Mayor Block Called the Meeting to order at 5:00 PM. Roll call for the record: Mayor Milton Block Commissioner Richard Busto Commissioner Marie Rosner Vice Mayor Mark Ciarfella Commissioner Ed Hocevar (via Zoom) ChiefofPolice Dan Kerr Town Administrator Kevin Lucas Town Attorney William P. Doney Town Clerk Ivelisse Chico-Randazzo 2. Public Comments - Public Comments were made by residents Tracy Siani, Bill Gilbane and Geoffrey Etherington. Tracy Siani commented that before deciding on the prospect of changing from our present form of government, she would like to find out what went wrong and why with the present form of government with seeing its 63 years of successful management and simply fixing what went wrong. Bill Gilbane showed his support for the Town Manager structure. Geoffrey Etherington stated that Bob Sommerville wrote a letter on alternate approaches. He stated that it would be nice to know what went wrong and there are many solutions to the problem. 3. Vote: To approve Consent Agenda a. September 2023 General Operating Fund Budget Report & Financial Statements. b. Minutes from September 11,2023, First Public Hearing on Taxes and Budget. Minutes from September 11, 2023, Regular Commission Meeting. d. Minutes from September 25, 2023, Final Public Hearing on Taxes and Budget. Motion: Commissioner Busto made a motion to approve the consent agenda Second: Commissioner Rosner seconded the motion. Motion passed 5-0 4. Commissioner/Staf, Reports a. Town Administrator- Town Administrator Kevin Lucas publicly apologized to Mayor Block for correcting him at the previous meeting. He also addressed the A/C work, stating it was being worked on putting the coating to prevent rusting and they will be repaired and installed in the following week. Chief of Police- ChiefKerr gave an update on the Department. He stated the upper management oft the Department has been streamlined, they no longer have a deputy chief, a captain or a lieutenant. There are two sergeants, aj patrol sergeant, and a detective sergeant and 5 full time police officers. They have also increased the number of patrols. In July there were 1,200 crime prevention patrols, in August there were 2,013 patrols and in September there were 2,520 patrols. Chief Kerr stated that when he first started, he noticed there were: not al lot of patrols and felt that one of the first focus was to increase the patrol and visibility. He also mentioned that Officer Richie Roberts rescued a paddleboarder that was in d. Code Enforcement- Mayor Block reported there were 18 Code Enforcement Commissioner Reports- Commissioner Rosner reported on the Social Committee, she announced some of the events that will be taking place in Town. Commissioner Hocevar stated he was in touch with Billfish, the. A/C company. He also asked about the mold report and the findings. Town Administrator Kevin Lucas stated that the results were preliminary. Commissioner Busto stated he wants to challenge Town Administrator Kevin Lucas on the report for the operational audit and provide a detailed report on how they are going to address Vice Mayor - Vice Mayor Ciarfella asked for an update on the disposition of h. AN ORDINANCE OF THE TOWN OF JUPITER INLET COLONY PROPOSING A COMPLETE REVISION OF THE TOWN CHARTER IN ORDER TO TRANSITION TO. A COMMISSION-MAMAGER FORM OF GOVERNMENT; BY PROVIDING FORI POWERS AND DUTIES OF THE TOWN COMMISSION; PROVIDING ELECTION PRODEDURES; PROVIDING FOR THE: SELECTION, POWERS AND DUTIES OF A TOWNI MANAGER; PROVIDING FOR A TOWN CLERK, TOWN ATTORNEY AND CHIEF OF POLICE; PROVIDING FOR INITIATIVE AND REFERENDUM PROCEDURES; PROVIDING GENERAL PROVISIONS AND AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. Motion: Commissioner Busto made a motion to approve the Ordinance Second: Commissioner Rosner seconded the motion. Motion passed 5-0. Commissioner Rosner made a statement stating that as Commissioners they made an oath tor represent the residents. She stated that the Charter change is like re-writing the Constitution oft the United Stated. She thinks they need a little more time on this, and a proper workshop is needed where the Commissioners can go line by line with the proposed charter and know what effects it can have on the community. She stated that there are: residents who do not understand what is really happening. She asked that this be tabled so it can be revisited another time when they have aj proper committee to go over the charter. Commissioner Rosner made ai motion to table this. Motion was not seconded. Commissioner Busto stated that while they can debate strong mayor VS town manager form of government, they are going to have four open seats for Commissioner, which may be hard to fill but they are going tol have a harder time to find someone to fill the Vice Mayor Ciarfella disagreed with Commissioner Rosner, he does not believe that postponing the adoption oft the ordinance will be in the best interest of the Town. He Commissioner Hocevar stated that he agrees with mostly everything Commissioner Rosner stated but he thinks that there may be a few: more questions because there have Vice Mayor Block read the amendments to the Ordinance and a vote was taken. Vote: Approval of the First Amendment to Interlocal Agreement for Code Enforcement Services by and between the Village ofTequesta and the Town of. Jupiter Inlet Colony.
