Mr. Becker said hel had no complaints but wanted to give a special thank yout to thel Policel Department, Firel Department, Paramedics, Public Works Department, and City! Hall. Hes said each oft those departments are doing an awesome job. Mr. Becker said on Lewis McKinney of6350 Garesche. Mr. McKinney declined to make a comment at this time. Robert Cotton Sr. of7119 Garesche. Mr. Cotton said that he wanted tol let the Council know that he did complete the Citizens Police Academy (CPA) along with several other residents. He said that! he appreciates St. Louis County Policel Department for offering the CPA because he learned Robert Cotton said therei is a vacant house at Main and McLaran. He said on the McLaran side therei is al Metropolitan St. Louis Sewer District (MSD) line thati is collapsing the street andi it seems asi ifMSD: is taking their sweet time to repair the street. Hei is askingi ifthe City can push MSD to do more. He askedi ifa car falls into thes street and disappears who would be liable. He stated that hel has called his Councilperson and was told that his Councilperson has talked to the Public Works Department and the Public Works Department said MSD would be liable. Mr. Cotton continued to express his concern for thel line thati is collapsing. He: said that he knows there are problems all over the City and he thinks that therei isi noi rush to fix thei issuel because the homei is vacant, andt thel line runs behind the house. Jim said that he does not want to do thati int thisi issuej prematurely, becausei ifthel holei is filled with rocks, therei is a good chance ity willl block the sanitary sewer and there would bea al bigi mess in a lot ofhomes. Jim saidi itt takes MSDaf few weeks toi respond but hei normally sees them at the issues site withi in one or two days oft the call. Mr. Cotton said at] Kinamore and Old Lucas and Hunt a water main broke and water has been leaking for quites some time, the street has now turn into: mud. He said the City put cones around the area, but the water company: said the City is responsible. Mr. Cotton said the issuei needst tol be fixed before someone's vehicle, gets torn up. Jim said ther report the City got back for thet water main break was thati it was not the water company, that there was al lot of residual water that was coming down off thet terrace's, unfortunately it did undermine the street and with thei rain the Cityl has beens seeing right now aj permanent street repair cannot be done. He saidt thei repair would include digging down to thei issue, putting ini rocks, fabric, and concrete, to stabilize the street.. Jim said the city had no choice at this point but toj put cones around the issue tol keep people from driving through it.J Jim said thisi is the same issue that ai resident had at the Clematene. Hall of 9426 Halls Ferry Road. Ms. Hall said that shel has been complaining for quite some time about a vehiclet that is parked in front of! her home. Shes said thati iti is ridiculous thats shel has to come tot the Council Meetings to talk about the police department. Shes said that shel has gonet to and called the Police Department toi report the issue and shei is told that iti isa public street. Ms. Hall expressed her frustration with a car beingi parked for several months in front ofh herl home. Shes said the car is adjacent ont the other side at 94221 Halls Ferry Road. She asked the Council what can be done tol keep the car from parking in front ofh her home. Shes said shei ist the only one having a problem. Ms. Hall continued to sayt thej police have advised her that the cari is parked on a public street and therei is noti much they can do about that. She said the police put ai red sticker onl her car that was parked in her driveway and said that shel had tol have something fixed onl her car or they were goingt to tow it. Ms. Hall saidt that she has seen the police talking tot the vehicle owner, but the vehiclei is still there. Ms. Hall described how the vehicle being parkedi in front ofh her house has impacted her coming and going. She continued to express her frustration with thej police department and the car still being parkedi in front ofher home. Shei reiterated thats shei needs ai resolution because "we" want our neighborhood tol bes safe and clean. She doesn't want people coming in and dumping cars. She said ont thes side where the grass is growingi people are not supposed tol bej parked there. Shes said the police do not address the no parking areas. Sam Alton asked ifMs. Halli is saying the vehicle is abandoned. Ms. Hall replied shei is nots saying the cari is abandoned shei is saying the car does not run andi iti is parked ini front ofl herl house and blocking the view when you come onto the street. Sam asked Ms. Hall ifs shel knew who owned the car, ifthe owneri is at neighbor. Ms. Hall stated that yes, shel knows who owns the vehicle and yes, the owner is ai neighbor. Sam said to give the address, make and model oft the vehicle to Captain Cox. Sam said thej police department will check it out andi ifthe vehicle isi not operational, has expired tags or whatever thei issuei may be a sticker can bej placed ont the window giving the owner 10 days to move the vehicle andi ift the car is not moved then the policel have the authority to come and tow the vehicle. Mayor. Austin askedi if Captain Cox had anything to add. Captain Cox saidi ift the cari is drivable andi is parked on aj public street therei is nothing the police department can do. Mayor Austin askedi ift therei is any wayt to put' "no parking" on the: side oft the street where Ms. Hall is having thei