Auditi report Councilwoman Dugger askedi ifMr. Williams could go over the comments/pcommendation for the Courts Department from lasty year and the year before, along with anyi improvements the Courts Department has made. Aftera a discussion' between Councilwoman Dugger, and Mr. Williams, he confirmed that there were audito omientyigcommemditons regarding the Courts Department last year, and there ares some audit cometivrcommedtons that have been madet this year. Audit which wasi issuedi in a report from his company dated July 17,2018.He gave an overview oft the audit. He advised what went into the audit process. He stated that the differences between the amounts recorded at Cityl Hall verses the amounts on the sign out sheets was $1,955.00, summarizing that City Halli received $1,955 less than what was on the sign out sheets. He went ont to say the differences between the amounts recorded at City Hall and the amounts recorded int thei receipt books were $2,311.00, summarizing again that the amount int thei receipt books maintained byt the department showed that they received $2,311.00 over what theyt turnedi into City Hall. He advised that the Councilwoman Dugger stated thats she wanted the residents tol know that thei reason the audit was even done ist becauset the After-School: Program was startedi in August last year without the consent oft the Council; which would havel been necessary tol license aj program such ast the. After-School Program, the Council wouldi need to give approval, but the Council knew nothing about the program. She said, that some peoplei may havel known, but the floor didn't] know. Councilwoman Dugger continued saying that this program started, and the State ofl Missouri closed the program, and that is why the Council requested that "we" dot this independent audit because there have been some] people who have left the City, been firedi from the City; City Attorney Sam. Altoni interjected by saying "Francine" (Councilwoman Dugger). Councilwoman Dugger expressed her concerns with the After-School program and explained tor residents why an audit was being done. Ms. Bates advised how long shel has been a. Jennings resident and what activities she enjoyed participating in. Shes said, shei is not permitted tor ridet thel bus anymore because she, along with some other seniors, did not sign al hold harmless waiver of] liability agreement. Ms. Bates expressed her frustration with thel hold] harmless waiver Councilwoman Dugger expressed frustration and concern thatt the Council has nots seen the hold harmless waiver ofl liability agreement that Ms. Bates isi referring to. Mayor Austin advised that the liability agreement was drawn upl by the City Attorney. City Attorney Alton advised that the document isag general liability waiver. After a discussion with the Council, Mayor Austin, and City Attorney it was advised by Attorney Alton thatt the waiver wouldi not necessarily stopt the City from being liablei ifs something Nancy Sparks did not provide her address. She presented a compliment about removal of overgrown vegetation. Ms. Sparks said, someone last month mentioned the over growth on a sign at the end of Sapphire wheret the street comes into College, that signs could not bes seen. She said, that residents could not see anything because oft the overgrowth ofs shrubbery, and someone did clean that off two weeks ago. Shes said, thank you very much. Ms. Sparks expressed her appreciation of thei removal of the vegetation overgrowth, andt thel lawni mowing. She stated that there are some other things that she is going to contact Mr.. Johnson about. Councilman Wilson advised thati it was Councilwoman Roberts who mentioned the Javarious C. Smith of 5621 Albia Terrace presented a compliant about! police presence ini the area. Mr. Smith recalled, and expressed his frustration, over ai recent experience that hel had when calling the police toa assisti ina a disputel between his self and a neighbor. Mr. Smith continued expressing his frustration with the agreement between the St. Louis County Police Department and. Jennings. He said, that there is no police presence andt that is why the homicide rate is up. Mr. Smith expressedl his concern with the number ofofficers in attendance att the Council: meeting. He advised that het thinks that the City needst to cutt thel Department Heads down. Mr. Smith expressed his concerns about Department Heads salaries compared to what the average citizen in. Councilwoman Jones stated thats she thinks that St. Louis Countyl Police Department does aj pretty decent job, but aj pretty decentj jobi is not good enough for the City of] Jennings. She stated that shei is not going to spendi her time talking about grass ort trash because she has a six-year-old that does not feel safe inl her community. She stated that the reason shei is ont this Council ist to do better with "this community" and she is saying, itis not good right now.
