Comments by the Public: Page1of15 Ted Guterrez with the Small Business Success stated that hei is with University ofl Missouri St. Louis (UMSL) and the St. Louis Small Business Development Center. Mr. Guterrez said the Ferguson Empowerment Center at 9420 W. Florissant has recently opened. He stated that the Small) Business Development Center: is a resource thati is provided and funded by the Missouri Small Business Administration. He described some oft the recourses available for Small Business Owners and entrepreneurs. Mr. Guterrez said most oft thes services are: free of charge. He said there are some brochures located in City Hall and1 hej just wanted to introduce himselftot the community. He said hel looks forward to working withs small businesses in the area. Nancy Sparks of 7223 Sapphire addressed derelict vehicles, solid fences residents are told they are not allowed tol have, and the easements ini the City. She saidt the City looks likea a trash City. Ms. Sparks said thati iti is pitiful what people will allow. She would liket to speak with someone about sending aj postcard to every occupied homei in the City toi notifyr residents they may not haves solidi fences, derelict vehicles, and to clean up the easements. She stated the easements belong to ther residents. She thanked Ameren fora ast taking care oft resident'st trees at no cost. She asked ifs someone from the City could follow up withl her. Mayor. Austin asked Ms. Sparks to Troy Curtis ofl Moses Dixon Lodge, Prince Hall Masons of Missouri. Mr. Curtis said his organization is a charitable organization providing community assistance in various forms to the City ofJ Jennings. Hes stated hei recently spoke with Councilman and Councilwoman Epps about conducting a community clean-up day on Saturday March 16, 2019 from 10 am to 12:00 pm (noon) in Ward 4.1 Mr. Curtis said hei is co-sponsoring, hopefully the first ofmany more clean-up Gary. Johnson of 7052 Florence. PL. Mr. Johnson asked the Ward 3 Councilwomen to explain during the Councilmembers: report, how they have supported economic development in the City when they have voted no on several proposed bills that would have provided economic development tot the City. He asked what bills the Councilwomen havei introduced in alignment witht the City's comprehensive; plan since they have beeni in office. Mr. Johnson asked the entire Council what their position was on the St. Louis City/County Merger, how have they been involved, and how are they transferring information to their constituents. Robert Cotton of7119 Garesche. Mr. Cotton asked for an update ont the properties the City has fors sale. He asked when the list of properties would bej provided for those interested in purchasing any ofthe properties. Hes said tol his understanding there is a problem with the River Roads Development. Hes said therei is a fight! between the developer and Missouri Sewer District (MSD). He asked for an update ont the MSDi issue. He: said he does not feel the developer should pay for something that has nothing to do with the development. Mr. Cotton explained why hei felt Sam replied MSD andt the Developers are sorting it out, and currently iti is best for the City tol let thep partiesi involved work itc out, without making aj public comment about thei issue. Mr. Cotton saidi ifthe City decides they are goingt tol build ai new City Hall and Recreation Center on] part of thep property, then the City willl have the samei issue withl MSD. Sam disagreed, and said Mr. Cotton is speaking about a different deal. Sam said that as each deal happens, the City isi in negotiations and working withl MSD to geti it done. Sam stated as far as ai new City Hall or Mayor Austin said for thel listing of properties for purchase the City, the City is still waiting to receive the deeds from St. Louis County. She said once the City gets the deeds there will be a posting on the City's website withi information about the next auction. Mayor Austin said she does not want toj putt the list of auction properties out and havet to change iti ifs someone pays their taxes. Shes saidt thel list will come out once the City receives all of the deeds hopefully within the Mr. Cotton said hel has been talking about Sapphire Park fora a very longt time and nothing has been done. He: said part of. Jennings Station Roadi is buried at Sapphire Park. Mr. Cotton asked when thej park would be cleaned up. He stated all the City's money is being spent at Lions and Koeneman Park. He asked for the City to come down and improve the parks at the south end of Jennings. Doris Green of 8630 Clifton, expressed deep dissatisfaction and frustration with thes senior developments. She asked the Council tot think aboutt the third phase of the senior building development. Shes said there are al lot ofi issues. Ms. Green wanted to also make the Council aware the seniors rent can go up to $1,000.00. She said yes, the apartments look nice, but no one knew the: rent would increase sO1 much. She continued to express. her dissatisfaction and frustration with thes senior buildings and the development of thet third phase. She asked the Council "if we don'ts stand upi for