CITY OF LABELLE LOCALPLANNING AGENCY FEBRUARY 8, 2024 5:30 P.M. Mayor Wilkins called the meeting of the Local Planning Agency to order at 5:30 p.m. Ai roll call was taken. Members present were Commissioner Bobbie Spratt, Mayor. Julie Wilkins, Commissioner Hugo Vargas, and Commissioner. Daniel. Akin. Commissioner Jackie Ratica was absent. Commissioner Vargas spoke thei invocation and Commissioner Spratt led thel Pledge of Allegiance. PROPOSED ORDINANCES 2024-01. 2024-02. 2024-03 RACETRACANNEXATION, COMPREHENSIVE PLANA AMENDMENT, AND PLANNED Josephine Medina, City ofl LaBelle planning consultant from RViPlanning introduced herself. Commissioner Akin recused himself from voting on the item due tol his real estate broker Ms. Medina explained that the request was for annexation into the City, a comprehensive plan amendment and a planned unit development rezone (PUD). She stated that staff was UNIT DEVELOPMENT REZONE handling the sale. recommending approval with conditions listed in the staffr report. Mayor Wilkins told the Commission that she had exparte communication with the applicant's land use planner Dan DeLisi. She noted some concerns she had with the schedule of uses. Mr. DeLisi summarized the requests and then reviewed the proposed conditions from staff and noted his concern that some conditions were directly repetitive oft the code. Neal Montgomery asked to consolidate the architectural conditions into Qne condition. There was discussion about the construction being done inj phases. Alexis Crespo, City Planning consultant explained to the Commission that the conditions were repetitive to make staffreviews more efficient. She stated that the Huggetts Road condition was Mrs. Montgomery and Ms. Crespo spoke to the connection condition to the north of the property. Ms. Crespo suggested that a connection should exist, and aj possible pedestrian interconnect was There was then discussion on the architectural renderings and how they should try to meet the from Shane.
