Hes shared the site development plans andi renderings ont the screen fort the City Council. He discussed thej plans fora ar new firehouse at 8730. Jennings Station Road and 8732 Jennings Station Road. Brennan said that the new site will need to consolidate thej plats. Hej presented two rough sites schematics oft thej property. Mayor Austin invited questions. Councilwoman Clower asked about the outdoor lighting for the building and traffic signal light for outgoing traffic. Brennan said that there would be some uplighting along the foliage and strategic downlighting for egress exits. He said that the district doesi not] plan toj puti ini new traffic lights, but therel has been dialogue and as submission made to St. Louis County regardingt thep plan development oft the site. Brennan explained that St. Louis County Rich Tiberghein, North County Fire & Rescue District Board member, spoke on the mandates regarding the traffic signals from St. Louis County. He congratulated LaChrista Wilson on her addition tot the North County Fire & Rescue District Board of Directors. Seel Decorum Sharon Wilber, 9221 Cozens Avenue, expressed her concerni regarding the speed! bumps that were placed in front of! her home. She asked why so many were placed. Mayor Austin said there were speeding drivers in front oft the schools. She said that the City listened to concerns from parents about students attending school and speeding in that area. Mayor Austin said that a few had been Ms. Wilbers said that there was a speed bump at Dorwood: Drive which was moved closer, ini front of! her home. Councilman Wilson said that thei reason that one was: moved near the senior facility because there was no stop sign and the City of. Jennings does not have rights tot the street toj place one. He said that after the speed bumps have been moved the issue got better and he understands her concern about thei noise from the speed bumps. Councilman Wilson said that the point of the speed bumps being placed was all about safety first, after receiving more complaints requesting speed bumps. Hes said that thej project had beeni int the works for a couple of years. Ms. Wilber asked if the City had considered speed bumps that were less harsh on vehicles. Jim said the City researched different speed bumps that are used in surrounding municipalities, that must bej placed with asphalt, which was deemed very expensive and time-consuming. He said that the current speed bumps are not as aggressive as other speed bumps he looked at and they were designed for use inj parking lots. He said that the speed bumps are low profile and seemed to be doing their job. Capt. Law said that the City of. Jennings has done a great job with the holistic approach to speeding. He pointed out that the speed bumps could be moved since they are not permanent and willl bei moved to necessary areas. Jim said that hel has been using a spreadsheet to note areas of concern so traffic: studies can be conducted tol help decide on the placement of speed bumps. Councilwoman, Anderson said that in the recent Building and Public Works Committee meeting, they discussed where some adjustment could bei made to the placement of speed bumps, Justin Perkins, Chief Executive Officer ofLarge Chocolate Shake. He shared the upcoming Black Freedom Fest event which was created to educate young people about. Juneteenth Day, andi it willl last two days. Mr. Perkins said that the event willl bel hosted on. June 19,2022, and June 20, 2022, from 12 p.m. to 8 p.m. at] Koeneman Park and Lions Park. He said that the event may host two hundred vendors with music, games, and food vendors. He shared some Black Lakesha Nelson, Riverview Gardens School District, asked if she wanted to share updates on Proposition! E, who should shes send thati information. Mayor Austin said thati ifshes senti itt tol Deletra Hudson, City Clerk, that she would ensure that thei information gets distributed. Alice Wilson, Old Lucas Hunt, said that she was a part of the One West Florissant Strategic Initiative. She said that the organization's goal was to work with businesses in Dellwood, Ferguson, Country Club Hills, Flordell Hills, and. Jennings. Shes said that they are asking fori input from those communities, and she shared the survey link with those at the virtual City Council 8.Councilmember's: Reports (Reports are limited to 10 minutes. See Decorum Ordinance) Councilwoman Fountain Henderson thanked all who supported her campaign. She conducted her survey regarding the placement of the speed bumps and found that residents are complaining are about the number of the speed bumps. Councilwoman Fountain Henderson said that the Jennings School District did not request them, though it was said that they requested them. She asked Jim if he had any statistics showing a correlation between speed bump performance and Jim said that he consulted thel Policel Department for information and the City insurance company for guidance. Hes said regarding thei issue, the City mustl bej proactive. Councilman Wilson said that the City did get an official request from the former Jennings School District Superintendent, Dr. Councilwoman Fountain Henderson asked. Jimi ifhel has been going around fixing streetlights and potholes on Cozens Avenue. Jim said the pothole truck makes its rounds every day since winter has ended. He said that he checks streetlights every morning