Roll call for the record: Mayor Daniel J. Comerford III Vice-Mayor Milton Block Commissioner Richard Busto Commissioner Lisa Hines Commissioner Marie Rosner ChiefofPolice John Pruitt Town Administrator Kevin Lucas Town Attorney William P. Public Comments: Tracy Siani commented on the Halloween Party stating that it wasa wonderful event. Cindy Keim asked how many children are in Town and the ages sO that the Garden Club can do some age specific activities. She was informed that she can look at the directory. Another resident made a comment on the street sweeper and the times they come into Town to clean the roads. Mayor Comerford stated they would speak to the street sweeper and have the schedule adjusted. 3. Vote: to approve Consent Agenda a. October 2022 General Operating Fund Budget Report and Financial Statements b. Minutes from October 11, 4 2022, Regular Commission Meeting. Motion: Vice Mayor Block made a motion to approve. Second: Commissioner Rosner seconded the motion. Motion passed 5-0. 4. Commission/Staff Reports: a. Town Administrator- No Report b. Town Clerk - Reminder that the Municipal Election is March 14, 2023, and the qualifying period is open from November gth at noon until November 29th at noon. ChiefofPolice- ChiefPruitt commented that we were very fortunate to not have been affected with the hurricane. He is hoping that there will be nothing more for The groups open for election are Groups 1,3,&5. the year. d. Code Enforcement- Mayor Comerford reported that there were 4 incidents reported to Code Enforcement regarding permits and no violations. Commissioner Reports-Commisioner Busto brought up the issue of charities but was informed by Mayor Comerford that charities will be discussed at the next Commission meeting. Commissioner Rosner stated that she had ai report about a contractor was working on a Sunday and she spoke to the contractor to let them know they are not allowed to work on Sundays. She also stated that there are some people who tend to use the dumpsters on Lighthouse Dr. for their own g. Vice-Mayor - Vice Mayor Block stated he had an event at the Manatee Lagoon, h. Mayor Comerford- Mayor Comerford reported that the Welcome Back party would be held on Friday, November 18th and he would make a calling post about Town Attorney -No Report personal use. and it was a very nice event. it. 5. Vote: Second Reading: Ordinance 2022-01 ANC ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF JUPITER INLET COLONY, FLORIDA, AMENDING CHAPTER 9. NUISANCES, SECTION 9-7 OF ITS CODE OF ORDINANCES BY DELETING THE CURRENT SECTION 9-7. HURRICANE WATCH; SECURING OFCONSTRUCTIONSTES IN ITS ENTIRETY AND BY ADOPTING A NEW SECTION 9-7.1 TROPICALSTORMPRMPREPAREDNESS: SECURING OF CONSTRUCT/ONSTESIN. ORDER TO PROVIDE ADDITONAL REGULATIONS PERTAINING TO THE SECURING OF CONSTRUCTION SITES IN THE EVENT OF A DECLARED TROPICAL STORM WATCH OR WARNING OR HURRICANE WATCH OR WARNING IN PALM BEACH COUNTY OR MARTIN COUNTY; PROVIDING A CONFLICTS CLAUSE, A SEVERABILITY CLAUSE AND AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. AND. PARKING RESTRICTED OF ITS CODE OF ORDINANCES IN ORDER TO. REVISE THE REGULATIONS FOR SPECIAL EXCEPTION PARKING; PROVIDING FOR ADDITIONAL ENFORCEMENT THROUGH CODE ENFORCEMENT PROCEEDINGS; PROVIDING AUTHORITYTO CODIFY, A CONFLICTS CLAUSE, A SEVERABILITY CLAUSE AND AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. Motion: Vice Mayor Block made a motion to approve. Second: Commissioner Hines seconded the motion. Motion passed 5-0. 7. Vote: To award RFP for Reconstruction of Beach Walkovers- Mayor Comerford discussed the Beach Walkovers, saying that the cost will not come out oftaxpayer dollars but come from the $500,000.00 left over from the Sewer project. The cost of the project is $144,000.00 for the North Walkover and $124,000 for the South Walkover for a total of $ 268,000.00. The project will be awarded to Murray Logan Construction.
