have authority to enter the vehicle - he would recommend changing 10.681 Neglecting and Abandoning #4 - toinclude the wording ifapplicable" for veterinary 10.83 - direct control - duplication in paragraph D and #1 in Section 10.84- -I recommends Miniature horses - ADA considers them a service animal and categorizes it the same as a Mayor Nelson asked about the less than 5lb roosters.