our seniors then who will?" Sam confirmed thej properties Ms. Green was talking about. Hes stated Ms. Green has previously sent him the rental lease, and letter ofincrease tor review for the senior building. He said hei replied in writing tol Ms. Green and another resident. Ms. Green agreed with Sam's recollection. Sam said everyone hast tol be careful about what they are signing. Hes said the property is under the supervision of thel Missouri Housing Commission. Hes said every rent increase the property does, essentially has to go through the State ofl Missouri. Sam continued to say for better or for worse thel landlords for the properties are doingt that. He said anybody would have al hard time trying to say thel landlords are doings something wrong, when they are under the supervision oft the State. Ms. Green said she understands that, but the Council has the: right to say yes or no to the third phase ands shei is asking them tos stop the third phase until the landlords put something in writing that they will not Councilwoman Dugger said shel has mentioned some oft thei information Ms. Green is giving at thel Planning Commission meeting. Councilwoman Dugger said she spoke to thel building manager and was advised thel building can do 2%i increases. Shes saids shel has pictures of cracks int the walls and foundation in some of thea apartments in the second building. Councilwoman Dugger said therei is a concern in thes seniorl buildings that the Council should be aware of. She said the Council wants toi makes sure that people are not movingi into something thati is just thrown up and being charged money tol bei in something that "looks pretty" buti is not built well. Ms. Green asked when thel building was inspected, wasi iti inspected thoroughly, or was it just approved because the first building was done correctly. Councilwoman Dugger agreed with Ms. Greens question andi reiterated the first phase "seemed" tol look likei it was done correctly. She said when shes spoke to. Jim Bender, the manager for SWI Holdings, she was told there havel been no complaints. Councilwoman Dugger saidi residents have come forward and have complained about the second phase ofthe senior buildings. Shes said there should not be cracks in a building thati isl less than a year old. Shes stated the cracks in the foundation are not from settling, the cracks show something should not have passed. Councilwoman. Jones saidt the third phase is not on the agenda for tonight. Councilwoman. Jones continued to say she spoke with Henry Johnson about thei inspection process. Mr. Johnson said the complaint was brought before thel Planning Commission. He said oncet the complaint was made, thep property owners, andt third phase developers, sent a crew to assess the damage in the two apartments that were listed in the complaint. He went ont tos say there was no structural damage of anyl kind. Mr. Johnson saidi if anyone has pictures tos show him there was damage to the foundation or settlement, hei is willing tor review them. He statedt the report that came back to the City of] Jennings was that there was "normal stress related cracks" (lines ini the celling) int two apartments. Mr. Johnson said the cracks are ar result oft the "drying out" oft the wood timbers that were used in the trusses ini the ceiling. Mr. Johnson described the drying out process that can occur. He: stated that the cracks were onlyi in the two apartments listedi in the complaint and there was no evidence ofs structural damage. He continued tos say when thej property was built the City performed every inspection that was required by code and ordinance, andt thel buildingi passed. Councilwoman Dugger stated that she doesl havej photos, and she would be glad tos sit down and discuss them with Mr. Johnson. Ms. Green said that she does not] know aboutt the structure, shei is just talking about the seniors being ablet to afford tol livei in the building. She reiterated that ifthel landlords are taking advantage oft thes seniors. Shes said shet thinks the Council should stop the third phase from being built. She saidi ifthe developers know the City is not just goingt tol bej pushed around and keep letting them build, thent they would reconsider how they are treating the: seniors. Councilwoman Jones askedi ift thes seniors haves at tenant association or an organized body in thel building. Ms. Green replied they do not.. Another resident made ani inaudible comment. Ms. Green said that she isj just speaking forl her mother, who mayl have to eventually move out ofher senior building take advantage oft the seniors by raising the rent. She said there are seniors ini the building who do not even] know what they are going Councilwoman Dugger asked Sam how the City would be able to assist the residents, since the property is private. Sam replied any resident can allow anyone in tol look at their apartment. Councilwoman Dugger clarified her question is about thei rent increases. Sam said residents would need to submit complaints to the Missouri Housing Authority, the. Attorney General's Office, and the City can write al letter on thei resident'sb behalfi inquiring about thei rent