issue.. Jim said "noj parking" signs had tol bei removed when work was done across the street with the senior homes, but withi itl being a dead-end street he would hate toj put up noj parking signs ini front ofMs. Halls house in case she needs toj park ini front ofl her home. Councilman Epps reiterated that Ms. Hall said the vehicle has noti moved in overa ai month. Captain Cox saidi ift the car has not movedi in ai month, obviously the police department should do something with that vehicle. He said ift the police talked to the owner and the vehiclei ist being driven from time tot time and they arej just parking theret then that isad different story. Councilman Epps said that he cannot see the car sitting there for overa a month and thej police not' "tagging" the vehicle. Captain Cox added that the police do not goi in Lamar Douglas of 24181 McLaran Avenue. Mr. Douglas said therei is a vacant property at 2420 McLaran Avenuet that has1 been vacant for atl least fourteen (14) to fifteen (15): years. He said during the cutting season the grass may get cut once ort twice at the vacant property. He said the propertyi is as safety hazard, there are dying trees and when there are storms that come through there arel limbs that are: falling. Mr. Douglas said thes speed limit on! McLaran on. Mr. Douglas said he isl hoping tol havet thes speed limit reduced to twenty (20) per hour because of the children int the area. Hes said with police enforcement coming through the neighborhood: more often they may be ablet tot ticket speeders. Captain Cox said thel Police Department will address the speeding vehiclei issue starting tomorrow (May 29, 2019), residents should see ani increased police presence. He said tol let Officer McCray know what times of days the speeding is most prevalent, and thej police department will do ai radar study for about a week. Yolonda. Fountain Henderson refused toj provide her home address. Ms. Fountain Henderson saidt thank you for cutting the grass for three (3)1 houses on Sharidge. She said therei is another problem on Sharidge and Shannonaire. She said thei issue may! be an electrical problem, which caused the street tol be dug upi next tol her property. She said they are speeding down the street, but debrisi is stacked up and there are cones on the Shannonaire side. Shes said therei is a young man going down the street asking people about security systems. She described ai resident's response. Shes said she would like the City to consider speed! humps to try and slow the residents down. Shes said at 2436 Sharel Ridge therei is aj possibility that someone. has gotten into the house. Ms. Fountain Henderson stated thel house has been vacant for over six (6) years and ai neighbor said they saw al light oni in the house. She said at 2437 Sharidge therei is al holei in the street on the side oft thel house. She said. Jennings School district is out ofs session. She stated on. June 3,2019 Serena Muhummad of2 2408 McLaran. Ms. Muhammad said the ward 3 meeting was last Saturday (May 22,2019). She said one oft the things that came up a lot was about grass not being cut on ai regular basis, illegal dumping, and littering in general. Shes saids shei is looking to work with the council, and any community members, tos spearhead a campaign to address littering, illegal dumping, and maintain some of the properties. Shes said there may be an opportunity to geti match funding for residents to contribute, for people to volunteer and to really start to beautify the City. She said that shei isi not sure what the constraints for the City are. Ms. Muhammad said "we" should try to resolve thei issues collectively. She said thats she thinks there are ways to resolve thei issues ifthe City looks outside oftheir own budget and resources. She said that shei is volunteering tol help figurel how to address the: issues andi impact the morale oft the community so that this year, this summer, Jennings can get a handle on the community issues. Councilman Allan Stichnote: Councilman Stichnote: May 23, 20191 Municipal League ofMetro St. Louis gave us favorite park award. He: said thisi is thei first time. Jennings has gotten the favoritej parks award. Councilman Stichnote acknowledged the St. Louis County Police Department. He said there was a drug problem on Pohlman Lane. He saidt the drug problem was reported on a Thursday and by Monday they hadt the suspect in custody. Councilman Stichnote said at 8820 Wiedle there are al bunch ofbig flies in the house, thej police did not find anything in thel house, butt thei front doori needs tol bel boarded up. Hes said congratulations tot the residents who graduated from the Citizens Police Academy (CPA). He said on. June 14, 2019 therei isa concert int the Park and invited all residents to attend. He saidi in Ward 1 therel havel been 36 homes written upi fori tall grass, with another 191 homes turned in. He asked residents tol be patient Councilman Miranda Jones: Councilwoman. Jones said she and Councilman Stichnote spoke with the Building Department (Mr.. Johnson) to see whati is going oni in Ward 1 and making sure therei is a Ward 1 full-time inspector. Shes said they inquired about thej process and how longi it takes for thei inspector to write up properties. Shes said there was some confusion ifthei inspector in' Ward 1 was full-time or part-time but there are too many properties not tol have a full-time inspector. Shes said the Council knows therei is a lot oft tall grass and the weather has been very impactful, shes said shel knows the Cityi is tryingt to get a handle on the grass. Councilwoman Jones said ai few