JUPITER. INLET COLONY REGULAR COMMISSION MEETING LIVE 01.09.2023 7:001 PM MINUTES 1. Mayor Comerford Called the Meeting to order at 7:001 PM. Roll call for the record: Mayor Daniel J. Comerford III Vice-Mayor Milton Block Commissioner Richard Busto Commissioner Lisa Hines Commissioner Marie Rosner ChiefofP Police John Pruitt Town Administrator Kevin Lucas Town Attorney William P. Doney Town Clerk Ivelisse Chico-Randazzo Also present approximately 47 members oft the Community. 2. Presentation: US1 Bridge Replacement Project, Angel Streeter Gardner Angel Streeter Gardner presented aj power point presentation on1 the US 1 Bridge Replacement project. Angel and her staff discussed in length what has been done sO far and what will be happening soon. She did say that US 1 will be closed for 500 days beginning March 13, 2023. They have been working with and will continue to work with FDOT tol help keep the flow oftraffic moving during the closure ofUS 1. Angel stated that on February 14th there will be an open house held at Harbourside. 3. Questions and Answers: Residents asked various questions regarding traffic patterns, the synchronization of the traffic lights and emergency vehicles getting through the traffic with the detours. The traffic lights and intersections will be monitored closely by the Traffic Management Center to help keep the flow oft traffic moving safely. Town Clerk - No report Chiefo ofPolice- Chief Pruitt reported that it was. National Law Enforcement Appreciation Day. The Town started the year with some crime. There was a stolen vehicle reported and an attempted stolen vehicle. Arrests were made and there may be more arrests coming. There was a drug offense arrest made. Chief Pruitt advised residents to keep vehicle doors locked and key fobs out oft the d. Code Enforcement- Mayor Comerford reported one incident which was vehicles. regarding permits. No violations issued. Town Attorney -No Report Commissioner Reports- No Report Vice-Mayor- - Vice Mayor Block reported that our finances have never been stronger and in the next few years the reserves will be up. The Town will have ready money in the event ofa a natural disaster. Vice Mayor Block thanked h. Mayor's Report - Mayor Comerford: reported that the South walkway started to be disassembled and the North walkway will be disassembled once the South walkway isc completed. Also addressed was a frequent question that is asked about the walkway, why isn'tt the work done when not in season. The work on the walkway cannot be done any other time due to turtle season. The Mayor congratulated the Social Committee and the Garden Club ont the work they did with Caroling in the Commissioner Hines for her service to the Town. Park and the Holiday decoration contest. 7. MAYOR'S ANNUALSTATE OF THE COLONY ADDRESS The Mayor welcomed and thanked all the residents that were in attendance. He thanked and recognized the Commissioners, especially Commissioner Hines for the work that she has done while on the Commission and her previous work as POA president and as member oft the B&Z Committee. Mayor Comerford also thanked the Administration staff and the Police Department for the work they do. Mayor Comerford stated that his position as Mayor is a volunteer position as well as the Commissioners, he stressed that at some point, he will not be doing thej job. He encouraged the residents to get involved in the committees to learn how the Town is governed and hopefully want to run for Commissioner. 8. Commissioners Comments and Resident Q&A Tracy Siani made a statement saying she has been around for a long time and thanked the Commission for the work they do. Mr. Prosser asked the Commission ift there is a strategy or long term plan on where the Town wants to be in the next 10 years. Vice Mayor Block replied that there is no grand strategy but rathera five-year plan for finances. The strategy has been to make improvements to the Town as they go along. 9. Introduction ofCommissioner Elect Mark Ciarfella Commissioner Elect Mark Ciarfella introduced himself to the residents and spoke a little about his background. He stated he is looking forward to serving the residents of. Jupiter Inlet Colony. 10. Vote: Second Reading: 2022-03 AN TORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF JUPITER INLET COLONY, FLORIDA, AMENDING CHAPTER 9 NUISANCES OF ITS CODE OF ORDINANCES BY CREATING A NEW SECTION 9-7.5 TROPICAL STORM PREPAREDNESS; SECURING PROPERTIES IN ORDER TO PROVIDE REGULATIONS PERTAINING TO THE SECURING OF PROPERTIES IN THE EVENT OF A DECLARED TROPICAL STORM WATCH OR WARNING OR HURRICANE WATCH OR WARNING IN PALM BEACHCOUNTY OR MARTIN COUNTY; PROVIDING AUTHORITY FOR THE TOWN TO ABATE A NUISANCE; AUTHORIZING THE TOWN TO IMPOSE Al LIEN ON PROPERTY FOR THE COST OF ABATING SUCH A NUISANCE; PROVIDING AUTHORITY TO CODIFY,A CONFLICTS CLAUSE, A SEVERABILITY CLAUSE AND AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
