TOWN OF LAKE HAMILTON TOWN COUNCIL SPECIAL MEETING TUESDAY,AUGUST 20, 2024 MINUTES 6:00 PM The Town Council ofLake Hamilton held a Special Meeting on Tuesday, August 20, 2024, at 100 Smith Ave., Lake Hamilton, FL 33851. CALL TO ORDER INVOCATION Mayor Wagner called the meeting to order at 6:04 p.m. The invocation was given by Roberson. PLEDGE OF ALLEGIANCE Pledge of Allegiance led by all. ROLLO CALL Wagner, Roberson, Slavens and Mathis were present. Staff: Town Clerk Borja, Interim Town Administrator Sandoval, Interim Town Attorney Sabatini, Public Works Director Henry, Interim Chief ofPolice Votour and Finance Director Peterson were present. SPECIALMEETING BUSINESS The Approval Phase 2 Wastewater Treatment Facility Design The Town commissioned Pennoni to design ai modest 1,050 ft2 operations building on 5 December 2023. However, during the design the Town subsequently requested ai few additional facilities, amenities, and enlarged the operations building to 2,4001 ft2 with an additional 800: ft2 drive-thru garage/workstation (3,200 ft2 total). Addition design services will be required to modify the design plans and bidding documents to accommodate this request. This additional design effort is time sensitive as the Town desires for the enlarged building will bei included in the Town's bid advertisement in July 2024. Ift the Town desires for Pennoni to prepare design and bidding documents for the proposed improvements, which can then be included in the Town's planned FDEP grant/loan funding request to FDEP. Approval of the Lead Pipeline Inventory and Planning Steve Elias from Pennoni and Public Work Director Henry presented August 20, 2024, Special Council Minutes Page 2 All community and non-transient noncommunity public water systems, regardless oft the size of the system, are: required to complete the EPA mandated Lead Service Line Inventory (LSLI) by October 16, 2024, under the Lead and Copper Rule Revisions (40 CFR 141.84). For the Inventory spreadsheet that must be completed and submitted to FDEP. Pennoni will provide professional consulting engineering services for this Project. Funding assistance was approved by the FDEP Drinking Water State Revolving Fund (DWSRF) in August 2023 ini the amount of $200,000 (49% grant and 51%. loan at 0% interest rate), which will initially fund inventory, design, and planning efforts. In addition, $20,000 (49% grant and 51%1 loan), was subsequently approved by FDEP in February 2024 to fund short-term construction/repair activities to replace lead service lines at the Town's discretion.
