Ms. Buford said shel has received conflicting information about whether 26081 Kinamore has been sold ori ifthe propertyi is Ms. Buford said at 2600 Kinamore, the grass needs tol be cut, and aj pit bulll keeps getting out. She said that she has called, animal control, thej police department, and the building department, and the pit bull owned byt the City. She asked for an update ont thes status of 2608 Kinamore. still gets out. Mayor Austin replied the Cityl had to wait untilt the owner] put thei no parking signs up. Shes said the signs are up andt the last time she went through the Target parkingl lot she onlys saw one truck and the officers know they should be enforcing the Victoria Lee of6368 Lalite Avenue, asked aboutt the City getting speed bumps put onl Lalite. She described the speedingi issue on Lalite. Ms. Lee said shei is continually hearing gun shots and she doesn't know who to call anymore. She said Officer McCrary told her to continue to report issues to the police department. Captain Cox said the police have been doing some foot patrol at the Star Residence particularly on the parking lots. He said that thej police would doa ai radars study and try to curb some oft the speeding onl Lalite. Councilman Epps askedi ifitv was possiblet toj puts speed! bumps on some ofthes streets. Mayor Austin said the Cityi ist trying to capture whats streets need the speed! bumps. Councilman Epps reiteratedi that it is possible, 2. Clarence. Britten of2219. Switzer, stated on Switzer from. Jennings Station Roadt to Clifton there isa hill with ai two way stop sign going north and south, but the east and west boundt traffic speeds over the hill. Hes said thel house ont the corner finally cut the grass. Hes saidt that] he does not appreciate Henry. Johnson calling the police onl himf for coming to City Hallt to filea a complaint. He said his safety comes before anything. He said thei firel hydrant onl his street ist blocked1 by thet tall grass and weeds. He said what ist the use of cutting the grass ify you are not going tot the get the weeds from Mr. Britten said the street Switzer ist torn up; hel has had to replace his tires fourt times. He asked wheret the tax dollars are going to.] Mr. Britten askedi ifana audit can be done tol let residents know what their tax dollars are going for.] Hes said the elected officials work for the citizens; the citizens don't work fort the elected officials. Mayor Austin said the City's budgeti is online. Mr. Brittens said that! he can understand: iti is online but asked why printed copies could not bej provided at the Council meetings. Hes saidt there are things being built on1 the southe end of Jennings andi inl River Roads, but Mr. Britten said people arel hearing al lot ofg guns shots, he asked wheni is enough going to be enough. Jimi replied that Switzer is scheduledi tol bei repaved from Jennings Station Roadt to Clifton. Jim said! he will request at traffics study tos see about a stop sign being put up. He said the City is taking care ofa lot of properties, but due tot the rain they areb being maintained on and off. Mr. Britten said that he understands that but asked aboutt the] people that own the property and saidi ifthey: are not going to take care oft thej property then selli itt to someone who will.. Jim said that is something that canl be looked into, buti it depends on where the owner is with their taxes. Mr.] Britten said thel loopholei isi if they payt theirt taxes, they don'th havet to do anything elset tol keep the property up.. Jim explained the owner is paying for the grasst tol be cut through their real estate taxes. Councilman Epps askedi ifthe property Mr.] Britten and. Jim weret talking about was at 8601 Clifton. Jim said it was. He said Public Works did go to mow the lawn at 8601 Clifton wheni it was brought tol his attention but unfortunately ity was not int thel MyGov system att thet time, andl Public Works had to wait the seven days. He said the seven days was up Thursday andl Public Works was able to get the property mowed onl Friday. Councilman Epps and. Jim discussedi the legal process for Public Works tol be ablei tor mow privately owned properties. Mr. Britten expressed his concern withj properties repeatedly goingt through the legal process. Councilman Epps askedi ifb blighted and condemned; properties are delinquent ont taxes, ist therei is any way the City canl bypass going through court and mow them and charge the owner. Sam saidi ift the property is ane emergency it can bypass some oft the legal process. He said the code defines what ane emergency is and wheni itl happens. Sam said there is still the timeline thati isi in the code wheni iti isap private property and wel have to1 notify them and givet the owner an opportunity to fixi it. Councilman Epps askedi ifthe City could legally