practices. Hes said ther renti increase isi not a fraudulent practice, buti if enough noisei is made about it, then State will comei in andi review thei increases. Councilwoman Dugger said the City should writea letter to support thei residents. Shei repeated she was told the rent can increase 2% each year and thati may notl have been clearly communicated to the seniors moving in. Ms. Green said she knows the City can'td do much about the rent, but shei is asking the Council to stop the third phase Councilwoman, Dugger said the question came up about the MSD and developers' issue. She said the issuei is between MSD and the developer. She continued to say the developer came to the Planning Commission meeting to discuss something else and the issue with MSD must have been on hisl heart to discuss, because the developer is the one who brought the issue up to discuss. Councilwoman Dugger said the developer said thei issuei is MSDi iss saying the developer isr responsible for paying for the sewer lateral repairs that need to be done. Shes said she agrees thes seniors needt to bes safe. Shes said ifthe sewerl lateral needs tol bei repaired the developers need to doi it. Shes said "you" cannot go anywhere else and say what "you" don't want to do. She continued to sayt thati it doesn'ti makes sense tol her the developers don't want to do, what MSD is asking them to do so the structure can be sound. Councilwoman Dugger saidt the City's first priority is to makes sure "if' the third phasel happens the residents would be safe. Ms. Green saidt the developers paid al lot ofr money to tear the bank down for the second phase andi now the developers are trying toi recoup their money somehow. She said the developers are recouping their money from the senior's" "pockets" andi iti is noti right. Councilwoman Dugger apologized ands saidt that River Roads has been" "her thing" since 2014. She said the City madeit ar requirement for thes second phaset thel bank be demolished prior to occupancy oft the second building. Councilwoman Dugger explained the developers sued the City so they would notl have to demolish thel bank, but lost. She stated the developers did not want to spend thei money to demolish the bank. Councilwoman Dugger said anyone comingi int tot the City of] Jennings community should give the City and its residents the utmost respect, and "we" deserve that. David Green of 8630 Clifton, said St. Louis County has been doing work onl Lexa, McLaran, and Switzer and] has not come back to finish the projects. He askedi ifa anyone knew when the County would be coming back toi fix the streets or are, the streets just going to stay how theyare. Jim said St. Louis County is pouring concrete on' W. Florissant, but weather has been" "wet". He said once the concrete is poured, thent the county wouldi milli it six feet wide andt two inches on topa and put asphalt on top.. Jims said St. Louis County is working on the streets, but the weather Mr. Green said the City repaved onel block ofMcLaran. He asked why all ofMcLaran wasi not repaved.. Jim advised all ofl McLaran was not repaired or repaved due tol budgetary restraints. Jim said the City isi restricted witht thel budget on which streets can be repaired. He said that all of McLaran cannot! bei repaired because there are other streets ini the Cityi ini need of repair as well. Jims said ifthel budgeti is approved, the next phase of repair onl McLaran would be: from Clifton to Atkins (ort the street right past Emily). He continued tos sayi if approved in thel budget for the following year (2020-2021), the McLaran street repair would go from Atkins to thei railroad Lorraine Clower of5 5446 Helen, said therei is al lot of trash all over the City. She askedi ift the Council iss seeing the trash andi ifthe City is doing anything about it. She asked whati is happening with the "focus on 4" program. Shes said with the focus on 4j program there were some Ms. Clower said shel has come to the Council meeting SO1 many times about the vacant house in the5 54001 block of Helen. She stated there are over ninel homes in a row vacant on top of the hill, with high grass. Ms. Clower asked when the vacant homes on Helen would be demolished. She stated that shei is going to assume the vacant homes onl Helen are for auction, andi ifs so, how long will they be on the auction list beforel being demolished. Shes saidi in one ofther nine vacant homes onl Helen water is continuing to come though the basement. Ms. Clower saids shel has previously reported the wateri in thel basement tot the City, andi nothing has been done. She asked what does she or the community need to do to get the vacant homes demolished. Shes said the vacant homes area safety issue for the children, and residents in the area. Mayor Austin asked] Henry. Johnson to respond about the 54001 block ofHelen and Ms. Clower's claim that nothing has been done to the block sincel Mayor Sutphin. Mr. Johnson saidt there arej properties in the 54001 block Helen, offof Emma, on both sides oft the streett that are derelict, vacant, and abandoned. He said thej properties havel been vacant for quite a while, and the average cost to