JUPITER INLET COLONY SPECIAL COMMISSION MEETING LIVE. AND VIA ZOOM Meeting ID: 585 628 8134 06.20.2023 3:00 PM MINUTES 1. Vice Mayor Block Called the Meeting to order at 3:00 PM. Roll call for the record: Vice-Mayor Milton Block Commissioner Richard Busto Commissioner Mark Ciarfella Commissioner Marie Rosner Town Administrator Kevin Lucas Town Attorney William P. Doney Town Clerk Ivelisse Chico-Randazzo ChiefRobert Schultz Also present approximately 40 members of the Community via zoom and in person. 2. Vote: Vice Mayor Block's Resignation. Vice Mayor Block stated that because ofh his resignation of Group 4, Commissioner Busto will run the meeting and call for applications for Seat #1. Commissioner Busto took over the meeting, calling for a vote to accept Vice Mayor Block'sr resignation. Motion: Commissioner Rosner made a motion to accept Vice Mayor Block's resignation. Motion passed 3-0. Second: Commissioner Ciarfella seconded the motion. 3. Public Comments: Lisa Hines thanked Sgt Folbrecht for responding to her residence for an incident and helping her out. Lisa Hines also made a comment appealing to the residents of the Town to treat Town employees with respect. Carmen Grainger made a statement asking if the comments or questions after the meeting SO that things don't become redundant. She also suggested that the Commission have 7 Commissioners and they each have aj job, such as having aj police commissioner, a building commissioner and under the commissioners, they have people who are interested in helping them. Taw Richardson stated he is perplexed that the Town has a log complicated process to pick a police chief but a very short process for selecting a Mayor. Commissioner Busto commented that the process to select a Chiefis more rigorous this time than in the past but the selection of the Mayor is a little different because we need someone to lead the town during the transition. 4. Vote: To: fill Seat #1 Commissioner Busto asked if anyone would want to make a nomination or comment. Commissioner Ciarfella nominated to vote Chip Block in as Mayor, Commissioner Rosner seconded his nomination. The Town Attorney stated that the procedure would be toadopt ai resolution to fill the vacancy. Motion: Commissioner Ciarfella made a motion to nominate Chip Block for mayor. Motion passed 3-0. Second: Commissioner Rosner seconded the motion. Mayor Chip Block was: sworn in as Mayor of. Jupiter Inlet Colony by Deputy Town Clerk Kathi Cornelius. Mayor Block read a statement stating that he would make regular updates to the Town. He stated that by law, he may not be able to discuss certain things. He stated that the Town will be going through aj process to create ai new Town Charter and there will be a workshop. He stated hei is open to suggestions. He stated that at the next meeting in. July, they are going to fill the seat he just vacated, Seat 5, if anyone is interested in filling that seat, they should send an email to the Town Clerk. 5. Items discussed not on the agenda: Commissioner Busto commented that he has known Mayor Block for a long time and the Town is lucky tol have him volunteer to be Mayor and he is delighted to serve with him. Commissioner Busto stated he would like for the Commissioners to agree to have the existing auditors conduct a special audit as soon as possible and present their findings to the Commission. Commissioner Ciarfella stated it would be a great idea. Commissioner Rosner agreed and also stated that there needs to be parameters ofhow long, what they are looking for, from what date to what date and to also price other auditors because it can be expensive. Motion: Commissioner Ciarfella made ai motion to do an audit on the financial condition from the last audit to current. Second: Commissioner Rosner seconded the motion Motion passed 4-0 6. Mayor Block stated he wants to add Joe Santoro oft the Gunster Law firm to the legal team to be ofcouncil because the Town has legal matters they are facing and the Town needs as much legal power as possible. Joe is the utmost finest employee litigator in the State. Motion: Commissioner Ciarfella made a motion to add Joe Santoro to the legal team and agrees to a cap of$10,000. Motion passed 4-0 Second: Commissioner Rosner seconded the motion. 7. Wrap-up and adjourn. Motion: Mayor Block made a motion to adjourn the meeting at 3:24 p.m. Second: Commissioner Busto seconded the motion. Motion passed 4-0.