make and ordinance where ifiti is private property andt they are delinquent ont thei taxes that the City can cuti ita automatically. The Council continued to discuss thel legal process fori issues at vacant properties. Councilman Johnson said the Cityi isi making efforts on some oft those properties, there. have been two auctions, the resident askedi if he could get al list of vacant properties that are City owned. He encouraged residents tol keep checking the City's website: for an update on whent the auctions area goingt tol happen. Mayor Austin said residents can also contact. Myra Randlei int the Building Department to get information regarding City ownedj properties. Councilwoman Owens asked what are the ways that residents cani find out when the auctions are going on. Mayor Austin said residents can check the newspaper, the. Jennings newsletter, the City's website, thel bulletin board, and their Councilmembers are also aware and can get the word out. Councilwoman. Councilmember Wilson (a School Board Member) stateds signs with opening and closing hours were posted on both entrances, as well as the. Jennings School District website. Ms. Sykes saids she has noj problem with thej police, shel lovest them dearly everyt time she calls, they haver responded. Shes said. Jennings needs more police presence. She said May and Shannon are terrible. Shes said Shannon & Mayi is like a speedway. Shes saidi ifaj police officer sits at the Shannon andI May and] Hord andl Mayt they would be ablet toj pay their salary from the amount of citations that would be written. Shes said people are speeding down. Jennings Station Road. She said gangs are being formedi in the community. She described what shet thought tol beag gang on Shannon. She described Captain Cox said he agrees with having more ofap police presence. He said he wishes] hel had fifty more officers, but he doesn't. He described several: issues wherel businesses and residents have asked for additional police presence. Hes said Officer McCrary is taking notes at the neighborhood watch meetings. Hes said officers get on the concerns thei next day, but hel has tot take resources from one] place andj put them int the next place. Captain Cox said therei isar rule ify you are not att thes station for official police business then officers are tob bei int their car atab business, church, park, or patrolling neighborhoods. He said St. Louis County holds a Council: meeting every Tuesday, at4 41 South Central in Clayton at 6:30 pm, Jennings is 1st District. He said they also broadcast it on YouTube. But het thinks itis good for them tol hear from Jennings. He said they don'tt treat usl how wes should bet treated. Hes said that we aret the 1st district, which was formerly held by Councilwoman Hazell Erby, she vacated the seat and there willl be an election in August, toi filll her seat. Hes said the Council does work for the community, but the council also needs the communities helpi in solvingi issues. He: said communicate with the councilj people. He said their phones are public, and saidt to use thej phone numbers, the website. She askedi ift there is an updated status on the completion of thej privacy portion of the Urban League fence, becauset they have not been responding tol her. Henry Johnson' si response was inaudible. Councilwoman Dugger asked Sam to send a legall letter tot thel Urban League aboutt the fence. Sam saidt that he would dot that as soon asl he got the details. Councilwoman Dugger asked! Mr.. Johnson to follow up with Sam. She saidt that 2nd Wardi isi not all together, but iti is not doing as bada as some oft the other wardsi in terms ofg grass, and abandoned homes. She said there are no favors beingi put on what Public Works isa ablei to do, but she wantedi to commend them for the work that they are doing because she saidt that there are still problems at Greenbrook and. Councilwoman Dugger saidt thosei neighbors don't like that, she askedt the City to follow up because thel lady is cited, goes to court, and pays and continues tob be ani issue. She said that she saw a community effortt this year. Shet thankedt the entire community and said that they had a wonderful time. She describedi thel Fishingl Derby, and thee efforts oft thel Mayor, thel Recreation staff, she saidt the Derby has grown and this year was thel largest thanks tos you. She saidt the Derby is a signature thing that the Kiwanis Club does each year. They have a sense of pride int their community and cans see the possibilities ofworkingi int their community. She said we grab them whatever way we can, and everyone is doing something, she saidt that shei is not saying] Kiwanis is going to doi ita all. She said att thel Derby thej police andi fire departments competed against each other, and almost 200f fishy were caught.