before going into work and calls in Councilwoman Fountain Henderson asked why there were speed bumps placed at stop signs. Jim said that it was placed there tol help stop people from driving through stop signs. He said it was observed that it was creating a hazardous situation because of drivers going around the speed bumps, so there will be an adjustment made to remedy the issue. Councilwoman Fountain Henderson saidt that thes school district willl be closing and] locking the gate at Ada Wortley Avenue. Councilman Stichnote congratulated all those newly elected and re-elected councilmembers. He asked how many speed bumps the Public Works Department had already moved. Jim shared the adjustments to the speed bumps that were moved and some that were completely removed. Councilman Stichnote gave ai reminder oft the continuing Senior Bingo coming on' Thursday, April 29,2021.1 He encouraged: senior residents tos sign up since there was no waiting list. Councilman Stichnote: said thats since. January 2021, there were 88 derelict cars tagged and 81 were removed or resolved. He suggested that at trashcan be placed att thel bus stop in front of the Police Department. Jim saidt that thet trash can wasi removed because there was some confusion as to who wasi maintaining thet trash can. She reported that the Adopt-A-Stop program was moving forward slowly. She asked that people let her know ift there was someone interested in becoming a part ofthe program. Councilwoman Brown said thati initiative will truly be thel beginning tol beautify She thanked Schona McClellon, Director of Housing, and the Building Department staff for allowing her to understand what their daily operations looked like. Councilwoman Brown announced that there was no date for the upcoming City-wide clean-up and wanted to include thei newi members ofthe City Council int thei initiative. Jim saidt thatt thel Public Works Department Councilwoman Brown said that shel had the opportunity to sit in on the monthly briefing made by! Representative Coril Bush. Councilwoman Brown thanked Councilman Stichnote fore ensuring the maintenance of the grounds at Koeneman Park. Mayor Austin noted that Alice Wilson was Councilman Wilson greeted everyone and congratulated those newly elected and re-elected officials. He acknowledged outgoing Councilwomen. Jones and Owens. He congratulated Ward 2 constituent, Rosemary Johnson, for beingt the inspiration for the Councilman Wilsoni thanked Schona for her assistance toa a Ward2 21 resident whol lived on Coleridge Drive. He said that the resident was grateful. He remarked that phone calls like that were: nice to Councilwoman. Anderson congratulated thei new electees andi returning officials. She reported that there was ani issue at Long Nails, that had a sign stating that the restroom was out of order when people came in to use the restroom. Councilwoman Anderson asked Schona if she could investigate the issue. She asked Sam Alton, City Attorney, about adopting the FEMA standard regarding public restrooms. Sam said according to the state of Missouri code of regulations, all cosmetology establishments must provide adequate restrooms for customers and employees. He said that the City could adopt thel FEMA: standard. Schona told Councilwoman Anderson that Long Nails took the sign down, they understood the issue and she shared with them the rules from the Missouri Department of Commerce for the Board of Cosmetology and Barbers. Councilwoman Councilwoman Anderson reported that a resident at 7109 Idlewild Avenue and 7121 West Florissant wanted to work on the fence splitting their property with their neighbors and want to know who owned the fence. Councilman Johnson said that he used some ward funds to make a flyer of where the Ward 3 councilmembers could be reached, keeping residents up to date on things happening in the City of. Janet Avenue, Monument of] Faith Church of God will be hosting a food drive every Friday from 1 p.m. to 3j p.m. until August 2021. She said that the Monument of Faith Church has been reaching out and working with the community. Councilwoman Clower reported that at 5300 Helen Avenue, Metropolitan Missionary Baptist Church will also be hosting a food drive, May 5th to May gth, 2021. She encouraged people Councilwoman Cloweri reported that the placement ofs speed bumpsi in Ward 4 has been approved onl Helen Avenue, Emma Avenue, and Garesche. Avenue.. Jim correctedi her, saying that Garesche Councilwoman Clower reported that there was a cleanup event scheduled on April 24, 2021, but it was unfortunately canceled due to the rain. She thanked the YMCA Men's Service Club for their engagement in the cleanup, which was rescheduled for May 22, 2021. She said that the cleanup event will meet at 6350 Garesche Avenue at 9:30 a.m. and begin at 10 a.m., which includes a snack or lunch. Councilwoman Clower said that they would need no less than fifly (50) volunteers for the cleanup event. She encouraged thej public to geti involved because it was an opportunity to beautify the community. She said that there will be balloons to mark the locations andj posters will go out around the. She said that Alison has spoken with Mayor Austin regarding the application for the Adopt-A-Street sign which was Councilwoman Clower thanked Schona for looking into the issue and resolving the issue regarding a Codel Enforcement Inspector at City Hall.
