Roll call for the record: Mayor Daniel J. Comerford III Vice-Mayor Milton Block Commissioner Richard Busto (absent) Commissioner Lisa Hines (via zoom) Commissioner Marie Rosner Chief of] Police John Pruitt Town Administrator Kevin Lucas Town Attorney William P. Presentation: Senator Bobby Powell -] Legislative Update Senator Powell stated this may be his last legislative update as our Senator due tot the recent redistricting and his district moving a little bit South, but he will still be available for his friends at Jupiter Inlet Colony. Senator Powell discussed some oft the bills that were introduced to the legislature, some ofwhich passed. Senator Powell stated that the budget that was passed this year, $1121 billion, ist the biggest budget in State history. Senator Powell thanked the Mayor and Commissioners for their continued support. Mayor Comerford thanked Senator Powell for the legislative update and wished him well. 3. Public Comments: Mrs. Tracy Siani thanked the Town for the decision about the fencing on the property across the street. 4. Vote: to approve Consent. Agenda a. August 2022 General Operating Fund Budget Report and Financial Statements b. Minutes from August 8, 2022, Regular Commission Meeting. Motion: Vice Mayor Block made a motion to approve the Consent Agenda. Second: Commissioner Rosner seconded the motion. Motion passed 4-0. 5. Commission/Staff Reports a. Town Administrator- No! Report b. Town Clerk -No Report Chief of Police- Chief Pruitt stated that the. July CPR class was a success, and hel has another class in September. He stated he has been watching the Tropics and there is something out there that has a 40% of developing into a storm. He will continue to d. Code Enforcement- Mayor Comerford reported that there were 6 active reports from the previous month that were addressed by Codel Enforcement, no warnings or violations were issued. Also addressed were the final 10 residents that were given warnings for the coconuts, have been given an additional 10 days tol have it corrected, which they are Commissioner Reports- Commissioner Rosner mentioned that she had received a few calls regarding the garbage truck situation which she reported to the Mayor and has since Vice-Mayor- - Vice Mayor Block reported that the residence: at 111 Lighthouse Dri is being used as a dumping ground for non-vegetation things and is asking fori it to be referred to Code Enforcement. Vice Mayor Block is also working with the Town of Jupiter on their water drainage situation since they do not have a system like the one we h. Mayor Comerford- Mayor Comerford made an announcement: reminding residents that the' Tuesday, August 23di is Primary election day and to come vote. Mayor Comerford also wants address residents that are putting out the garbage on Sundays before 6:00pm. Itseems like there are more: residents putting their garbage out early, which is not allowed. Discussion: Mayor's Proposed Budget for FY 2022/2023 Mayor Comerford stated that since his announcement in the previous meeting, copies of the 2022/2023 budget, both long and short versions, were available in Town Hall, the budget was posted on the website by Chief Pruitt, Vice Mayor Block sent out an email blast and Mayor Comerford sent out a calling post. He stated that no one came ini for copies or to ask questions. The highlights oft the budget are the same as previously discussed; the millage rate will bel kept the same and there is an 8% cost of living increase in salaries. The inflation rate as of June 30th, was 9.1%. Vice Mayor Block thanked Town. Administrator Kevin Lucas and Chief] Pruitt for their work on the budget. Vice Mayor Block discussed the 5-year plan that he put together. It shows that the Town is moving ahead of schedule to reach the goal of6 60% of reserves. He stated that ifall goes well, it can be achieved by fiscal year 2024. In fiscal year 2025, we can look at the millage rate or decide to use the surplus in other ways. The penny sales tax money and ARPA money will be used up sO at that point, the budget will need to be used for everything. There was a surplus of over $300,000, which will be used to replenish the reserves. Vicel Mayor Block stated that we want the reserves to be strong int the event of any natural disaster, epidemic or unexpected occurrence. Vicel Mayor Block said the Town is in great fiscal shape andi in the next meeting they will present the future projects that have been discussed and primarily financed by the penny sales tax and rescue money. Ift the monies are not used in ways that the Federal Government or County stipulated, it will have to bei returned. 7.