demolition is 13,500.00. Mr. Johnson said the demolition cost can increase ifh hazardous wastei is part oft thel home. He listed somethings that could be considered. hazardous waste. Hes said therei is an additional cost of $3,500.00 for a wet demolition. He stated there are numerous properties in all: four wards throughout the City that are vacant, and the budget is nota available to demolish them all at once. Mr. Johnson said hei is aware oft thej problem, and the Cityi is trying to address it as quickly as possible. He saidt the City is offering any salvageable vacant properties to the general public, through the auction process, and other redevelopment or rehabilitation projects. Mayor Austin asked ifa any oft the vacant homes from Helen were going tol be on the auction] list. Mr. Johnson said yes, but! he would need to check to see which ones they are. Ms. Clower stated only three homes would be ont thel list from Helen. Mayor Austin asked Ms. Clower how shel knewl how many properties would be ont the auction list when the list has not been madej public yet. Ms. Clower replied she goes to St. Louis County and they tell her which homes. Jennings owns. Mayor Austin said the auction list may contain morel homes from Helen, than just the three the City currently owns. Ms. Clower saidt that she wasi not sure, but she can only say what shes sees. Mayor Austin asked. Jimi ifthel homes havel been cleaned up int the preceding fivei tos six years. Jim replied hel knows the homes on Helen were cleaned last year, but hei is not sure ift they were cleaned: multiple times.. Jim saidt thel Public Works and Building Departments are collaborating to get all the. Jennings owned properties listed and cleaned up and send letters to other properties that need tol be cleaned, to start the lien process, sot the City can clean them up. Ms. Clower said thel homes onl Helen have only been cleaned once per year around. August. Mayor Austin said she would follow up with. Jim. Ms. Clower continued to express her frustration and concerns about the vacantl homes int the 54001 block ofHelen. Mayor Austin asked ifMs. Clower previously came tot the City with a complaint about the home next door tol her. Mr. Johnson clarifiedN Ms. Clower purchased thel home next door tol her, andt the City cut down al big tree ont the property next door to the additional home shep purchased, at her request. Ms. Clower saidi iti is not that she isi not appreciative for the things the City has done, shei isj just saying that there: is more that still Jane Brown 2328 of Ada Wortley, congratulated Deletral Hudson ont the beautiful job done w the Winter Newsletter. Shes said there is very good information inside ofther newsletter, andi itis simply beautiful. She said as soon as youl hand out the Newsletter people are starting to readi it, as you are talking. Ms. Brown thanked Ms. Hudson again for the newsletter and all the efforts that Katherine Coleman of 9447 Wilson Bridge, apologized tol her councilpersons for not coming to them first with her complaint. She saids shel has been putting it off, but therei isa al lot oftraffic in and out oft thel house next doort tol her. Shes said shel had company last night (March 10, 2019) and there was al line to geti into her driveway, because oft the traffic from the neighbor's house. Ms. Coleman askedi ifthe police can come and monitor the traffic on Wilson Bridge. Councilwoman Dugger askedi ifMs. Coleman was referring to the church or herl home. Ms. Coleman said her Mayor Austin said' Tyrone Lee and Cortez Burnett both signed up to speak during public comments about] Krab Kingz. She asked both ifthey wanted to address the Council again. Both needs tol be done. have gone into it. home. declined the offert to address the Council again. 3. Councilmember's Reports Councilman Allan Stichnote: Councilman Stichnote said during the. January Council meeting he reported not tol leave cars running unattended int the driveway, and on the streets. He saidt there havel been over 60 cars stolen in. January and February. He is remindingi residents to watch their cars when they are warming them up. Councilman Stichnote thanked. Jim andt the Public Works Department for taking care of thes streets when they goti icy. Councilman Stichnote said when calling 911 from your cell phone ask themi ift they are with St. Louis County or City Police. He described an incident when he called 911 from] his cell phone and got St. Louis City Police. He said afters several questions, and several minutes later it was determined that hel had been routed to St. Louis Cityi instead ofSt. Louis County. Councilman Stichnote said! hel hadt toj place as second call to St. Louis County Policei in order to get the incident resolved. He: said when calling 911 from you cell phonei it will go to the closest 911 cellular tower. Councilman Stichnote reiterated tol be sure and ask the dispatcher ift they are with St. Councilman Stichnote said the St. Louis County Police. Department towed 176 cars, between December and February, that were parked on the street. He said also tol look at Koeneman Park, the fencing around thel basketball courti is up and flooring