Roll call for the record: Mayor Daniel J. Comerford III Vice-Mayor Milton Block Commissioner Richard Busto Commissioner Lisa Hines Commissioner Marie Rosner Chief of Police John Pruitt Town Administrator Kevin Lucas Town Attorney William P. Doney Town Clerk Ivelisse Chico-Randazzo Also present 6 members oft the Community via zoom and in person 2. Public Comments: Cindy Keim made a request to the Commission to change the Commission meetings back to 7:00pm due to other people not being able to attend in person or via zoom. She also spoke about alerting the residents on the agenda via calling posts and/or emails. Vice Mayor Block stated that he is not opposed to sending out an email with the agenda. Mayor Comerford stated that he is not opposed to calling posts and email blasts to alert the residents on what is on the agenda. 3. Vote: to approve Consent Agenda a. December 2022 General Operating Fund Budget Report and Financial b. Minutes from December 12, 2022, Regular Commission Meeting. Motion: Commissioner Busto made a motion to approve. Second: Commissioner Rosner seconded the motion. Statements Motion passed 5-0. 4. Commission/Staft Reports: a. Town Administrator- Kevin Lucas stated he was voted in as the Secretary for the Palm Beach County City Managers Association and they had a discussion regarding congratulating all Law Enforcement Officers on the donations that were given to the hurricane victims on the West Coast, and a special thank you was given to Chiefl Pruitt for his hurricane relief efforts. b. Town Clerk-The election qualifying period is over, and we will not have an election. Everyone was unopposed but we will have one new Commissioner who Chief ofPolice- Chief Pruitt congratulated the Commissioners on being reelected. He announced that we have ai new Police Officer, Alan White. Santa Claus will be making an appearance at Caroling in the Park. ChiefPruitt made an announcement regarding Cato's Bridge, will be closed overnight for repairs beginning at 5:00pm on 1/28/23 until 8:00am on 1/29/23 and again at 5:00pm on 2/4/23 until 8:00am on 2/5/23. ChiefTrube will have fire rescue stationed here d. Code Enforcement- Mayor Comerford reported 4 incidents which were will replace Commissioner Lisa Hines. overnight. regarding permits. No violations issued. Town Attorney No Report Commissioner Reports- No Report Jupiter on the Wastewater Program. Vice-Mayor- - Vice Mayor Block stated that Palm Beach County has two new Commissioners, he is looking forward to meeting them. He is still working with h. Mayor Comerford- Mayor Comerford congratulated the Garden Club on a successful holiday Blooming Market. Mayor Comerford assisted in selling commemorative bricks to help fund the Garden Club. The Park is having all new electric and irrigation installed at the park. They also had 10 new trees planted in the park. Caroling in the Park would be held on Christmas Eve, the time would be determined. The candidate filling period closed at the end ofNovember and Commissioner Busto and Mayor Comerford were unchallenged and the open seat for Commissioner Hines will be filled by Mark Ciarfella. 5. Vote: Second Reading: Ordinance 2022-02 AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF JUPITER INLET COLONY, FLORIDA, AMENDING CHAPTER 17TRAFFIC AND MOTOR VEHICLES BY AMENDING SECTION 17-3 STOPPING, STANDING. AND. PARKING RESTRICTED OF ITS CODE OF ORDINANCES IN ORDER TO: REVISE THE REGULATIONS FOR SPECIAL EXCEPTION PARKING; PROVIDING FOR ADDITIONAL ENFORCEMENT THROUGH CODE ENFORCEMENT PROCEEDINGS; PROVIDING AUTHORITY TO CODIFY, A CONFLICTS CLAUSE, A SEVERABILITY CLAUSE AND AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. Motion: Vice Mayor Block made a motion to approve. Second: Commissioner Rosner seconded the motion. Motion passed 5-0. 6. Vote: First Reading: Ordinance 2022-03 AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF JUPITER INLET COLONY, FLORIDA, AMENDING CHAPTER9 NUISANCES OF ITS CODE OF ORDINANCES BY CREATING A NEW SECTION 9-7.5 TROPICAL STORMPREPAREDNES: SECURING PROPERTIES IN ORDER TO PROVIDE REGULATIONS PERTAININGTO THE SECURING OF PROPERTIES IN THE EVENT OF Al DECLARED TROPICAL STORM WATCH OR WARNING OR HURRICANE WATCH OR WARNING IN PALM BEACH COUNTY OR MARTIN COUNTY; PROVIDING AUTHORITY FOR THE TOWN TO ABATE Al NUISANCE; AUTHORIZING THE TOWNTOI IMPOSE A LIEN ON PROPERTY FOR THE COST OF ABATING SUCH A NUISANCE; PROVIDING AUTHORITY: TO CODIFY, A CONFLICTS CLAUSE, A SEVERABILITY CLAUSE AND AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. Motion: Vice Mayor Block made a motion to approve. Second: Commissioner Rosner seconded the motion. Motion passed 5-0. 7. Discussion: Use of Artificial Turf A lengthy discussion was held regarding the use of Artificial Turfi in front yards. Vice Mayor Block stated that an ordinance on artificial turf was created a while back and his concern is permeability. He stated that the idea ofhaving artificial turf defeats the idea of green space and permeability because God forbid we have a storm, the best thing for absorbing water is grass and dirt. He is skeptical of this and opposed but is willing to listen. Commissioner Hines stated that while she was on the Building & Zoning Committee, they had a request for artificial turf due to health reasons and at the time, there was quite al bit ofresearch done and technology might have evolved by now but in her opinion, this should go back to the Building & Zoning Committee for further discussion. Discussion was ended by the recommendation ofit going back to the Building &2 Zoning Committee for further discussion. 8. Discussion: Donations and Charitable Giving A lengthy discussion was held regarding Donations and Charitable Giving. Vice Mayor Block stated that the Town needs a policy as to how the Town will deal with Donations and Charities. Commissioner Busto stated that he was the one who asked this topic be added to the agenda. He stated that he does not have aj problem with the Town deciding who the Town will support but does not believe that a Government entity should be calling constituents to give to a specific charity. Commissioner Hines stated that no good deed goes unpunished, and the Town should not be involved in this because the Town cannot say yes to everything. Commissioner Rosner stated that as a Town we should give mutual aid to other Towns, and she also agrees to have a policy in place because people do take advantage of others. Mayor Comerford agreed that a policy is needed. Mayor Comerford mentioned that Chief Pruitt was criticized for lending aid to people who were hit by the hurricane and bringing supplies to the West Coast. The Mayor was also criticized for making announcements soliciting aid for those hit by the hurricane. The Commission agreed that a policy needs to be put in place and asked' Town Attorney Doney to prepare a policy regarding Donations and Charitable Giving. 9. Wrap-up and adjourn.
