MINUTES SIRABFAC BOARD OF COMMISSIONERS BUDGET WORKSHOP MEETING JULY24, 2024 4:00 p.m. BELLAS COUN The City ofMadeira Beach Board ofCommissioners held a budget workshop meeting at 4:00 p.m. on July 24, 2024, in the Patricia Shontz Commission Chambers at City Hall, located at 300 Municipal Drive, Madeira Beach, Florida. MEMBERS PRESENT: Anne-Marie Brooks, Mayor David Tagliarini, Vice Mayor/Commisioner District 1 Ray Kerr, Commissioner District2 Eddie McGeehen, Commissioner District3 Housh Ghovaee, Commissioner District4 Robin Gomez, City Manager Clara VanBlargan, City Clerk Thomas Trask, City Attorney MEMBERS ABSENT: CITY STAFF PRESENT: Andrew Laflin, Finance Director/City Treasurer 1. CALLTO ORDER Mayor Brooks called the meeting to order at 4:00 p.m. 2. ROLLCALL City Clerk Clara VanBlargan called the roll. All were present. 3. PUBLIC COMMENT There were no public comments. 4. DISCUSSION ITEMS A. FY2 2025 Budget Workshop #4 The City Manager gave an overview. A final budget workshop is scheduled for August, and two public hearings in September to adopt the FY 2025 Millage Rate and the FY 2025 Budget. The same millage rate of2.75 is proposed for FY2025. Finance Director Consultant Andrèw Laflin explained the changes. 1. Ad Valorem Analysis - The number ofvotes required: July 24, 2024, BOC Budget Workshop Meeting Minutes Page 1 of2 The rolled back rate is 2.5300. Majority Vote is required to accept the rolled back Majority Vote is required for the Maximum Rate Allowed of2.6740 Two-Thirds Vote is required for the Maximum Rate Allowed of2.9414 4/5 Votes are required to keep the Current Rate of2.7500 rate. Mr. Laflin responded to questions from the Board. The Board commented in favor ofkeeping the millage rate the: same, 2.75. 2. Summary of Changes from Previous Workshop Mr. Laflin explained the changes from the previous workshop shown on page 7 of the budget document. He also reviewed the Budget summary by character on page 8 and the operating and capital analysis by fund on page 9. 3. FY2025 Budget by Fund & Department Mr. Laflin responded to questions from the Board. for group insurance for all Commissioners. September or October workshop. the next workshop. Commissioner Kerr mentioned the cost of group insurance in the budget for the Board of Commissioners. The City Manager said he would bring that back. The cost was calculated There was a discussion about grants. The City Manager said he would add that to the Mr. Laflin said he would add some additional narratives to the budget book to focus on at Commissioner Kerr asked about the two locations of the boat docks. The City Manager Commissioner Ghovaee asked ifthey put the Court ofHonor out to bid to get the $250,000 number. The City Manager said no. They have not yet put it out for bid. said John's Pass and ROC Park. 5.