willl be laid soon. He said the bridge is in, and thej pavilion is 99% done, landscaping willl be done next. Councilman Stichnote said be Councilwoman. Miranda Jones: Councilwoman Jones said shei is extremely excited to be at the Council meeting. Shes saidt the School Board andt the City's meetings havel been conflicting for about thel last four meetings. She said the conflicting meetings arei not good for the community, because residents have to make a choice on which meeting to go to get updates andi information. Shes said therel havel been discussion to determine how both governing bodies can come to an Councilwoman Jones said shei is really excited about] Krabl Kingz coming. She said shel has frequented the Delmar location for Krab Kingz sincei iti isi near herj job. She said the City has been discussing for a whilel having a sit-down restaurant. She said the restaurant can be aj pillar that willl help tol build the community, by giving people in the area somewhere to go. Councilwoman Jones said the Council got an email about crime in. Jennings. Shes said some are very upset, because they feel asi ifc crime isi increasing. She said guns shots arei more frequent. She saids she often] hears gun shots andi text others to seei ift they heard the shots, as well as calling 911, to ensure therei is ai record oft ther reported shots fired. She said thel Policy Committee is discussing how there can be more accountability for public safety. Councilwoman Jones said the City does have a Public Safety Committee in the code. She saidt the committee can examine some oft the thingst that arel happening with public safety, including police, fire, and whati is going on within the City'sj jails. She said St. Louis County is doing everything they can, crime hasr risen everywhere. Shes saidi if youl look at St. Louis County as a whole, and notj just Jennings, crimei is higher than itl has ever been. Shes said something the City has got tol bei more: focused on is public Councilwoman Jones said withi regards tol Ms. Green's comment about the senior citizens. Unfortunately, whati isl being seen as at trendi ist that rent prices are going up and affordable housing is getting harder and harder to come by. She describes how shel has seen thet trend and a situation she personally hadt to deal withi in assisting families find affordable housing. She said finding all of thei resources, callingt thel homeless hotline, and finding aj place to go is very difficult. Shes said the City has to tryt to keep its residents as stable as possible. Andi ifpeople are having issues to1 make sure that theyl havet the needed resources. Shes said shel knows that the senior buildingi is private property but maybe the City can helpt the residents find a way tol be more empowered as a community within the senior buildings. Shes said she knows that the community of residents within the senior buildings have two very strong council people that can help to organizei int the building to help the residents come together and have a stronger voicei in terms oft thei renti increase, and collectively look at the leases and come up with stipulations. She saidt the Council will do their part as council people they are not goingt to allow our senior citizens to get gouged. Speaking for herself shes stated that her votes will definitely reflect that the senior citizens were taken care of. But the Council would like toi makes sure thei residents Councilman Wilson said Happy Black History Month, and asked residents to research and find out something that they didn'ta already know about black history. He said that she was coming to goi in depth witht the St. Louis Children's Hospital and. Jennings Schooll District partnership. He saidt the school district has al lot of partnerships and thati is why the district is doing sO well. He continued saying on March gtht thel Missouri Department of Secondary Education Commissioner willl be in Jennings touring the schools tos see all the great thingst that they are doing. He said on March 20th the district is being highlighted on a National level with Wei International they willl be doing filming att thes school district andi int the City andi it willl be on display during a big Wei International Event. Hes said there are al lot ofi negative things that youl hear about the area, but there are al lot of positive things as well. He: said1 he would much rather focus ont thej positive things. He said the Jennings School District Galai is coming up (April 5, 2019) to support students for scholarships. He said the gala willl bel held att the Norwood Hills Country Club offo ofLucas and] Hunt. He said ifanyone has some extrai money, donations can bei made on the school districts website wweminski2ong. Councilman Wilson said all oft the proceeds go towards scholarships for students. He: said there willl be al lot of good performances from the. Jennings students, and people Councilman Wilson said1 he will address thei merger during his Municipal League Report. He said he willi review some efforts that thel Municipal League is taking. Councilman Wilson gave accolades tol Mr. Williel Brandon the and Recreation Department.
