Shes statedt that the center applied in April 20221 for ane empowerment center at 24491 Hord Avenue and was asked tos speak with thei neighbors near thel location. Ms. Hawkins-Hourd: stated thats shel had done SO with many neighbors, informing them of what the center was planning to do. Shel had not received any negative feedback and has received some assistance from neighbors tol help clean and maintain the property. Ms. Hawkins- Hourd stated that Ms. Victoria presented a great idea, since the home behind 24491 Hord Avenue, Ms. Hawkins-Hourd: stated that they were also asked to attend a townl hall meeting. Shes stated that two residents attended, and they did discuss with no objections to the center's purpose. Jennings for twenty-two years and as the years go by, it gets worse and worse. Especially with some oft thel businesses located in Ward 3; she did not think that they needt tol bet therel because they cause a lot oftrouble. She statedt that some oft thel houses across Ms. Jones stated that when she moved out of St. Louis City, she was building al better life for herself and her kids. Her kids attended the Jennings School District schools and when her kids come back to visit her, they commented that the City of] Jennings was not getting any better. She stated thats shel hadi nowhere else to go and Jennings is where shel bought herl house. Ms.. Jones stated that things in. Jennings have gotten worse. Shel hoped that someone would stand upi for thei residents and provide support. She was upset that she paid! her taxes, and nothing could be done about the vacant houses and grass in yards so high. Ms. Jones had called City Hall to try to get thel barricade that used tol be on her street back, and there seemed to be confusion between Sam asked. Avenue, reported that the school bus parked at 5443 Hodiamont Avenue was in the yard, along with other vehicles parked on an unimproved surface. She stated that 54261 Hodiamont Avenue with all the cars and tow trucks in the back yard has not seen any Ms. Beck asked when a candidate files for office for the City Council, who checks to seei ift their taxes] havel been paid, was it done at City Hall, or was their word just taken for it. Sam stated that the candidate fills out an affidavit, which is accepted as true unless someone finds out otherwise, and typically a complaint would be filed with the Board of Elections, the Attorney General's Office, and the Department ofl Revenue, which opens ani investigation. Ms. Beck stated that she believed that it was the Secretary of State the investigates the situation. Sam stated that there was at time when City Clerks would verify that information but now the affidavits are taken as true sincei iti is done under oath. Ms. Beck asked what the penalty was for a candidate who incorrectly statest theirt tax status. Sams stated any range ofthings can occur as ai result ofa ani investigation. They can be allowedi toj pay theirt taxes, ifpaid, they willi not! bei removed from theirs seat. Ifthe candidate cannot pay the taxes or refuses toj pay them, then they can be directed to give up their seat. Ms. Beck commented thats she was tired oft the dishonesty amongst all thej politicians. Ms. Beck hoped that she would never havet to attend another Special City Council meeting liket the onel held on. June 8, 2022. She stated it was a repetition of whati is always said. She addressed the City Council, they received their packets on' Thursdays and the City Council has time to do their research and ask questions beforehand. Ms. Beck stated that ift they want to serve the residents, they should listen to residents asking them tos stop squabbling and get down tol business. Councilwoman Clower stated that the property at 5443 Hodiamont Avenue was referred to Sam regarding the school bus! parkingi issue. She hoped that in the next two weeks that letters can be generated for complaints in the system and sent out after the June City Council meeting. She asked why the City was spending $175,000 on awnings for businesses from the American Rescue Plan Act (ARPA) Fund Budget. Ms. Clay asked why they could not buy their awnings and the $175,000 could be used towards the old, derelict, piss-poor homes. Shes stated that Ms. Clay stated that Albia Terrace had not been paved in forty-two years. She stated that iti is raggedy, torn-up, andj patched-up to where: it doesn'tmatter anymore. She askedi ifthe City needed aTreasurer and which ofthe City Council: members livedi near Wards3 & 4. Ms. Clay commented Ms. Clay stated that she cannot go outside without hearing loud music. She asked why Ward 4 looked raggedy but the other wards looked okay. Shei remarked on the City Council discussing the demolition ofl houses and asked where demolition would be done. Ms. Houston stated that there weret too many that have been derelict, sitting vacant for years. She stated that other wards do not Ms. Houston statedt thats shev was ai renter, buts shea andl her landlord cared for thej property sher resides at. Shes suggested that the City cut the high grass properties like the ones near. her and charge the property owner because she had observed snakes and raccoons in her yard. She reported that drivers speed up and down the 56001 block ofHodiamont. Avenue, which] has no speed bump. She Ms. Houston stated that shel had toj pay the trash bill in advance for a whole year in accordance with the Occupancy Permit application process and observed other renters taking their trash to another property's trash bin which leads her to believe that they do not have trash service. She stated thati it was unfair that she had toj pay for a year oftrash service, and she had to go out and Ms. Houston stated that she had to call Councilwoman Clower to get a response to a hole in the street that was supposedly the responsibility of the Metropolitan Sewer District, to get anything done. She stated that the ARPA funds should be used for all the wards to be beautified. She expressed concern over the safety of her daughter walking down the street and the potential for Councilwoman Clower asked that. Jennings for twenty-one years in Ward 4. She stated that when she first retired, she looked around her neighborhood and her council members because their job was to help the residents. She began volunteering and encouraged residents to volunteer to know what is happening within the City. Ms. Chikeleze stated that the Ward 4 councilmembers. are Councilman Turner and Councilwoman Clower. She stated thats she could not get al hold of Councilwoman Clower but she did speak with Councilman Turner. Shes statedt thats shei informed! him ofwhat needed tol be done onl hers street. She stated that one cannot sit int their house and wait for the council members to come tol help them. Ms. Chikeleze stated that since shel had been living there, shel has been safe and noj police needed to come tol her area. Jennings and asked what about the inside of the City. She stated that no drivers stop at the stop sign at Kinamore Drive and McLaran Avenue. Ms. Hendricks was concerned about the high speeds that drivers use on McLaran Avenue. She stated that she was sO grateful for the speed bumps off Ms. Hendricks went into Country Club Hills one day and could not believe all the speed bumps they had. He was against it because it was too much Councilman Johnson stated that the ARPA Funds did not need to be spent until sometime in 2026, and he will say something about that. As a council person, she asked the City to consider the reallocation of the ARPA Funds, she requested that $300,000 be moved for demolition and there was a council member in Ward 4 that did not speak up.