years agot the Council decided to do al blitz byl hiringo outside grass cutting companies to get the City under control especially when there are onlys small windows of opportunity to get grass cut because iti is raining every other day andi iti is just too much for the Cityt to do. Shes said you have developers comei in and they may put up a decorative wall and twenty years (20)1 later when the walli is falling apart the developer is not taking ownership toi repair it. She: said thei resident is asking whoi is goingt toi fix the wall, butt the wall isi not a City Wall. She said "they" havel been tryingt to figure out whoi is1 responsible for the upkeep andi repair of the decorative walls. Councilwoman. Jones saids sincet the wall reallyi isi in Unincorporated St. Louis County, Jennings is goingt to write al letter on behalfoft thei resident tot try and get St. Louis County to help repair Councilwoman. Jones thanked the Police Department, for the decrease in gunfire, but therel has been ani increase ini fireworks. She saidt that shei isi nots sure where the fireworks are coming from but askedi ift the police patrols could look out fort the fireworks. Shes said residents may not be ablet tot tell the difference between the gun fire and fireworks andi it can be unnerving. Councilwoman. Jones saids shei is excited about the fishing derby coming up (June 8, 2019). She said she plans tos support the fishing derby along with all of the other great things going oni in Jennings. She said Councilman Stichnotel hast the list ofr reported properties for Ward1 ifany residents would like toi make sure aj property, they reported, is on thel list they can check withl her or Councilman Stichnote. She said they are working closely to makes sure that Ward1 1 is taken Councilman Terry Wilson: Councilman Wilson said in Ward 2 Alexandria Placel has 41 new homes going up thanks tol Mr. McKinney (the developer). He said that brings the total new Councilman Wilson saidt thel high school graduation was beautiful, and well attended. He said that Wesley Bell was a great keynote speaker. Councilman Wilson said the School District Baseball team gott their first district title since 1988, but lost in thej playoffs. He said that hel has had af few conversations with thei residents onl Pickford and Eastchester and they arei interested in having al block party ont the 4th ofJuly. He said they have asked him to sponsor the block party. He said that he willl be contacting the City Clerk and thep police department to clarify the details Councilman Wilson acknowledged thel Policel Department for the beautiful memorial service that they do every year tol honor fallen police. He said that he was contacted by Melanie Marie whoi is over Color of Change and they are starting ani initiative called the court watch. He said there will be ani interest meeting onl May 30th from 6-8 pm at thel Ferguson library tol bring community members together and discuss oversite, accountability, and transparency to our courts systems. Hes said that hei is working with Wesleyl Bell, St. Louis County Prosecuting Attorney. Hes said that hei is doing ai tour about the changes hel has been making whilei in office. June 8, 2019 will be the 3rd year for the fishing Derby. Shes saidi ifa anyone would like to volunteer, seel her after the Council meeting. Councilwoman Dugger saidt that she expects al big crowd for the derby. She said therei is asmall competition between the police and fire departments. She described the competition. She said that she would liket to speak with Krab Kingz about thel Fishing Derby and saidi if anyone knows someone who can: fish the objective ist to teach the kids to fish. She said the derby starts at 7:00 am for registration and at 7:30 am the bell willr ring, and thet tournament willl begin and will end at noon (12:00 pm). Shes said thec children just need to show up, the derby! has everything they needt toi fish, including food for them to eat. She said. June gth is Missouri Conservation free license day toi fishs so there are other communities doing fishing derby's as well, but the Kiwanis Fishing Derbyi is thel best fishing derby and she looks forward to seeing everyone. Councilwoman. Dugger acknowledged St. Louis County Police Department for their response to as shooting that occurred on Ada Wortley. She described witnessing the shooting from her driveway. She saidt the police did catch the shooter. Shes said the shooter told the police hel had just gotten the guns and wanted to tryt them out. Phyllis Anderson: Councilwoman, Anderson said the 3rd Ward meeting was held onl May 18th and some oft the concerns were as usual the grass needing tol be cut. She askedi if therei is anyway the City can contract out the grass cutting liket the City has previously done to help Public Works. Mayor Austin said thatt the City can look into contracting some oft the grass cutting out.. Jim said City employees have to cut grass. Mayor Austin confirmed that privately owned lots were contracted out previously. Jim said the City owned lots salaries are taken out of capital improvement andt thei money is put back into General Revenue which helps the City's general revenue: fund with that being done, City employees have to cut City owned lots. Councilwoman. Anderson said therei is ai mattress in the street atl Marge and Sapphire. Jim said that he looked at all oft the complaints thatl had been called in. He said the issue on Apricot has been closed, hel had a grass crew out all day, andl he will address the trash tomorrow. He said whateveri isi in thei right of wayl Public Works willj pick up.
